Mary waller called the meeting to order at g:35 a.m. she read the procedures to be followed
Commissioner Taylor led in the pledge to the flag.

There were 7 active members present when the meeting started, either in person or through zooM,therefore a quorum was established.
3. APPRovAt oF AGENDA AND MTNUTE
LET lT BE REMEMBERED that the Collier county Affordable Housing Advisory committee met on this
date at 8:30 A.M. in a HYBRID WORKING SESSION in the Human Resources Conference Room in Naples,
Florida, with the following Members present:

a. A motion was made to approve the agenda by comm issioner Taylor and seconded by Denise
Murphy. The motion passed by a vote of 7-0.
b. A motion was made by commissioner Tayror to approve the minutes from the meeting on
september 14 and was seconded by Denise Murphy. The motion was passed with a vJte of
7-0.

AHAc ordinance changes for Bcc approvar. cormac reviewed the changes to the ordinance -oneseatwill now be held bycommissioner pennyTaylor. we would like to welcome her to ourgroup' The triennial report has been changed from three years to an annual report.
collier cares update - cormac reviewed the aflocations from the cARES money. The money wasdivided into different pots for non-profits, childcare, individual, business and foodbanks. ourstaff is workinB from 7 a.m. through 7 p.m. Monday through Friday and 8-012 on saturdays Allfunds must be expended by December 30, 2020. Jennifer Mitchell asked how many applications
we have received. cormac stated that we have received 3,000 individuar apprications and the
BCC has directed reopening for an additional two weeks. Denise Murphy asked if the applicants
had assistance available. cormac said that our staffwas working together with the applicants tomake sure the applications were fully completed. Mary waller asked how we are r].niring - --
business applications. Kristi sonntag said we have hired additional staffto support the brr"sines.
applications and they have been relocated to NcRp for their operation. commissioner Taylor
asked about the turn-around. Kristi said it takes about 15 hours of staff time to process anapprication from the date of apprying to a cash payment can be made, but this ii for a perfect
application - one that has everything that is required and asked for - and attached to iheapplication.
6. DtSCUSStON TTEMS
a Applications for membership on the AHAc were reviewed and discussed. Mary waller and
John cowan have reappried for their seats. Litha Berger motioned that Mary waler be
reappointed to her seat, Justin Emens seconded and the group voted 7-0 to accept. Litha
Berger also motioned thatJohn Cowan be reappointed to his seat and Denise Murphy
seconded. The vote was 7-0 in favor. The other apprications were reviewed and discussion
was made. commissioner Tayror motioned that John Harney be appointed to the seat
representing low income individuals and Jen Mitchell seconded. The group voted 7_O to
accept the motion. Litha Berger motioned to appoint Elizabeth Jones to the committee,
Denise Murphy seconded and the group voted 7-O to accept.
Mike Bosi from Johnson Engineering gave a presentation on the Housing plan
rmprementation. on october 9, 2019, the Board directed rhe community Housing pran -
Phase 3. The initiatives were:
1. To provide regulatory relieffor housing that is affordable.

2. Develop a streamlined process for commercial to residential conversions.
3. Develop guidelines to incentivize mixed-income residential housing in the future
and redeveloped Activity Centers.
4. Develop a process to identify and allow for increased denslty in Strategic
Opportunity Sites.
5. Provide an increase in density along transit corridors.
7. STAFF AND GENERAL COMMUNICATIONS
Mike discussed each initiative and the methods of obtaining the goals. cost savings, increased density,
committing a percentage of total units to low or very low income, increased transit stops and rezoning
weresomeof the discussion points. tvlike told the group that the plan will be 80ing to the Bcc at the
beginning of 2021.
a Housing Trust Fund subcommittee update -The Trust Fund has met and put together a list of
possible donors. A meeting has been set-up at the end of october with the community
Foundation to talk about Betting outside donors.
b. Pro.ject Updates:
Bembridge PUD
Golden Gate Golf course - There will be a partnership with Mooring parks and others to build
350 housing units for seniors and essential personnel. This will be going to the Bcc at the 2"d
meeting in October.
c. BCC Schedule
Rural Lands stewardship - pubric Hearings are schedured through the end of 2020.
d. Future AHAc Meeting dates/times - The group had discussion regarding the meeting days and
times. They decided to leave the meetings as they are currently - the first Monday of the
month at 8:30 a.m. commissioner Taylor said she would be at the meetings by g:45 a.m.

c. Quest Update - Catherine Segar from euest worked with Johnson Engineering to do a
handout for affordable housing. They have been active in the media outreach including
internet posts, e-mailsto all the categories availableforthe cARES funding. Theydeveloped
the cARES webpage explaining all of the application categories and what is needed for each
one. They also developed "cover Up collier" explaining to the public how to be safe during
covtD.

8. ADJOURN
There being no further business for the good of the county, Litha Berge motioned to adjourn the
meeting; Denise Murphy seconded, and the group agreed with a vote of 9-0. The meeting adjourned
at 1.0:10 a.m.
