EXECUTIVE SUMMARY
Recommendation to approve and authorize the Chairman to sign five (5) mortgage satisfactions for
the State Housing Initiatives Partnership loan program in the amount of $76,521 and the associated
Budget Amendment.
OBJECTIVE: To support the affordability of housing in Collier County through the State Housing
Initiatives Partnership (SHIP) down payment and emergency repair and/or rehabilitation assistance
programs.
CONSIDERATIONS: SHIP, a state affordable housing program, offers assistance to first-time
homebuyers for use toward a portion of the required down payment and emergency repairs to the newly
acquired home, and rehabilitation assistance to homeowners for rehabilitation to their homesteaded
property. As a condition of award, the homeowner must repay the assistance provided upon sale,
refinance, or loss of homestead exemption.
Resolution No. 18-58 provides that in the event of the death of the borrowers, all debt will be forgiven for
all affordable housing programs administered by Collier County Community and Human Services
Division (CHS). The Certificate of Death for the deceased, Ernestina Garcia Martinez has been provided.
The following table provides details regarding the associated mortgages that have been forgiven. As such,
satisfaction of mortgages is required.

**The term of the promissory note is 15 years and every 5 years 1/3 is forgiven.
Approval of this Item will authorize the Chairman to sign the aforementioned satisfaction of mortgages
and the executed document shall be recorded in the Public Records of Collier County, Florida.
FISCAL IMPACT: The repaid amount of $20,687 satisfies the payoff amounts. These repayments are
considered program income and have been deposited in SHIP Grant Fund (791), Project 33686.
Deposited funds will be used for SHIP eligible activities. The Budget Amendment recognizes $20,687 in
program income, of which five percent (5%) will be used as Administrative funds. Recording fees of $10
per Satisfaction of Mortgage for Mayor and Paredes have been paid by the homeowners. The $10
recording fee for Martinez and Largo will be paid by SHIP Grant Fund (791), Project 33686.
LEGAL CONSIDERATIONS: This item is approved for form and legality and required a majority vote
for Board approval. - JAB
GROWTH MANAGEMENT IMPACT: There is no Growth Management impact.
