Backup Documents 12/08/2020 Item #16H 4 16H4 12/08/2020 PROCLAMATION WHEREAS, county electors voted to enact an Infrastructure Surtax (Surtax) of one percent on all authorized taxable transactions by referendum in the November 6, 2018 General Election; and WHEREAS, the Surtax took effect on January 1, 2019 and began to be collected on the same date, for a period of up to seven years or until the aggregate funds of $490,000,000 are collected; and WHEREAS, the County receives approximately 90% of the collected revenues with the remaining revenue distributed to the three municipalities of the County; and WHEREAS, ordinance 2018-21 as amended by 2019-46 established the Infrastructure Surtax Citizens Oversight Committee to provide citizen review of the expenditure of Surtax proceeds; and WHEREAS, the nine-member committee has held 11 meetings in the past two years with televised broadcasts on the Collier TV channel and County website; and WHEREAS, the committee has reviewed and validated 34 projects finding that these project expenditures are valid uses of Infrastructure Sales Surtax Funding meeting the requirements of Florida Statute 212.055, conforming to the definition of Infrastructure, and are eligible projects in line with County Ordinance 2018-21 and the ballot language within; and WHEREAS, the 34 validated projects have a net value of $282,190,186 approximately 67% of the Collier County portion of the Surtax allocation; and WHEREAS, the committee members have volunteered many hours of their personal time to attend meetings and review materials for these meetings; and WHEREAS, the committee's review provides oversight on behalf of the public regarding the use of the Surtax revenue and transparency to the decision making process; NOW THEREFORE, be it proclaimed by the Board of County Commissioners of Collier County, Florida, that we Recognize the Infrastructure Surtax Citizen Oversight Committees contribution to transparency; through their review of the expenditures and use of Infrastructure Sales Surtax revenue DONE AND ORDERED THIS 8th Day of December 2020.
