Spartz 3.1.b Packet Pg. 51 Attachment: Animal Services Meeting Agenda - November 17, 2020 (14309 : Animal Services Advisory Board - November 17, 2020) September 30, 2020 Marjoric Bloom made a motion to applove the minutes of the July 2l , 2020 meeting, there was a second and the motion passed, 5-0. V. Public Comments Susie Mehas stated that she does not agree with the Community Car program at DAS. Jim Rich asked that when people make public comments, they address the Board as the meeting is between the Animal Services Advisory Board and the public. Megan Sorbare stated that she is not in favor of the Community Cat program. Kathy Rherume spoke in favor of DAS and advised that she trusts DAS to make decisions that are based on the best interest of the animals. Michele Antonia discussed an abandoned cat colony and advised that she needs assistance with the cats in Immokalee. She does not believe that cats should be retumed there. Aris Montalvo said that she wants to be the voice for the cats in Immokalee and that she feeds several colonies there because no one else will. Ms. Montelvo described a situation where a hungry cat approached a man at a grill looking for food. The man kicked the cat several times and wandered into the road where it died. Tom Kepp and Kelly Hylend passed on making public comments. VI. Director's Report Darcy Andrade advised the Board that all operations that were affected by COVID have resumed. DAS is still urging people to purchase licenses online and there is no longer a requirement for pre-approval for people who want to come to the facility to adopt. Ms. Andrede discussed the 24-hour hold on found pets and advised that during the time period of April 27s, 2020 through August 28, 2020 there were 106 animals that were held by the finder. Of those 106 animals, 77 were reunited with their owner before coming to the shelter and that 29 were picked up by DAS. Sarah Beeckler-Davis asked what this hold does for the required stray hold and was advised by Ms, Andrade that the stray hold begins when the animal is impounded at DAS. Darcy advised the Board that the Trustees have not returned to DAS and that their labor is equivalent to eight (8) part-time employees. DAS has brought on three (3) part time temporary employees. Dr. Gordon asked if these temporary employees will help in the clinic and was advised that they cannot because they are not able to perform work that is outside of their job title. 2 3.1.b Packet Pg. 52 Attachment: Animal Services Meeting Agenda - November 17, 2020 (14309 : Animal Services Advisory Board - November 17, 2020) September 30, 2020 Ms. Andrede discussed in-house surgery and advised that DAS is still not able to provide spay/neuter services to the public, but they have resumed providing this service to the rescue groups. She also told the Board that the first vaccine clinic since COVID was held at DAS on this date. Ms. Andrade told the Board that the Standards of Care Workshop will be held on Monday, October 3, 2020 in the BCC Chambers with any overflow being accommodated in the Risk Management Conference Room. Darcy also informed the Board that DAS has staned an email list so that anyone who is interested can receive DAS updates, that DAS will soon be able to accept online donations and that a part-time Marketing Coordinator has been hired. Ms. Andrade stated that an x-ray machine has been donated by a local Chiropractor who is retiring and that the lhnds that were donated to DAS for the machine will be used to build the room that is required to hold and use it. Sarah Baeckler-Davis asked if DAS is back to regular capacity after the loss ofthe Trustees caused DAS to put many animals into foster homes and was advised that DAS is back to normal operations. VIL New Business A. Community Cats Jim Rich read prepared remarks regarding the Community Cat program at DAS. Jim Rich made a motion lo request that DAS organize a workshop with all cat rescue gloups, there was a second and the motion passed 5-0. Dr. Gordon stated that it is a good issue to discuss. He also asked about the October workshop and was advised by Steve Carnell that it is for the Standards of Care ordinance. Jim Rich discussed the possibility ofDAS hiring someone to be the point person for the Community Cat program and offered a $5000.00 donation from For the Love of Cats to help with the costs. Darcy Andrade stated that DAS needs to be contacted when cat issues occur, and that Michele does not need to take injured cats to the sanchnry. DAS will not put these types of cats back out in the community. She also advised that she was not giving a presentation, but that she did put some educational materials into the agenda packet. Ms. Andrede informed the Board that DAS is now following all recommendations fiom the first and second shelter assessments. 3 Jim Rich asked how often the clinics will be held and was informed that they will be held monthly but the day of the week will vary. 3.1.b Packet Pg. 53 Attachment: Animal Services Meeting Agenda - November 17, 2020 (14309 : Animal Services Advisory Board - November 17, 2020) Septernber 30, 2020 Sarah Beeckler-Davis stated that Dr. Robinson, Shelter Veterinrrirn, vets these cats for medical issues and asked ifthere are any other criteria. Kyra Lynch explained that each cat is evaluated individually based on temperament, behavior and having a known location to retum to. B. Humane society Naples Presentation Darcy Andrade made intoductory remarks for the HSN presentation. Sarah Baeckler-Drvis stated that there is a lot ofoverlap between the two organizations and that maybe HSN and DAS can diwy up programs. She discussed HSN's various locations and the purposes of each. She mentioned that their behavior staff now has three members and that HSN donated over $ I 00,000 in free veterinary care to the public. The goal of HSN is to keep animals in the home. She stated that the mobile veterinary clinic was put on hold due to COVID. Ms. Beeckler-Davis talked about Operation Rescue, which oflers free boarding to animals whose ovmers are in crisis. She advised the Board that their intake is focused on owner surrenders and animals in Florida but that they do still import animals from other locations, focusing on areas with live release rates below 460/o. VIII. Otd Business A. Citation Collection Update Dr. Gordon inquired on the status of the HSN/DAS Workgroup meeting and was advised that it is scheduled for October l. 2020. IX. Advisory Board Member Comments Dr. Gordon told the Board that he had witnessed a DAS Red Carpet moment and that it was the best thing he had seen. Marjorie Bloom mentioned Scoots, an injured cat at DAS that was posted on Facebook and shown on the local news. Sareh Beeckler -Davis thanked everyone for coming out and stated that we can and would do better. She also mentioned that it was hard to determine the best way to share resoutces. James SparE stated that he was very disturbed by the story Aris Montalvo told during public comments. He stressed that these types of incidents need to be reported. He advised that every call to the Sheriffs offrce is recorded and that the public can also call to find out if it was reported. He said it sounded as though someone stood by and watched the incident occur without doing anything about it. He stated that people need to call, report and be available to testifr if needed. Jim Rich asked why Public Comments are done at the beginning of the meeting and was advised by Dercy Andrade it is so that the public has an opportunity to share their opinions and insights with the Board before the Board discusses and votes on any ofthe issues instead ofhaving Public Comment after the Board has already voted. I MINUTES OF THE MEETING OF COLLIER COLTNTY DOMESTIC ANIMAL SERVICES ADVISORY BOARD Govemment Center, Naples, Florid4 with the following members present: Vice Chairman Jim Rich called the meeting to order at 3:04 p.m. Mr. Rich advised attendees that speakers are limited to three (3) minutes unless they receive time ceded from another registered speaker. III. Stafr Introduction 3.1.b Packet Pg. 56 Attachment: Animal Services Meeting Agenda - November 17, 2020 (14309 : Animal Services Advisory Board - November 17, 2020) October 5, 2020 Kelly Hyland discussed the timeframe to remediate violations and discussed Petland violations. Jonathan Foenter from Humane Society Naples (HSN) stated that a ban was not part of the discussion, but that HSN believes that no regulation is possible without one. He also called for more frequent inspections, no third-party brokers, that retail buyen should be required to purchase from breeders and a ban on third party financing. Mr. Foerster stated that HSN is in favor ofa seven (7) day cooling off period and that HSN is happy to be regulated and inspected. Tom Kepp advised that he agrees with everything stated by Mr. Foester. Mr Kepp also stated that Petland should provide no-cost spay and neuter surgery and that hobby breeders should be required to hold puppies for eight (8) weeks and have health certificates. Jim Boatman ceded his time to Kim Collins. Sara Bazler ceded her time to Kim Collins Theodore Collins ceded his time to Kim Collins. l(16 Qsllin3, representing Florida Puppies Online discussed Section 4 (page 7) of the proposed ordinance and called for separate sections for Rescues so that Rescues can provide details on where animal are obtained. She advised that Florida Puppies Online takes issue with a spay/neuter provision as many Veterinarians don't agree with performing sterilization surgery on puppies. Ms. Collirs stated that the recordkeeping needs to be slreamlind exercise regulations are not appropriate for all sizes of dogs, and that housing regulations are confusing. Ms. Collins advised that the state of Colorado has strong regulations and recommended that Collier County review those regulations. Sarah Baeckler-Davis asked Ms. Collins if Florida Puppies Online was okay with all other aspects of the proposed language. Ms. Collins stated that providing names and addresses of breeders appears to be an invasion of privacy, but they can comply. Nathan Bazler from Florida Puppies Online stated the biggest problem is the size requirements. He also spoke of the Colorado regulations and those of the State of New York. Mr. Bazler stated that the recordkeeping is unfair and that if HSN can comply, then Florida Puppies Online can as well. He also advised that people are not required to have USDA licenses; they choose to have them. Dr. Albert Lopez, who assists Florida Puppies Online stated that rabies vaccinations are recommended at 16 weeks, but Collier County requires 12 weeks. Dr. Lopez also stated that he recommends spay/neuter surgery at 6 months up to two (2) years. He also stated that the sheltering requirement is too large for small brced dogs. He recommended that the county use the six-month guideline and that other veterinarians need to be involved. Marjorie Bloom stated that Dr. Michael Gordon, DVM is on the Animal 9grv1... He stated that the ordinance seems to be against businesses vs. Humane societies. He stated that vaccines are ettery 21 days but health certificates are for 30 days and that small dogs are at risk for hypoglycemia. Sareh Baeckler-Davis asked if he is okay with 6-12 montlrs old for spay/neuter and he advised that he is. She asked Mr. Pacelli if he had any other concerns and he advised that the section on rabies is for 12 weeks of age, but the state says it is 16 weeks. Darcy Andrade provided the Florida Statute on rabies vaccinations. Tom Kepp stated that the small animals being discussed are bred to be that small and that the size of enclosures should not be changed. He advised that the enclosures were already in place when they moved in. Sarrh Beeckler-Davis asked ifshe had missed a speaker from Petland and was advised by Jim Rich that she did not. There were no registered speakers from Petland. I have experience in many aspects of animal welfare. I have a nonprofit 501c3 organization called Animal Task Force of SWFL The main goal is focusing on spay/neuter and educating the community, of all ages on basic animal care. I partner with Harbor Side Animal Clinic and through donations they take care of the needed surgeries. I also, through donations from Earth Wise Pet Supply store, provide dog and cat food to families in need. lvolunteered for Dogs Deserve Better and was active in the field to help educate pet owners and make life for chained dogs better. Dogs Deserve Better is a national nonprofit organization, they are a voice for chained and penned, abused and neglected dogs. l, along with Belen Brisco, worked hand in hand to help in getting or current Anti-Tethering ordinance passed through the county in 2010. I also worked in the field to help with compliance. I have volunteered with Grey2K usA worldwide. I worked hand in hand with chuck Danielian, fellow animal advocate and friend. They work in the political process worldwide to pass laws to protect greyhounds, prohibit racing and promote the adoption of ex-racers. I was thrilled to be a part of the victory for the greyhounds. Amendment 13 won approval from roughly 5.4 million Floridians with a 59-31% victory. The many years of hard work through education finally set the greyhounds free from the cruel sport of racing forever. I have experience with legislative work and experience working in the field in all areas of Collier county and I am well aware ofthe areas in our county that need extra attention, assistance and help. I have been attending the monthly DAs advisory board meetings for many years and I have seen members come and go. I would like to be a part of the DAS advisory board so I can continue volunteering as a public servant and work as a team with the advisory board to better our community in every aspect of animal weffare.
