Dear Collier County Board of Commissioners:
First of all I want to thank you very much for your service to our beautiful county. I love Collier
County and I love the way it is perfectly maintained and so well run!
I have been a resident of the Quarry since 2013 and previously lived in Heritage Bay for 5 years.
We both endorse and fully support the pending PUD amendment for the Heritage Bay PUD. We
also are very pleased and grateful that the Collier County Planning Commission is very astute and
voted 6 to 1 to recommend approval of a gate to the private road and realizes that Limestone Trail is
truly a private road and privately maintained within our community.
My wife and I and most of the Quarry and Heritage Bay residents are deeply concerned that
quality of life and danger of injury or death due to automobile if pedestrian accidents on this
private road within The Quarry will be adversely affected by increased traffic on the private
Limestone Trail as development continues around the community and as the County makes
modifications to the roadway network adjacent to and along Immokalee Road.
Errors made by Collier County in the distant and recent past for proper planning of the traffic
pattern and necessary entrances and exits to the shopping / activities center should not affect
the use of private property and private roads to try to remedy the Collier county planners lack of
proper planning
We would hope that our County leaders would have taken the time to physically drive this
beautiful private road and realize in an instant that Lime Stoe Trail and Quarry Drive are not
public roads and not built or intended for such use. I ask the question, If you lived in the
beautiful, highly taxed Quarry or Heritage Bay communities would you want heavy commercial
trucks and the general public driving and speeding through your private property due to errors
made by Collier County?
Under the original PUD, a gatehouse on the private roads is a permitted use by right without any
exceptions. The ability to install gates on the privately owned Limestone Trail is consistent with the
development of The Quarry and Heritage Bay and the approval/installation of gates on other private
roads in the two communities.
Limestone Trail never indicated on any plans as being a cut through route for the general travelling
public nor for general public access. It is very clear that the PUD Amendment traffic study
demonstrates no adverse impact to outside development public roads.
The inevitable increased cut through traffic of large commercial trucks, gasoline trucks,
construction trucks, speeding traffic violators using not only Limestone Trail but also Quarry
Drive exposes the Quarry and all of the residents of the Quarry to additional costs and liability.
Increased traffic on Quarry Drive, which is a privately owned and maintained roadway. With the
installation of the traffic signal at Quarry Drive and Immokalee Road, Limestone Trail is anticipated to
become a cut through route and will substantially increase the costs to the residents of The Quarry
to maintain the roadway and will also increase The Quarry’s liability exposure and safety to the
elderly residents of the Heritage Bay and Quarry Communities.. This increased cut through traffic is
contrary to good planning and the intent of the PUD
The Intersection of Limestone Trail and Quarry Drive is a paver road and is directly next to the
exiting gate and gatehouse of the Quarry and is very likely to be the source if a deadly accident
and will be the responsibility of Collier County.
Limestone Trail has many curves in the road, adds for a more dangerous route. There is a
designated bike path on the side of the road for our residents and adding substantial unanticipated
public traffic endangers the bikers and increases liability for the Quarry.
The original and current purpose of Limestone Trail is for both The Quarry and Heritage Bay
residential communities to access the Commercial Activity Center, as intended by the development
plans for the overall Heritage Bay PUD. That purpose/use will not be impacted or affected by this
Amendment or installation of gates. Access through the gates will be provided to residents of the
Quarry Community and Heritage Bay Community. Limestone Trail has been, is and will continue to
be used by both the Quarry and Heritage Bay Communities to access the Commercial Activity
Center, as intended by the development plans for the overall Heritage Bay PUD. That historical and
current use will not change by this amendment/change.
Collier County and Police emergency vehicles will have access in the same manner as they do for all
other communities with gates and which is currently in place for access gates in the Quarry
Community. The Quarry Community Association will also allow access in times of declared
emergencies for evacuation purposes.
This increased cut through traffic substantial noise, potential burglary and physical harm and was not
anticipated by those who purchased homes in the Quarry just to the North of the Quarry’s privately
owned road.
Thank you for voting for what is right and just and for keeping the elderly residents of Heritage Bay
and The Quarry safe, secure and not ruing our property values.
