EXECUTIVE SUMMARY
Recommendation to appoint a member to the Tourist Development Council.
OBJECTIVE: To appoint a member to the Tourist Development Council representing Marco Island, to
fill the remainder of a term expiring on April 21, 2024.
CONSIDERATIONS: The Tourist Development Council (TDC) is a 9 member council created on
March 23, 1992 by Ord. No. 92-18 to make recommendations to the Board of County Commissioners
regarding a proposed plan of uses for tourist development tax revenues, for the e ffective operation of the
special projects or uses of the tourist development tax revenues, and to review all expenditures of
revenues from the tourist development trust fund. Membership consists of the Chairman of the BCC, 3
owner/operators, 3 non-owner/operators and 2 elected municipal officials. Terms are 4 years. A list of the
current membership is included in the backup.
Councilor Victor Rios, representing the City of Marco Island, resigned from office effective October 30,
2020. The Marco Island City Council has voted unanimously to recommend the appointment of Councilor
Jared Grifoni to fill the remainder of his term on the TDC:

CITY COUNCIL RECOMMENDATION: A letter and agenda item from the City of Marco Island
requesting that Councilor Grifoni be appointed as their representative to the TDC is included in the
backup.

GROWTH MANAGEMENT IMPACT: None.
RECOMMENDATION: That the Board of County Commissioners appoints Jared Grifoni as the City of
Marco Island representative to the TDC, to fill the remainder of a vacant term which shall expire on April
21, 2024, and directs the County Attorney to prepare a resolution confirming the appointment.

BACKGROUND:
Coastal Advisory Committee (CAC)
The Collier CAC was established in 2001 to assist the Board of County Commissioners (BCC) with
its unified beach erosion control and inlet management programs and advise the BCC and the Tourist
Development Council (TDC) of project priorities with respect to funding sources that are available for
restoration and protection of our shoreline. The nine-member CAC is composed of three members
from the unincorporated area of Collier County, three members from the City of Naples, and the three
members from the City of Marco Island. Meetings are held on the second Thursday of the month at 1
p.m.
The current CAC members representing the City of Marco Island are former Mr. Steve Koziar, Mr.
Bob Roth and Council Chair Erik Brechnitz.
Metropolitan Planning Organization (MPO)
The Collier MPO was established in 1982 following the Federal Highway Act that required urbanized
areas to develop transportation plans and programs as a condition to receive federal capital or
operating assistance. The nine-member MPO is comprised of five members from the Collier County
Board of Commissioners, two from the City of Naples, one from Everglades City, and one from the
City of Marco Island. The Florida Department of Transportation is represented on the board as a non

Tourist Development Council (TDC)
The Collier TDC was established in 1992 to make recommendations to the BCC regarding a
proposed plan of uses for tourist development tax revenues,for the effective operation of the special
projects or uses of the tourist development tax revenues,and to review all expenditures of revenues
from the tourist development trust fund.The nine-member TDC is comprised of three elected officials
from the BCC,City of Naples and City of Marco Island,up to four tourism industry owner/operators
and two individuals involved in the tourism industry.Meetings are held on the fourth Monday of the
month at 9 a.m.
The current TDC member representing the City of Marco Island is former Councilor Victor Rios.
Southwest Florida League of Cities (SWFLOC)
Representatives from the 11 incorporated municipalities in four counties are invited to meet every
other month (usually the third Thursday,mid-day)typically in a centrally located city such as Estero or
Ft. Myers - see attached synopsis for more information.
The current representative from the City of Marco Island is former Councilor Larry Honig.
FUNDING SOURCE / FISCAL IMPACT: N / A
RECOMMENDATION: Recommend appointments to the CAC, MPO and TDC.

Jared Grifoni
PERSONAL AND FAMILY
Jared moved to Marco Island in 2007 and is a full-time resident and
homeowner. He lives with his wife, Elsa, and their three children,
Calvin, Tosca, and Lorenzo. They love living in Marco Island and
enjoy gardening, boating, going to the beach, attending art and
music shows and other community events on the island.
Jared has served on the Greater Marco Family YMCA Community
Relations Committee and he and Elsa are members of the Marco
Island Center for the Arts, the Marco Island Fire Foundation and the
Italian American Society of Marco Island and other island community organizations. Jared is also a volunteer
youth soccer coach with the Optimist Club of Marco Island. The Grifoni family is very active in the community
and regularly supports and attends events hosted by local civic associations, schools, and groups in Marco
Island and Collier County, including Meals of Hope, Salvation Army, Marco Patriots and Kiwanis.
Jared and his family are very passionate about the environment. They frequently work on local beach clean-
ups and are long time volunteers for the Audubon of the Western Everglades, specifically with the “Owl
Watch” program helping to collect data and track the burrowing owl population to ensure they are thriving
and protected in Marco Island.
LOCAL BUSINESSMAN & ATTORNEY
In September 2015, Jared was recognized as one of Southwest Florida’s rising business leaders in Gulfshore
Business Magazine’s annual 40 Under 40 rising stars feature. Jared was recognized in part for his work as an

integral and leading part of the operation of SWFL Dunkin’ Donuts franchise consisting of 20 thriving
locations and over 400 employees in Collier, Lee, Hendry, Hardee, and Glades and DeSoto Counties before
most of the business was sold in 2016.
Jared is currently an attorney and leader in multiple small businesses currently based in Marco Island and
Collier County.
EDUCATION
Jared is a graduate of Merrimack College with a Bachelor of Arts in Political Science and a double major in
Philosophy. Jared received his Juris Doctor from Suffolk University Law School, where he received an
honorable mention award for outstanding performance in oral advocacy and became licensed by the Florida
Bar in 2008.
Jared has continued pursuing his passion for education in 2019 by completing a course of study in Stoic
Theory & Practice through the School of Essential Studies of the College of Stoic Philosophers.
EDUCATIONAL SPEAKER & GRASSROOTS LEADER
Prior to his election to the Marco Island City Council in 2016, Jared was a sought-after speaker and
grassroots leader on issues pertaining to fiscal conservatism and constitutional rights in Collier and Lee
Counties for events, meetings, political forums, schools, and civic associations.
Jared has spoken at colleges and high schools throughout the community including Florida Gulf Coast
University, Florida SouthWestern State College and Golden Gate High School.
Jared led local efforts to protect the 2nd Amendment, to restore local control/home rule in education, to
protect taxpayers from millions of dollars of hidden debt increases, and championing a repeal outdated, job-
killing regulations in Collier County.
Jared was elected to the City Council in November 2016 and during his service, Jared was elected as the
Chairman and twice as Vice-Chairman by his peers on City Council.
Jared has twice served as the Vice-Chairman of the City Council, currently from November 2019 – November
2020 and during November 2016-November 2017. Jared served as Chairman from November 2017-
November 2018.

RESOLUTION NO. 2020 - _____
A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF
COLLIER COUNTY, FLORIDA, APPOINTING JARED GRIFONI TO
THE TOURIST DEVELOPMENT COUNCIL.
WHEREAS, Collier County Ordinance No. 92-18 established the Tourist Development
Council to advise the Board of County Commissioners (Board) regarding proposed uses of
tourist development tax revenues, effective operation of the special projects or uses of the tourist
development reviews, and to review all expenditures of revenues from the tourist development
trust fund; and
WHEREAS, Ordinance No. 92-18, as amended, provides that the Tourist Development
Council shall consist of nine (9) members including the Chairman or designated representative of
the Board of County Commissioners, three (3) municipal representatives, and other individuals
involved in the tourist industry as specified in the Ordinance; and
WHEREAS, there is a vacant seat on the Council, representing the City of Marco Island;
and
WHEREAS, the Marco Island City Council has provided the Board with its
recommendation for appointment.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that JARED GRIFONI (elected
official – Marco Island) is hereby appointed to the Tourist Development Council, to serve the
remainder of a vacant term expiring on April 21, 2024.
THIS RESOLUTION ADOPTED upon majority vote this 8th day of December, 2020.
