EXECUTIVE SUMMARY
Recommendation to approve final acceptance of the sewer facilities and accept the conveyance of
the sewer facilities for Fandrich Residence, PL2020001828.
OBJECTIVE: To have the Board of County Commissioners, as Ex-Officio Governing Board of the
Collier County Water-Sewer District, approve final acceptance of these sewer facilities, in accordance
with the Collier County Utility Standards and Procedures, Ordinance No. 2004-31.
CONSIDERATIONS:
1) The Developer of Fandrich Residence, has constructed the sewer facilities within dedicated easements
to serve this private residence (see attached location map).
2) Collier County Public Utilities Department granted the Developer of Fandrich Residence, a utility
deviation that permitted the project to deviate from the standard utilities acceptance process, allowing
the project to skip the one-year warranty period (and associated performance security) and go straight
into final utility acceptance. Public Utilities staff justified the deviation because this project is a
privately owned single family residence and the value of the sewer utilities is $4,169 which is very
low compared with most utilities conveyed to the County (see attached asset sheet).
3) Staff recorded all preliminary acceptance documents associated with the potable water and sewer
facilities conveyed to the County in the public records of Collier County, which were reviewed and
approved by the County Attorney’s office as to form and legality. The County acquired its interest in
the sewer facilities by Warranty Deed and Bill of Sale recorded in Official Records Book 5834, Page
102, and are located within County Right-of-Way dedicated by the Golden Gate Estates, Unit 37 Plat,
recorded in Plat Book 7, Pages 88 and 89, of the Public Records of Collier County, Florida (“The
Utilities Facilities Deed”).
4) A final inspection to discover defects in materials and workmanship has been conducted by staff on
October 19, 2020, in coordination with Public Utilities, and these facilities have been found to be
satisfactory and acceptable.
5) Staff recommends final acceptance of the subject sewer utilities facilities in the amount of $4,169.
6) This final acceptance is in accordance with Collier County, Ordinance No. 2004-31, as amended.
7) Staff is unaware of any issues that would serve to negate the recommendation to approve this final
acceptance.
FISCAL IMPACT: Approval of this Executive Summary will result in the Collier County Water-Sewer
District receiving title to the sewer utility facilities, which have a gross value of $4,169 (no depreciation
applied) and an asset will be recorded in the financial records of the county.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this
action.
LEGAL CONSIDERATIONS: This item has been approved as to form and legality, and requires a
majority vote for Board approval. -DDP
