Agenda 12/08/2020 Item #17D (Ordinance - Repealing Ord. 2015-36: Florida Building Code, 7th edition)12/08/2020
EXECUTIVE SUMMARY
Recommendation to enact an ordinance replacing Ordinance 2015-36, as amended, that formally
adopts the Florida Building Code, Seventh Edition (2020), adds certain local exceptions and
amendments to the Florida Building Code, and incorporates current local wind zone maps.
___________________________________________________________________________________
OBJECTIVE: To implement the new Florida Building Code. Exemptions identified in Ordinance 2015-
36, as amended, will remain in full effect with minor adjustments to language, reference changes to
statute sections, expansion of approved permit exemptions, and updates to referenced wind zone maps.
CONSIDERATIONS: On December 31, 2020, Florida Building Code Seventh Edition (2020) will take
effect and replace the Florida Building Code Sixth Edition (2017). This ordinance implements the new
Florida Building Code, while leaving the overall intent of current exemptions in place, clarifying some
language and statutory references, expanding on allowed exemptions, amending an administrative
provision, and updating wind zone maps.
The exemptions from 105.2 seek to allow commonsense minor construction activities, such as replacing a
ceiling fixture, to occur without the need for a permit.
The administrative amendment to 107.3.1 allows for digital copies of construction documents to be
accepted by inspectors at work sites.
If enacted, the Ordinance will be effective December 31, 2020.
FISCAL IMPACT: Cost of advertising was approximately $500. This is budgeted in fund 113, cost
center 138900.
GROWTH MANAGEMENT IMPACT: There is no anticipated growth management impact associated
with this action.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to
form and legality, and requires majority vote for approval. -DDP
RECOMMENDATION: To enact an ordinance replacing Ordinance 2015-36, as amended, that
formally adopts the Florida Building Code, Seventh Edition (2020), adds certain local exceptions and
amendments to the Florida Building Code, and incorporates current local wind zone maps.
