I am writing to express my opposition to the "Naples Senior Center" in my neighborhood. Allowing this venture will cause in many negative issues namely and not limited to: 1. A 30,000 square foot commercial building, occupying four residential lots with a capacity to serve over 450 people is inappropriate in a residential neighborhood. 2. Oakes is a semi-rural area. Traffic is already at an all time high. Please keep in mind this is compromising pedestrian safety. I have lived here for two years and the increase in traffic has increased significantly. 3. This operation will negatively affect property values for all of Oakes residents. Please consider these reasons on December 8. Please oppose the proposed senior center and zoning changes in the Oakes Estates Neighborhood. December 4, 2020 Dear Commissioner Rick LoCastro: Please vote positively to approve The Naples Senior Center's [NSC's] request to create a permanent campus on Autumn Oaks Drive. My wife, Susan, and I have lived in Collier County for 19 years and have been very active citizens. We strongly supported the NSC since it opened doors in January 2014 because we believe it provides essential services to Collier County's elderly residents, especially those most vulnerable. Susan and I have invested our time and funds to assist. Susan has, prior to the Covid Virus pandemic, weekly volunteered to help with lunches for as many as 180 seniors and, episodically upon request, I have shared guidance and advice on inter-agency contacts, community introductions and staff references. Here is why: As you know, according to Florida's Department of Elder Affairs; 28.5% of our 363,996 population is over 65 years of age, 110.989 are registered voters: • 10.2% of these folks are below 125% of the poverty level • 21.2% are above 70 years • 17, 528 live alone. Two major studies supported by Moorings Park Association and NCH Healthcare systems and conducted by Florida Gulf Coast University [FGCU] noted that NSC provides critical services. Specifically, the FGCU study supports NSC as the only professionally run senior center in Collier County with wrap-around services. Consider the data: This past year, NSC's 1400 members supported: • Dementia respite through 4 groups at its current site, 4 groups of patients in Naples Churches and 2 groups in Marco Island Churches. • 86 Caregivers for these dementia patients received support services: and, • 125 vulnerable seniors received geriatric case management services. • 65 seniors received in-home Thanksgiving meals Susan and I can personally vouch for the excellence of these services. We have referred friends to the NSC whose family members were in dire need of dementia and geriatric case management services. Commissioner LoCastro, In addition to anchoring the residential character of the Autumn Oaks Drive area to protect it against future commercial development, the permanent NSC campus will be enable it to increase its valuable services. Recall that many seniors, especially those who tend to stay indoors, are frail and physically compromised. The Autumn Oaks campus will allow NSC to offer gardening, tai chi and other outdoor wellness activities as well as expanding its indoor care services. Leadership in our human services is critical, especially during this time of the roiling pandemic and its unintended consequences. Jacqueline Faffer, Ph.D. is a Florida Icon and a Collier County treasure. In addition to being an outstanding clinician, she is a very competent professional administrator. Recently appointed Chair of Collier County's Dementia Care and Cure Initiative, Dr. Faffer initially chaired the Leadership Coalition on Aging, is a featured speaker on various senior issues for numerous organizations, regularly shares authoritative views for media interviews and has personally assisted many governent, professional, business and civic leaders. She will do an outstanding job building and managing the new Autumn Oaks facility. Commissioner LoCastro, please use your good offices to assist NSC make its Autumn Oaks proposal a reality. As with any location change it will be better for some; and, not as good for others. But when you look at the concentration of our members geographically, this looks like a good location. In 2015, a friend asked me to come and see what the Naples Senior Center was all about. It was a Wednesday - the day of the weekly "Lunch and More" program. I was overwhelmed with the happy atmosphere, the smiles and laughter of the members and I listened to their stories. I was hooked! Not only did I contribute to the cause, but I also sought out the opportunity to serve on the Board. I have been a member of the Board since April of 2015. We have been successful in building our membership from opening in 2014 with 80 members, to our pre-Covid membership of over 1,400 members. We have gown our membership because we have instituted programs and activities to deal with isolation, loneliness, food insufficiency, dementia and care-giver respite, case management, education, entertainment and financial aid. This growth has resulted in our outgrowing the existing space, facilities and parking. We have found a wonderful location which is central to our membership's demographics and additionally, provides space for outdoor activities. I am writing you regarding the Naples Senior Center(NSC)petitions that scheduled to be on your agenda for the upcoming meeting on 12/8. I will be there in person as well and have registered to speak before you via public petition. If you are not familiar with"Oakes Estates"please allow me to provide an overview of our neighborhood. We are a residential enclave located in what we all now know as "North Naples." Our neighborhood is right off I-75 and is a true residential enclave in the sense that we are flanked(on all sides)by major roads. Immokalee Road borders our north, Logan Boulevard to the east, Vanderbilt Beach Road to the south, and I-75 on the west. We are comprised of approximately 500 homeowners with lots varying in size from 1.25 acres to 2.5 acres. We are not an HOA. We are an enclave of Golden Gate Estates living closer to town— comparable neighborhoods include, Livingston Woods, Pine Ridge Estates, and Logan Woods. Over the years Collier County has recognized and reaffirmed Oakes Estates as a residential neighborhood through various actions: (1) speed limit reduction along Oakes Boulevard to 35 mph; (2) removal of any long-range transportation plans to "4 lane" Oakes Boulevard; (3)the addition of a county created neighborhood park on the west side of Spanish Oaks Lane— Oakes Neighborhood Park, 6350 Spanish Oaks Lane. It is worth nothing that Oakes Neighborhood Park contains no parking spaces because the neighborhood is "walkable" and most arrive to the park on foot or by bicycle. The NSC's desired location—the subject of their petition—is located within the boundaries of our residential neighborhood on the corner or Autumn Oaks Lane and Oakes Boulevard. The subject properties are contiguous to other residential properties and do not have access to county infrastructure, e.g., water, sewer. No Growth Management Plan Amendments (GMPA)have ever been approved in a residential neighborhood, on residential streets. All GMPA subdistricts are located on major roads in areas where development should be located. This petition is unprecedented from a land use perspective and approval would have consequences for years to come. No residential areas would be off limits. Developers will be emboldened to change the landscape of other residential areas and all of Golden Gate Estates would be subject to unprecedented development pressure in areas previously thought to be residential. It is also worth mentioning that, to my knowledge, the county has never offered a free piece of property to a private entity seeking to a GMPA. That is not the case any longer. The county offered the NSC a parcel (for free) located within the North Collier Regional Park area. My understanding is the NSC refused to accept this property. The fact that the county stepped up and offered the NSC a free piece of property in a regional park area as an alternative to their desired site speaks volumes about just how incredibly incompatible their use is relative to the desired site in our residential neighborhood. This is not an up or down vote on the NSC. The NSC already exists and everyone supports their mission. There is no doubt that the NSC is a noble and much needed organization that deserves an appropriate site for its new location. In fact, each of you can go "on the record" in support of the NSC and its mission. We all want them to grow and thrive in a new location. The NSC wants its new location to become a"regional" destination for seniors not just in Collier County, but from all over SWFL. This item is solely about land use precedent, compatibility, and the future of development in Collier County. The NSC is a very well-connected organization that has the backing of renowned philanthropic individuals. They were easily able to raise $10,000,000 in donations. There is no doubt, whatsoever, that the NSC can locate and fund an alternative site that would be much more appropriate for the intensity of their use and plans for future growth and regional expansion of its membership. I'm actively volunteering with the the Naples Senior Center doing weekly virtual calls to check in with members and other volunteering as needed. Dear Mr. LoCastro, The Naples Senior Center has been the most fulfilling, supportive and delightful organization since it opened several years ago. It blossomed rapidly from a weekly hot luncheon gathering, and has desperately outgrown its space. It has been able to fulfill the needs of so many seniors in Naples: providing companionship, mental stimulation, skill building and new hobbies. This is all in addition to deep new friendships, access to counseling, and a respectful food pantry where people have privacy and the ability to choose what they need. The newer professionally run dementia programs begun a few years ago have provided not only respite for overwhelmed caregivers, and along with several of our other programs, have been available by Zoom during the Covid crisis. I have been on the Board of the Naples Senior Center since it's earliest days when I was a new resident of Naples. I have also been involved with our over 200 volunteers in helping to develop programs. The new location is perfect for our needs: central location, ease of access, space for outdoor activities: walking paths, gardening, etc. We very sincerely hope for the Commissioners to approve this location for the new Naples Senior Center.
