Agenda 01/12/2021 Item #16A30 (Agreement #20-7710)01/12/2021 EXECUTIVE SUMMARY Recommendation to award Agreement No. 20-7710 to Atkins North America, Inc., pertaining to Request for Professional Services (“RPS”) No. 20-7710, Surveying and Mapping, Environmental Evaluation, and Preliminary Engineering Design for Restoration of Plantation Island Waterways (Project No. 60238), in the amount of $423,404. OBJECTIVE: Recommendation to award a contract to Atkins North America, Inc. (“Atkins”), pertaining to RPS No. 20-7710, “Surveying and Mapping, Environmental Evaluation, and Preliminary Engineering Design for Restoration of Plantation Island Waterways” (the “professional engineering services”) related to the post- Hurricane Irma restoration of the waterways of Plantation Island. CONSIDERATIONS: At the July 14, 2020 meeting (Agenda Item 16A.37), the Board approved the selection committee’s ranking of the top three firms that submitted proposals for RPS # 20 -7710 and authorized staff to begin contract negotiations with the top-ranked firm, Atkins, to provide professional engineering services. Plantation Island is a census-designated rural community located southeast of Everglades City in Collier County with approximately two miles of man-made and natural waterways. The waterways serve as stormwater conveyance and some navigability to the Barron River and neighboring tidal waters. In 2017, the severe winds and storm surges of Hurricane Irma deposited heavy amounts of vegetative debris and silt throughout the canal system leading to degradation of the water quality, a nd usable condition of the waterways of the community. The Florida State Legislature appropriated funding through House Bill 3187 in FY2019-20 budget for pre-design and environmental evaluation studies to assess the structural and ecological conditions of the canals to determine the best course of action for prioritized restoration of the waterways. At the Board’s direction, staff negotiated and reached the attached proposed agreement with Atkins to provide professional engineering services in the amount of $423,404. FISCAL IMPACT: Cost for preliminary design total $423,404. Funds in the amount of $312,500 are available within the GMD Grant Fund (711), Project 60238. Funds in the amount of $110,904 are available within the Stormwater Capital Fund (325), Project 60238. Source of funds are a FDEP Grant and transfers from the General Fund (001) and Unincorporated Area General Fund (111). GROWTH MANAGEMENT IMPACT: The proposed project is in accordance with the goals, objectives, and policies of all applicable sections of the Stormwater Management and the Conservation and Coastal Management elements of the Growth Management Plan. LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote for Board approval. -SRT RECOMMENDATION: To award Agreement No. 20-7710 to Atkins North America, Inc., pertaining to RPS No. 20-7710, “Surveying and Mapping, Environmental Evaluation, and Preliminary Engineering Design for Restoration of Plantation Island Waterways,” in the amount of $423,404, and authorize the Chairman to sign the attached agreement.
