12/08/2020 EXECUTIVE SUMMARY Recommendation to approve a $486,230 work order under a Request For Quotation for Contract # 14-6213 to Douglas N. Higgins, Inc., and to authorize the necessary budget amendment, for the South County Regional Water Treatment Plant Chlorine Storage Building Improvements (Project 70136). OBJECTIVE: To meet demand, stay in compliance, and efficiently serve customers by providing a compliant and reliable potable water system to Collier County Water-Sewer District (“CCWSD”) customers. CONSIDERATIONS: The proposed scope of work under Project No. 70136, “South County Regional Water Treatment Plant (“SCRWTP”) Capital Projects,” is consistent with the FY2021 Budget approved by the Board of County Commissioners on September 17, 2021. The SCRWTP consists of two treatment processes, lime softening and reverse osmosis. As a part of the treatment system, chlorine gas is used to provide disinfection of the treated water prior to discharge to the water distribution system. Modifications to the existing chlorine storage facility are required to maintain an adequate and secure supply of chlorine gas. These improvements will enclose the existing storage area thus enhancing the safety, efficiency, and operation of the facility and provide additional storage of chlorine cylinders during emergency conditions (such as a hurricane) or when the supply may be interrupted. The scope of services to be performed within this project includes demolition of a portion of the existing storage facility, installation of new expanded walls, concrete floor, doors and appurtenances, enclosing the existing chlorine storage facility, and mechanical and electrical modifications. Staff issued a Request for Quotation in Bid Sync (No. 2010-028), “SCRWTP Chlorine Storage Building Improvements,” to four vendors on the Fixed-Term Underground Utilities Contract # 14-6213. Of the four vendors notified, three submitted quotations by the November 9, 2020, deadline as summarized below. VENDOR QUOTE Douglas N. Higgins, Inc. $486,230.00 Quality Enterprises USA, Inc. $640,200.00 Mitchell & Stark Construction Co., Inc. $869,000.00 One vendor did not submit a quote: Haskins, Inc. Staff determined that the lowest quote is fair and reasonable and recommends awarding the work order to Douglas N. Higgins, Inc. The low quote received is $486,230, which is 47 percent higher than the engineer’s cost opinion, including allowance, which the design professional attributes to an expedited construction schedule and the type of environment where the work will be performed. The low quote is also 32 percent less than the next lowest quote. The design professional Tetra Tech, Inc., in a letter dated November 13, 2020, recommends award to Douglas N. Higgins Inc., who have a satisfactory performance record on previous similar water utility related projects. The quote tabulation, Quote Analysis, engineer’s letter of recommendation, and work order are attached. Because there may be unforeseen conditions associated with the project, the solicitation incorporated an allowance of $40,000 to address undocumented infrastructure that may be encountered during construction. The price for any additional work that would utilize this allowance shall be negotiated prior to commencement in accordance with the County’s Procurement Ordinance and the terms of the agreement. 16.C.9 Packet Pg. 2697 12/08/2020 FISCAL IMPACT: The source of funding is Water User Fee Capital Fund (412). A budget amendment in the amount of $486,230, is required to reallocate funding from Project No. 71065 (SCRWTP Operating TSP) to Project No. 70136 (Water Plant Capital Projects). The project is expected to be completed in 2021. There are no significant changes in operating costs associated with this project. GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan standards to ensure the adequacy and availability of viable public facilities. All quotes received have been reviewed for consistency with generally expected pricing and are presented in the Bid Tabulation attached hereto. All bids include a $40,000 owner’s allowance for unforeseen conditions. Douglas N. Higgins Inc. is the apparent low bidder with a total of $486,230.00. The following two (2) contractors submitted bid packages for consideration: Quality Enterprises USA, Inc. ($640,200.00), and Mitchell & Stark Construction Co. ($869,000.00). Douglas N. Higgins Inc. included all required documents within their bid submittal, acknowledged Addenda and is therefore a responsive bid. Compared to the engineer’s estimate of $331,000.00, the Douglas N. Higgin’s bid of $486,230.00 came in higher by roughly 47%. The engineer’s estimate did not monetarily account for the contractor’s risk/liability for work in a chemical storage environment nor assign a cost for potential compliance issues or correction action that could result from contractor work. The disparity between the low bid and the engineer’s estimate is magnified by an expedited construction schedule that was not considered when the engineer’s estimate was assembled. Moreover, Douglas N. Higgins Inc. has successfully completed several projects for Collier County. Based on the above information, it is Tetra Tech’s opinion that the low bidder has demonstrated adequate qualifications to allow award of the Chlorine Storage Building Improvements Project to Douglas N.
