EXECUTIVE SUMMARY
Recommendation to Consider the Selection of the New Collier County Public Health Administrator
as Recommended by the State Surgeon General.
OBJECTIVE: To appoint a new Health Administrator for Collier County.
CONSIDERATIONS: Stephanie Vick is officially retiring as the administrator for the Florida
Department of Health (DOH) in Collier County at the end of this month. The Health Administrator in
each County reports to the Deputy Secretary for County Health Systems. When a Health Administrator
position becomes vacant, the DOH recruits, interviews, and ultimately selects the candidate with the
concurrence of the local County Commission.
The Deputy Secretary’s office actively solicited applications for the Collier County vacancy and put
together an interview panel that included staff from Collier County Government, Collier County Schools,
Naples Community Hospital, the current Collier County Health Administrator, and the Health
Administrator from Sarasota County.
The panel initially conducted initial Microsoft Teams interviews. Subsequently, in-person interviews
were held with two (2) finalists. Based on the interviews, the panel recommended hiring Ms. Kimberly
Kossler as the next Collier County DOH Administrator. Ms. Kossler presently serves as director of the
Disease Control & Health Protection in St. Lucie County. She has more than fifteen (15) years of
professional experience in the Florida DOH system in various capacities with the Broward, Martin, and
St. Lucie County Health departments respectively. Ms. Kossler is a Registered Nurse with a Master
degree in Public Health and a Bachelor’s degree in Nutrition. A letter to the Board Chairman from the
Surgeon General seeking the Board's concurrence is enclosed along with Ms. Kossler's profe ssional
resume.
The State of Florida Interim Deputy Secretary for County Health Systems, Mark Lander, has requested
the opportunity to briefly address the Board of County Commissioners regarding the recommended
candidate and is requesting that the Board ratify the selection of Ms. Kossler as the next Collier County
Public Health Administrator.
FISCAL IMPACT: Funds to pay the salary and benefits for the Health Administrator are included in the
Collier County DOH State budget.
GROWTH MANAGEMENT IMPACT: There is no Growth Management impact associated with this
action.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to
form and legality, and requires majority vote for approval. The reason for this request lies in Florida
Statutes Sec. 154.04, which provides in relevant part as follows:
154.04 Personnel of county health departments; duties; compensation.-
(1)(a) The personnel of a minimum county health department shall consist of a county health
department director or administrator and a full-time public health nurse, a public health environmental
specialist, and a clerk. All such personnel shall be selected from those especially trained in public health
administration and practice, so far as the same shall relate to the duties of their respective positions.

(b) The county health department director shall be a physician licensed under chapter 458 or chapter
459 who is trained in public health administration and shall be appointed by the State Surgeon General
after the concurrence of the boards of county commissioners of the respective counties. A county health
department administrator trained in public health administration may be appointed by the State
Surgeon General after the concurrence of the boards of county commissioners of the respective
counties.

State Surgeon General to select Ms. Kimberly Kossler as the next Collier County Health Administrator.

phnning and response, qtnlity improv€ment, WlC, and for the past five lears oversight and
management of disease control programs for DOH-SI. Lucie with an operating budget of
