After we evicted the tenant and moved back into our house in the summer and fall of 2019, we became aware of the code violations. We acknowledged the violations and began taking the necessary steps to rectify the situation. We are not contractors, so the process of obtaining a permit was completely new and somewhat intimidating. We received a good deal of help and direction from Bradley Holmes and Renald Paul, but dealing with the different departments was time-consuming and we had to resubmit a lot of forms and documents. We signed a document in January of 2020 agreeing to have everything finished within 90 days and had every intention to do so. We faced delays working with the Health Department and had to make several trips to resubmit documents before we were cleared. When the pandemic started to affect us all, the process slowed even more, but we finally got our permit just as things started to close down. The ensuing inspection process was frustrating because of communication issues caused by the pandemic. After many unsuccessful attempts to find what corrections we needed to make, I spoke with Wayne Hendrikx, who told me what to correct and to not schedule any more inspections. He asked me to email him pictures of the corrections and to deal directly with him. In the following weeks, Mr. Hendrikx did not respond to my emails. In September, I learned he had been out of the office. We then were directed to restart the inspection process and we did. After over 100 emails between us and various County personnel, we finally obtained our Certificate of Completion in late October, 2020. Even with the generous help from Mr. Holmes and Mr. Paul, the entire process was very time- consuming and complicated by unusual circumstances, not the least being the pandemic. The whole endeavor was difficult, but I believe we attempted to fulfill our obligations to the best of our ability. This case has been going on for quite some time, as the owner of the strip mall, I was unaware of the illegal construction work which I take responsibility for. When I learned of the code enforcement violations I became involved and spoke with the owners of the business Molcajetes. They told me that they hired a contractor, which I verified they had. Unfortunately, right around the time they hired this contractor Covid 19 was beginning to emerge. The contractor they hired was unfortunately not well versed in the building code apparently and submitted a hand drawing to the County to try obtain a demolition permit.The county rejected the permit and it just sat there until I became involved again. Unfortunately when I checked with my tenant I believed that they had hired someone qualified and the matter would be handled. Furthermore, I saw that the demolition took place and I figured we were in the clear.That was obviously not the case. At that point I involved myself. In addition to being an attorney I'm a licensed Florida Building Contractor. I hired an architect had then come in and draw the plans, hired Elite Permitting to help me get a permit, and finally a permit was issued and we began inspections. Come to find out there was an expired permit from 2018 that would prevent us from getting a CO. Had to get the fire department to verify that no work took place not he 2018 permit and it was abandoned before it was begun. Once that was verified I was able to finally get a CO on this permit.This whole process took longer because of Covid but more than anything it's because a contractor came along initially and took their money and I believed it was being handled. I sincerely apologize I was not more vigilant in this process and I hope that the board will consider removing the fine because it is tens of thousands of dollars at this point which we would all be unable to pay if we had to. In the end the violation was for a drop ceiling over a bar that was easily removed and along the way we just encountered a number of roadblocks to getting this done quickly.
