Agenda 12/08/2020 Item #16A40 (Submission of FDOT Safe Routes to School)12/08/2020 EXECUTIVE SUMMARY Recommendation to seek approval for the submission of a Safe Routes to School (SRTS) application with the Florida Department of Transportation to fund the design and construction of a sidewalk along 31st Pl. SW, 31st Ave. SW, 45th St. SW, and 44th Ter. SW to Lavern Gaynor Elementary School, in the amount of $923,364.38. OBJECTIVE: To provide safe pathways for our children and families to walk and bike in the Golden Gate City area. CONSIDERATIONS: Florida's Safe Routes to School (SRTS) program's goal is to enable and encourage children in grades Kindergarten through High School to walk and bike to school. SRTS programs strive to make walking and biking to school safer and more appealing and to facilitate the planning, development, and implementation of projects that will improve safety and reduce traffic, fuel consumption, and improve air quality in the vicinity of schools. In addition to encouraging more children to walk or bike to school, the program also seeks to address the safety n eeds of children already walking or biking in less than ideal conditions. On September 1, 2020, The Florida Department of Transportation (FDOT) announced a call for applications for the SRTS program in Florida. All applications must be submitted to the local FDOT office by December 31, 2020. FDOT will select SRTS infrastructure projects which directly support increased safety and convenience for students and achieve the program's goals. In partnership with the Collier County Public School (CCPS), staff identified these sidewalk locations which are in close proximity to Lavern Gaynor Elementary School (LGE). The project location is along 31st Pl. SW, 31st Ave. SW, 45th St. SW, and 44th Ter. SW, in Golden Gate City. The project consists of the construction of a 5-foot wide sidewalk for approximately 1.0 miles. There are very few sidewalks on streets not adjacent to the school. This project is focusing on infrastructure needs at the elementary school but creating a network of sidewalks will benefit students who attend other schools in the vicinity of LGE and residents who walk to local destinations. Parents and children walk and bike along this network of streets to also attend Golden Gate Middle and Golden Gate High. This network of streets is heavily traveled and frequently used as connections to avoid the traffic along Tropicana Blvd. and 44th St. SW. The grant does not require a local match; however, because the construction engineering and inspection (CEI) portion of the project is not an eligible cost under this grant, the CEI cost will be paid out of local funds (310). CEI costs are estimated to be approximately 15% of the overall construction cost for a total of $110,803.72. Funding sources will be determined should the grant be awarded. This project is supported by the Collier County Sheriff's Office, the Collier Metropolitan Planning Organization (MPO), CCPS, the LGE School Principal, the Community Traffic Safety Team, and the Blue Zones. Letters of support from these agencies will be included in the application. FISCAL IMPACT: The engineer's estimated cost of the project is $1,034,168.10. Should Collier County receive funding from FDOT for the proposed project, grant funding would be awarded in the amount of $923,364.38 ($184,672.88 for design and $738,691.50 for construction). This award would not require a local match. The CEI, which is estimated to be $110,803.72 will be paid for with local funds. At this time it is anticipated that the local funding source will be general fund tra nsfers via Transportation Capital Fund (310), Project 60118. The Board of County Commissioners (Board) will have the opportunity to accept or reject the funds if the grant application is approved. 16.A.40 Packet Pg. 2097 12/08/2020 GROWTH MANAGEMENT IMPACT: This project for transportation infrastructure improvements is consistent with the Growth Management Plan (GMP). In addition, the application supports the Goals, Objectives, and Policies outlined in the Transportation Element, Intermodal, and Multi -Modal Transportation Sub Section of the GMP. What neighborhood association or other neighborhood meetings have been held to inform neighbors directly affected by this proposed project and the reaction? There is a need for Safe Routes to School projects in the Golden Gate area. There is currently no Community Redevelopment Association in the area, however there is consideration to start one. In 2019, a Golden Gate Area Master Plan (GGAMP) was updated and included extensive public involvement and workshops. The results of that effort included the community adopting the following vision statement, "Golden Gate City is a diverse, family-oriented community that offers easy access to education, parks, shopping and services with a vibrant walkable community." There was an extensive public involvement component of that study which overwhelmingly indicated that residents polled wanted sidewalk and infrastructure facilities to improve Golden Gate City. Polict 2.3.2 of the GGAMP states that, "Collier County will support all transportation needs within Golden Gate City with an emphasis on walkability." There is a high population of pedestrians and/or bicylists in the neighborhood as well as students at Lavern Gaynor Elementary School (LGE), Golden Terrace Elementary School (GTE), Golden Gate Middle School (GGMS) and Golden Gate High School (GGHS) who will benefit from this project. What PTA/PTO/school meetings have been held to inform parents and school staff about this project and the reaction? In September 2020, the SRTS Team discussed this project with the Collier County Public School Director of Interagency, Real Property and Regulatory Coordinator and the Director of School Transportation. This meeting was held virtually and was attended by the school Principal, teachers, staff, parents and students. The SRTS Team representative provided a short PowerPoint overview of the project (included in the attachments) and requested the parents and teachers complete the survey and tally information. Those in attendance were in favor of the project and provided favorable feedback. Due to the current health pandemic, the SRTS Team was not able to attend other school functions to meet with the parents and students, as was done in prior years. In previous years, the SRTS Team attended numerous school functions to gather support for the project as assist with the parent survey. The team has found that without the direct one-on-one interaction, there has been a lack of responses to the survey. In October 2019, the SRTS Team discussed this project with the Collier County Public School Director of Interagency, Real Property and Regulatory Coordination, the Director of School Transportation and the Director of School Planning. The Team also spoke with the Golden Terrace Elementary School (GTE) (school was re-names in September 2020 to Lavern Gaynor Elementary) Principal, Vice Principal and Administrative Staff. In December 2019, the Director of Interagency, Real Property and Regulatory Coordination, the Director of School Transportation, the GTE Principal, the SRTS Community Educator and the SRTS Team conducted a site visit to confirm the schools need for the project and that the proposed solutions were appropriate. On December 17, 2019, the SRTS Team attended the Cookies with Santa event at GTE. This was a very well attended event and held prior to the 4th Grade Musical. This is an annual event in which students, their families, faculty and staff participate in holiday activities. Bilingual members of the SRTS team were able to speak with the attendees about the project and the need for safe places to walk in the community. The project received positive feedback from those who attended. The event was publicized in various flyers sent home to students, it was posted on the school website, on the school's Facebook page and on the school marquee outside the front of the school. This project was also discussed with various faculty, staff and the GTE Principal. While walking the site, the SRTS team spoke with several property owners along the corridor. These property owners would be directly impacted by the project and were in support of it. One property owner, Nikki Svatos, stated that she spoke to her neighbors and they were all in favor of our project. She also stated that she intended to write a letter in favor of the project and get her neighbors to sign it. The SRTS Team has not received her letter, but were given permission to use her name and recount her story in the application. SRTS Team recount of her story is attached in the letters of support. Explain what other public meetings have been held, such as Metropolitan Planning Organizations, Regional Planning Councils, Citizens’ Advisory Committees, Bicycle/Pedestrian Advisory Councils and Community Traffic Safety Teams and the reaction? During the public involvement efforts associated with the Collier Metropolitan Planning Organizations (MPO) 2019 Golden Gate City Walkable Community Study (GGCWCS), Collier County Transportation Planning Staff repeatedly indicated that they would be pursuing the recommendations resulting from the study for future funding. The MPO initiated extensive community input for the GGCWCS including 3 community workshops, 3 stakeholder meetings, 2 walking audits, 1 biking audit and 2 windshield tours. In August 2019, the Collier County Transportation Planning Dept. submitted several projects throughout the County to the MPO's Bicycle and Pedestrian Advisory Committee (BPAC) for review, analysis and coordination. This SRTS project is eligibile for both MPO (BPAC) funds as it is prioritzed in the MPO's Bicycle and Pedestrian Master Plan and SRTS Grant funds. The BPAC suggested submitting this project for SRTS funding. This meeting was well attended by BPAC members and members of the community. In November and December of 2019 and October of 2020, the SRTS Team presented this project to the BPAC, Technical Advisory Committee, and the Citizens Advisory Committee of the MPO. All MPO committees support the project. The SRTS Team has also discussed this project numerous times in 2019 and 2020 with the Community Traffic Safety Team (CTST) and received full support of the sidewalk construction project. In addition, the MPO's Environmental Justice (EJ) Map * for Collier County shows the SRTS Project within the MPO's EJ area. *The EJ map defines areas of the population which are low income, minority, have less than a high school education and are linguistically isolated. The MPO's Bicycle and Pedestrian Master Plan (approved on March 8, 2019) lists all streets within the SRTS Project as meeting the High EJ Criteria and within one mile of a school and one mile of transit. Explain what articles or letters to the editor have been written for newspapers, etc. and the reaction : There have been several newspaper articles regarding the lack of sidewalks and the important safety aspects of having a safe place to walk and bike away from motorists. If the proposed project has been identified as a priority in a Bicycle/Pedestrian or other Plan, or is a missing link in a pedestrian or bicycle system, please explain: In the spring of 2019, the Collier MPO completed the Golden Gate City Walkable Community Study to develop a prioritized list of sidewalk and pedestrian amenity projects which would promote and enhance walkability, bicycle use, transit use and social equity throughout the community. The study utilized field data collection, community engagement, quantitative and qualitative technical analyses and best practices to develop and validate prioritized recommendations for a more walkable, safer, and healthier community. The analysis revealed that Golden Gate City has an overall Pedestrian Level of Service (PLOS) of E (where F is the least effective/desireable and A is the most effective/desireable). All of the road segments within this SRTS Project are considered PLOS E. In addition, the project segments are considered Tier 1 - meaning they were given the highest priority based on their benefit to the community. The Collier MPO as well as the Bicycle and Pedestrian Advisory Committee endorse this project as it addresses an area of key concern for the community. I. ENGINEERING 1A. PAST: This project and segments of all roads within Golden Gate City have been identified and prioritized in many versions of the Collier MPO's Comprehensive Pathways Plan including the 2019 Bicycle and Pedestrian Master Plan and the 2019 Golden Gate City Walkable Comminuty Study. The Collier County Crash Data Management System (CDMS) was used to analyze and identify crashes and determine if they were preventable. 1B. FUTURE: The project will add approximately 1 1/4 miles of sidewalk and provide a much-needed facility for students to walk and bike to school safely. This project extends the current sidewalk system surrounding the school property to areas of student residences. The County is considering creating a Commuinty Redevelopment Area (CRA) to assist with funding additional sidewalks and pathways in the community. 2. EDUCATION If your school has taught or plans to teach the FLSRTS Curricula (http://floridasrts.com/ ) or other education program, please provide details below: 2A. PAST: The County has presented the Florida SRTS curriculum to teachers at LGE on in-service teacher days. This has annually occurred since 2015 in conjunction with the CTST and the SRTS Community Educator. LGE has also had helmet fittings and used the SRTS bicycle trailer for Bike Rodeos and education presentations annually. Collier County participates in Walk to School Day activities and LGE has historically participated since 2003. 2B. FUTURE: The County, the School District and LGE will continue to educate the community through the SRTS curriculum. The CTST and Collier County Transportation Planning will continue to be actively involved in teaching safety at the school with flyers, classes, pamphlets and enforcement. 3. ENCOURAGEMENT 3A. PAST: The County annually participates in: walk to school day activities, bike rodeos, walking school buses, bike safety education, crossing guard outreach and coordination, helmet fittings, red ribbon week, walkability studies by the MPO, bike light installation, safety fairs, sheriff's night out events, community bike rides and safety coordination in conjunction with the CCSO youth relations bureau and resource center. 3B. FUTURE: The County and School District will continue to plan, support and participate in safety fairs and other community sponsored learning events for the community's children and parents. 4. ENFORCEMENT 4A. PAST: The Collier County Sheriff's Office (CCSO) provides assistance to the school and community by assigning a youth relations officer to the school. The school provides faculty and staff to act as school crossing guards at the busy intersection in front of the school. The youth relations deputy in the school also works hard to teach the children to wear bicycle helmets as well as to walk safely to and from school. 4B. FUTURE: The Collier County Sheriff's Office (CCSO) will continue to work with the school to educate the children about pedestrian and bicycle safety and promote safe behavior. The CTST and the Sheriff's Office have a Look Left, Right and Left Again Program they will continue to bring to Collier County Public Schools. 5. EVALUATION 5A. PAST: Past efforts referencing the need for sidewalks in the area include: 2019 Golden Gate Walkable Community Study by the MPO, 2019 Bicycle & Pedestrian Master Plan by the MPO, 2005-Present historical accident data report from the Collier County Crash Data Management System (CDSM) by Tindale-Oliver and Associates. The CTST and SRTS Coordinator have collected parent surveys and teacher tallies. 5B. FUTURE: The County will continue to review and discuss opportunities to help schools assess student drop-off and pick-up areas for safety and to minimuze the risks of accidents. The county will continue to review the CDMS data and reports analyzing accident data. Once the project is completed, we will conduct additional surveys and tallies. These students live under two miles from the school and the Collier County School Board has determined that school busing is necessary for the safety of the students. The road is a divided urban minor arterial. This project will increase safety of the network and connectivity, but the decision to allow elementary school students to cross busy arterials is not likely to change. This project will not change the number of students currently being provided courtesy transportation. B. Are many students already walking or bicycling to this school in less than ideal conditions? Yes No If Yes: • Explain more about the number of students affected: LGE supports a well-established older neighborhood. The local neighborhood is comprised of residents of all ages and socio-economic groups. The residences are in close proximity to destinations such as schools, recreation and shopping. The community generally has a culture of walking or biking for daily needs. This indicates that residents of the Golden Gate area already walk to their destinations. This project would provide the infrastructure to improve the trip and make walking or biking safer. LGE has a current enrollment of 282 students and a large number of these students reside within approximately 2 to 3 miles of the school. Almost 92% of the students are considered economically needy. According to the school transportation officials, approximately 86% of the students currently walk or bike to school each day. Golden Gate Middle School (GGMS) is the middle school for the entire Golden Gate City Area and is approximately 1/2 a mile away from the project. The Middle School has a current enrollment of 1,085 and almost 90% of those students are considered economically needy. Over 75% of the middle school students walk to school each day. Golden Gate High School (GGHS) is also in the vacinity of this project and is less than 1/4 mile from the project. The High School has a current enrollment of 1,736 and almost 85% of those students are considered economically needy. Approximat ely 44% of those high school students walk to school each day. Approximately 2.5% of the walkers at LGE, GGMS and GGHS live in the project area and would directly benefit from the project. It is imperative to the safety and well being of the students and families that walk and bike to school to have sidewalks to allow them safe travel. According to the school transportation officials, there are 26 elementary school students that would directly benefit from the project which is almost 9% of the students of the school. We want to emphasize that there are an additional 27 middle school students and 20 high school students that would benefit from the facilities on their walk to and from school. • Explain more about the conditions/obstacles which prevent walking or bicycling to your school: There are very few sidewalks on streets away from the immediate vicinity of the schools and the sidewalks that do exist are narrow. LGE and GTE were previously combined schools on two distinct campuses. There was no direct connection on the street network between the two campuses and there was a concern about parents, students, school administrators and staff walking between the two campuses without proper infrastructure. The school board therefore split the school zones and created two distinct elementar y schools within a 0.25 mile of each other. This project focuses on the continuing infrastructure needs at LGE which is the more southern elementary school. Discussions with the LGE principal and the school administration indicated that parents are likely to allow the older students to walk to school alone but are more likely to accompany a younger child to school. Facilities in this project area would give the parents more reassurance about the safety of the older child and potentially allow them to walk to school. 16.A.40.b Packet Pg. 2107 Attachment: SRTS Application 2020 (14028 : SRTS - Lavern Gaynor Elementary) FLORIDA DEPARTMENT OF TRANSPORTATION FLORIDA’S SAFE ROUTES TO SCHOOL INFRASTRUCTURE APPLICATION 500-000-30A SAFETY 06/19 Page 8 of 11 SECTION 4 – PROBLEM IDENTIFICATION During the presentation and after apeaking with parents regarding this project, a pattern of concerns seems to appear. Parents voiced a large concern about the safety of their children. They were concerned by the speeds of cars, traffic along the routes their children would take to walk, and lack of sidewalks but also about a fear of violance and crime. The previous survey indicated that there was a preception that walking was unhealthy (Very Unhealthy, Unhealthy or Neutral) 27% seems directly related to personal safety. C. Are enough students living near the school to allow many to walk or bike to school if conditions were improved? Yes No If Yes: • Explain more about the number of student living near the school and how this relates to the anticipated success of the proposed SRTS project: According to the American Community Survey (ACS) - 5 year estimate (2014-2018), 18.4% of the individuals in the area of LGE live below the poverty level. Approximately 30% of the families in the area surrounding LGE are employed in food preparation and retail service occupations. These tend to be hourly jobs that include shifts which may keep them from driving their children to and from school. Families in this neighborhood do not always have access to a vehicle. • The previous parent surveys done in 2015 indicated that 23% of parents who do not allow their child to bike or walk to school would allow their child to bike or walk to school if there were sidewalks or pathways for them to do it safely. In addition, 57% of parents that currently allow their children to walk or bike to school allow it because of the safe infrastructure available. • According to the 2019 parent survey, 43% of parents who do not allow their child to bike or walk to school would allow their child to bike or walk to school if there were sidewalks or pathways for them to do it safely. In addition, 25% of parents allow their children to walk or bike to school allow it because of the safe infrastructure available. • A parent survey was requested of the school and parents during a virtual presentation in October 2020. This presentation was made during a PTO/SAC and lighthouse combined meeting that was well attended by parents, students, the school principal, faculty and staff. All those in attendance agreed that s idewalks and the safety of the students and parents were a priorty for the community. The group also agreed that the sidewalks in this project would make walking conditions better. There was no opposition to the project. Additional efforts to obtain completed surveys through email blasts and social media posts have not been successful. D. Write a brief history of the neighborhood traffic issues as background for the proposed project: Collier County Traffic Management was able to review the crashes based on their Collier County Crash Data Management System (CDMS). The CDMS reviews all crash data from March 2006 to March 2020. There were 31 crashes in the project area and 3 involved pedestrians. Please review the attached crash report generated by the CDMS software dated 10/15/20 and note that all 3 pedestrian crashes resulted in injuries. E. How do the demographics of the school population relate to the anticipated success of the proposed SRTS project? For instance, is there a population of students near the school from a culture which traditionally walks a lot? According to the ACS, the population around the school consists of 62.5% Hispanic or Latino. The School's website has demographic infromation for the 2020-2021 school year. It states that over 75% of the students are Hispanic. Traditionally, this is a culture that walks or bikes. The school website also indicates that almost 72% of the students speak Spanish at home and almost 8% speak Haitian Creole. According to the ACS, the demographics for the area indicate that over 27% of the households have no access to a vehicle or access to only one vehicle. The family vehicle is typically used by the father to go to work and the mothers walk or bike with their children to and from school. Many of those living within the project area use public transit, bike or walk to work. The Limited English Proficiency (LEP) of LGE is over 43%, the LEP for GGMS is over 15% and the LEP of GGHE is over 16%. In addition, in prior years the SRTS team noted that during the outreach events with parents at the school to discuss the project, even with bilingal translations and assistance it was difficult to explain the project. It was also noted as the SRTS Team entered the surveys, many parents checked the box for 1st - 8th grade education and had an extremely hard time filling out the survey even with guidance and assistance from the SRTS Team. Therefore the low rate of survey returns in 2020 are likely attributable to this difficulty. F.
