ACUNE Project
•Creation of Wed-Based Interactive Decision-Support Tool for the Adaptation of Coastal Urban and Natural Ecosystems.
•Web-Based tool will enable users to develop coastal resiliency plans for flood protection, estuarine preservation, and
mangrove restoration in the context of increasing inundation risk–GIS Product.
•Project began in September 2019 and is projected to be completed in August 2022.
CH3D: Curvilinear-grid Hydrodynamics 3D model
The project will enhance a mangrove vegetation model to predict the future distribution of
mangroves and marshes, incorporate rainfall-induced inland flooding into coastal flooding
models, and simulate the role of natural features in reducing flooding during past and
future storms and king tide events. The project team, using input from coastal managers
and planners, will assess the economic impacts and merits of restoring natural features.
The team will also describe the impact of coastal and inland flooding on the urban storm
water system.
The project aims to determine how natural features may have to be managed and
restored in the future to provide flood protection for residents of southwest Florida.
The project will advance high-resolution flood hazard maps to include information on
the potential role of natural features to reduce flood risks.

Scientific Objectives NNBF: Natural & Nature Based Feature
(1) Engage managers and planners of urban and natural systems to conceptualize NNBF restoration scenarios aimed to enhance co astal
resiliency in SWFL.
(2) Develop an enhanced mangrove vegetation model to predict the future distribution and structure of vegetation.
(3) Incorporate rainfall-induced inland flooding models into coastal flooding models.
(4) Simulate the role of NNBF in reducing flooding during past and future storms and king tides, considering SLR, mangrove evolution

History of Floodplain Management Plan
In 2006, upon the establishment of the Floodplain Management Planning Committee,
Collier County was rated as a Class 7 CRS community. Based on the number of Repetitive
Loss properties located in the County, the County was classified as Category C community
by the CRS Program.
Category C community –A community with 10 or more repetitive loss properties that have not
been mitigated. A Category C community must:
•Prepare a map of the repetitive loss areas
•Review and describe its repetitive loss problem
•Prepare a list of addresses of all properties with insurable buildings in those
area(s)
•Undertake and annual outreach project to those addresses
•Prepare a Floodplain Management Plan or area analyses for its
repetitive loss area(s).

Purpose of Floodplain Management Plan
The purpose of the Floodplain Management Plan is to reduce or eliminate risk to people and property from flood hazards. Every
community faces different hazards, and every community has different resources to draw upon when addressing problems. Planning is
one of the best ways to develop a customized program that will mitigate the impacts of flood hazards while taking into account the
unique character of a community. A well prepared floodplain management plan will ensure that all possible activities are reviewed and
implemented so that the problem is addressed with the most appropriate and efficient solutions. The Plan also assists to ensure that
activities are coordinated with each other and with other goals and activities, preventing conflicts and reducing the costs o f
implementing each individual activity.
CRS Requirement and Credit Received:
Communities that participate in the Community Rating System (CRS) program that obtain a rating of 7 or better (Collier County is a
Class 5) and which have 10 or more repetitive loss properties (Collier County has 47 repetitive loss properties) are required to conduct
a FMP update every five years.
The FMP may only be amended by Resolution of the Board of County Commissioners and is updated on a 5-year cycle.
The 2015 Plan was approved by FEMA and the County received 318 points towards the County’s CRS rating during the last verification
visit which was conducted during 2018 and 2019.

qualifies the County for CRS credit during the update process. The
2020 LMS provides credit for Activity 510 and 610.
•The Floodplain Management Plan is a supplement to the LMS.
•ISO staff verified that the Floodplain Management Plan would need
to be completed before the next Verification Cycle which occurs in
May of 2023. Not updating the Floodplain Management Plan within
the stated 5 -year window will not result in penalization.
