Agenda 12/08/2020 Item #16A 6 (Final acceptance of sewer facilities for Springs at Hammock Cove Phase 2)12/08/2020 EXECUTIVE SUMMARY Recommendation to approve final acceptance of the sewer utility facilities for Springs at Hammock Cove Phase 2 - Sewer Only, PL20190001609, and authorize the County Manager, or his designee, to release the Utilities Performance Security (UPS) and Final Obligation Bond in the total amount of $12,210.68 to the Project Engineer or the Developer’s designated agent. OBJECTIVE: To have the Board of County Commissioners, as Ex-Officio Governing Board of the Collier County Water-Sewer District, approve final acceptance of the sewer facilities, and to release the Utilities Performance Security (UPS) and Final Obligation Bond in the total amount of $12,210.68, in accordance with the Collier County Utility Standards and Procedures, Ordinance No. 2004-31. CONSIDERATIONS: 1) The Developer of Springs at Hammock Cove Phase 2 - Sewer Only, has constructed the sewer facilities within dedicated easements to serve this private development. 2) Preliminary acceptance of these utility facilities was approved by the Development Review staff on September 11, 2019. 3) The potable water and/or sewer utility facilities have been operated and maintained during the required one (1) year warranty period, following preliminary acceptance. 4) A final inspection to discover defects in materials and workmanship has been conducted by staff on November 3, 2020, in coordination with Public Utilities, and these facilities have been found to be satisfactory and acceptable. 5) All sewer utilities are owned and maintained by the developer. 6) Staff recommends final acceptance of the subject utility facilities and to release the Utility Performance Security (UPS) and Final Obligation Bond in the total amount of $12,210.68. 7) This final acceptance is in accordance with Collier County, Ordinance No. 2004-31, as amended. 8) Staff is unaware of any issues that would serve to negate the recommendation to release the applicable security. FISCAL IMPACT: Approval of this Executive Summary will have no specific financial impact. GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this action.
