EXECUTIVE SUMMARY
Recommendation to authorize the necessary Budget Amendments to reflect the estimated funding
for Calendar Year 2021 Older Americans Act Programs in the amount of $1,294,873.94 and the
estimated cash match of $104,406.23. The vendors will also provide an estimated match in the
amount of $33,721.03.
OBJECTIVE: To provide uninterrupted support services to Collier County Services for Seniors’ frail,
elderly clients.
CONSIDERATION: The Older American Act (OAA) Programs are federal initiatives that provide
assistance to older persons and caregivers and are the only federally funded support services programs
directed solely toward improving the lives of older persons. These funds are received by Collier County
through the Area Agency on Aging of Southwest Florida, Inc. (AAASWFL)
The current Standard Contract for the OAA Programs will end on December 31, 2020. Historically, the
County’s Services for Seniors Program receives continuation funding awards from the grantor agency
during the latter part of December for the upcoming grant cycle. To avoid disruption in services and
ensure compliance with the grant service agreement requirements, the upcoming funding has been
estimated based on the FY20 allocation. When the agreement is received any nece ssary Budget
Amendments to reflect variation in the final allocations will be prepared and presented to the Board of
County Commissioners (Board).
Approval of this Item will appropriate a budget to reflect grant funding for FY21 in the amount of
$1,294,873.94*. The OAA Grant has a local match requirement of ten percent (10%) in the amount of
$138,127.26, which will be partially met through the local vendor match contribution ($33,721.03) **
requiring local cash match in the amount of ($104,406.23).

FISCAL IMPACT: Budget Amendments are required to recognize estimated grant revenue of
$1,294,873.94 for the FY 2020 OAA Program to Human Services Grant Fund (707), Projects 33727 (3B),
33728 (C1), 33729 (C2), 33730 (IIIE), and 33731 (NSIP). A local match of ten percent (10%) is req uired
in the amount of $138,127.26 and will be met by a combination of local funding of $104,406.23 and
estimated vendor match of $33,721.03. Budget Amendments are necessary for the local match portion in
the amount of $104,406.23 available through prior year excess revenue from the Human Services Grant
Fund (707) Reserves.
LEGAL CONSIDERATIONS: This item does not present any legal issues and requires a majority vote
for Board action. - JAB
