MINUTES OF THE MEETTNG OF COLLIER COUNTY
DOMESTIC ANIMAL SERVICES ADVISORY BOARD
Naples, Florida, October 5,2020
LET IT BE REMEMBERED, that the Collier County Domestic Animal
Services Advisory Board in and for the County of Collier, having conducted
business herein, met on this date at 3:00 PM for a workshop at the BCC
Boardroom, 3'd Floor, W. Harmon Tumer Building, Collier County
Govemment Center, Naples, Florida, with the following members present:

I. Call to Order
Vice Chairman Jim Rich called the meeting to order at 3:04 p.m. Mr. Rich advised
attendees that speakers are limited to three (3) minutes unless they receive time ceded
fiom another registered speaker.

Jim Rich made opening remarks and introduced Darcy Andrade, Director of
I)omestic Animal Services. Ms. Andrade provided background information on the
ordinance language to date.
IV. Public Comments
Cynthia Harrold passed on making comments.
Chuck Danielian ceded his time to Kelly Hyland.

Kelly Hyland discussed the timeframe to remediate violations and discussed Petland
violations.
Jonathan Foerster from Humane Society Naples (HSN) stated that a ban was not part
ofthe discussion, but that HSN believes that no regulation is possible without one. He
also called for more frequent inspections, no third-party brokers, that retail buyers
should be required to purchase from breeders and a ban on third party financing. Mr.
Foerster stated that HSN is in favor ofa seven (7) day cooling offperiod and that HSN
is happy to be regulated and inspected.
Jim Boetman ceded his time to Kim Collins
Sara Bazler ceded her time to Kim Collins.
Theodore Collins ceded his time to Kim Collins.
Kim Collins, representing Florida Puppies Online discussed Section 4 (page 7) ofthe
proposed ordinance and called for separate sections for Rescues so that Rescues can
provide details on where animal are obtained. She advised that Florida Puppies Online
takes issue with a spay/neuter provision as many Veterinarians don't agree with
performing sterilization surgery on puppies. Ms. Collins stated that the recordkeeping
needs to be streamlined, exercise regulations are not appropriate for all sizes of dogs,
and that housing regulations are conflising. Ms. Collins advised that the state of
Colorado has strong regulations and recommended that Collier County review those
regulations.
Sarah Baeckler-Davis asked Ms. Collins if Florida Puppies Online was okay with all
other aspects of the proposed language. Ms. Collins stated that providing names and
addresses ofbreeders appears to be an invasion ofprivacy, but they can comply.
Nathan Bazler from Florida Puppies Online stated the biggest problem is the size
requirements. He also spoke ofthe Colorado regulations and those ofthe State ofNew
York. Mr. Bazler stated that the recordkeeping is rmfair and that if HSN can comply,
then Florida Puppies Online can as well. He also advised that people are not required to
have USDA licenses; they choose to have them.
Dr. Albert Lopez, who assists Florida Puppies Online stated that rabies vaccinations are
recommended at 16 weeks, but Collier County requires 12 weeks. Dr. Lopez also stated
that he recommends spay/neuter surgery at 6 months up to two (2) years. He also stated
that the sheltering requirement is too large for small breed dogs. He recommended that
the County use the six-month guideline and that other Veterinarians need to be involved.
Marjorie Bloom stated that Dr. Michael Gordon, DVM is on the Animal Services
Advisory Board.

Tom Kepp advised that he agrees with everything stated by Mr. Foester. Mr Kepp
also stated that Petland should provide no-cost spay and neuter surgery and that hobby
breeders should be required to hold puppies for eight (8) weeks and have health
certificates.

Marc Pacelli stated that he has been in the veterinary field for over 25 years and is now
with Florida Puppies Online. He stated that the ordinance seems to be against
businesses vs. Humane societies. He stated that vaccines are every 2l days but health
certificates are for 30 days and that small dogs are at risk for hypoglycemia.
Sarah Baeckler-Davis asked if he is okay with 6- l2 months old for spay/neuter and he
advised that he is. She asked Mr. Pacelli if he had any other concems and he advised
that the section on rabies is for 12 weeks ofage, but the state says it is 16 weeks.
Darcy Andrade provided the Florida Statute on rabies vaccinations.
Tom Kepp stated that the small animals being discussed are bred to be that small and
that the size ofenclosr.ues should not be changed. He advised that the enclosures were
already in place when they moved in.
Sarah Baeckler-Davis asked if she had missed a speaker from Petland and was advised
by Jim Rich that she did not. There were no registered speakers from Petland.
The next regularly scheduled Advisory Board Meeting will be on Tuesday, November
17,202O rt 6:N p.m. ir the Domestic Animal Training Room, Davis Blvd., Naplcs,
Florida.
There being no further business for the good ofthe County, the meeting was concluded
at 4:00 p.m,
