EXECUTIVE SUMMARY
Recommendation to approve and authorize the Chairman to sign the Extension and Amendment of
the Agreement with The Partnership for Collier’s Future Economy, Inc. (“Partnership”) in
continued support of the established public-private partnership designed to advance the County’s
economic development efforts.
OBJECTIVE: To approve the extension and amendment of the Partnership Agreement for Fiscal Year
2021.
CONSIDERATIONS: On September 10, 2013, Agenda Item 11.C., the Board approved the Office of
Business & Economic Development’s FY 14 Business Plan including a goal of developing a local
economic development partnership. Since that time, staff has continued to advance that economic
development goal under the Board’s direction provided at several Board meetings.
On December 10, 2013, Agenda Item 10.B, the Board approved the Agreement with Partnership, a not-
for-profit entity created by the Greater Naples Chamber of Commerce, to develop a detailed Community
and Economic Development Strategic Plan for our community. The effort and cost sharing has resulted
in the promulgation of the “Opportunity Naples Strategy,” which was accepted by the Board on November
18, 2014, Agenda Item 11A.
This Agreement continues to implement that strategic plan with activities for FY 21. The specific
initiatives and action plans produced as part of the Opportunity Naples Strategy planning effort
continue to form the basis of this Agreement, the Scope of Services, and Roles and Responsibilities
o f the Partnership , which further economic development in Collier County. Principle
requirements include providing existing local businesses access to long -term retention and expansion
services; recruiting new businesses and marketing Collier County to attract employm ent opportunities
for residents and to serve as the primary point of contact with State and Regional economic
development organizations.
Each year, County staff, along with staff from the Chamber of Commerce, sit down and review the
roles and responsibilit ies for the Partnership. Several updates were made to each area to modernize
and bring in line the different economic activities, partnership collaborations, and place an emphasis
on better data and reporting. Most notably, in FY 20 the County launched a n ew website for economic
development.
The FY 21 agreement adds new responsibilities for the Partnership, including assistance with content
collaboration on the website, newsletter, and representation in economic development organizations. The
FY 21 agreement also continues the annual economic summit established in the previous year’s contract.
FISCAL IMPACT: The total cost to the County for the Agreement will not exceed $100,000 in FY
2021. Funding is appropriated for this expenditure in the approved Business and Economic Development
Division FY 21 budget.
GROWTH MANAGEMENT IMPACT: This request is consistent with Objective 3 of the Economic
Element of the Collier County Growth Management Plan which states: “Collier County will support
programs which are designed to promote and encourage the recruitment of new industry as well as the
expansion and retention of existing industries in order to diversify the County’s economic base.”
LEGAL CONSIDERATIONS: This item is approved for form and legality and requires a majority vote
for Board action. - JAK
