I. Roll Call: Advisory Board Members Present: George Douglas, James Bixler, Maurice Gutierrez and Robert Messmer. Virtual Attendance: Susan Crum, Chad Wills and Sandra Arafet. Maurice Gutierrez made a motion to approve virtual attendance for the committee members, second by Jim Bixler. Approved Unanimously. MSTU Staff Present: Debrah Forester, CRA Director; Tami Scott, Project Manager; Ellen Summers, Principal Redevelopment Specialist; and Shirley Garcia, Operations Coordinator. IL Pledge of Allegiance: Led by Maurice Gutierrez III. Adoption of Agenda: Ms. Forester noted that the Sabal Bay PUD under 7b. was an action item. George Douglas made a motion to accept the Agenda as amended, second by Bob Messmer. Motion passed unanimously. IV. Adoption of Minutes: Meeting Minutes for the October 7 regular meeting was presented. George Douglas made a motion to accept the minutes as written, Sandra Arafet seconded. Passed Unanimously. V. Landscape Report: A. Update on Landscaping —Aaron Gross, Ground Zero Landscaping— Aaron Gross gave his landscaping report, which indicated: He emailed a report to Ms. Scott but it was probably too late to get it in the packet. He has completed the normal maintenance plus pruned vegetation on median 10 or 11 in response to site issue complaints received. Mr. Gross repaired all the irrigation valves that were sticking, mulching will begin on November 51h and fertilizer will be put on the new areas planted. He will begin installing the Christmas Banners after the Thanksgiving holiday. Maurice Gutierrez asked about why the baskets were not getting enough water. Mr. Gross responded he can put tubing into the baskets directly to get water but that it may not be enough water since it turns on at night with the other medians. Ms. Scott commented that the irrigation tubing in the planters does not provide enough water so she will continue to hand water during the day. Community / Business Presentations A. Bayshore Wine Venue- Bob Mulhere, President/CEO of Hole Montes gave a presentation on the new development from Rebecca Maddox on Bayshore Drive across from Celebration Food Truck Park. This venue will be a gourmet retail wine market; open to the public, with a private membership club for wine aficionados with temperature -controlled wine vaults, and a world class celebrity chef inspired kitchen. They will be seeking an Alcohol Distance Waiver due to Celebration Park being within 500 ft. of their new project. Applicants are trying to be sensitive in the timing of the project because the County is requiring a left turn lane that would remove a large part of the existing median. The applicant understands the CRA is preparing an access management plan for Bayshore Drive that may include a roundabout in this area. The developer wants to work with the CRA and the Bayshore Beautification MSTU to consider installing a roundabout instead of the required turn lane, if that is the direction of the Board and the access management plan is approved by the County Transportation Department. This option is being discussed now to avoid doing work to the intersection only to end up re -working based on the Bayshore Beautification MSTU direction. Ms. Scott asked if they need to put a turn lane would part of that median have to be torn up, Mr. Mulhere answered yes, and the pedestrian access and safety is their primary concern when looking at their options. Mr. Mulhere said this is only a preliminary drawing and is not a done deal. Maurice Gutierrez expressed his concern of traffic backed up if the MSTU installed a roundabout with the access management plan because US41 is 6 lanes then Bayshore is a 4 lane and if it a roundabout gets installed it would be a 2 lane and he is very concerned the traffic bottlenecking all the way down on US41. VII. Old Business: A. Thomasson Drive Update- Tami Scott, Project Manager updated the community on the Thomasson Drive project, the project broken into three phases and it is on schedule. The project is 45% complete, the completion date is May 5, 2021. There was a substantial change order that was discussed at our previous meetings that was for the south side of Thomasson Drive for $250,000. County staff has approved the change and it will be on the BCC 11/10/20 agenda for final approval. Ms. Scott reviewed the flagpole submittal as previously discussed providing a brief description of the height, the type and the size of the flag. Ms. Scott provided some information on becoming a volunteer to assist with raising and lowering the flag. Jim Bixler wanted to discuss the flagpole location because he came on to the committee after all these decisions were made. He suggested putting some art in the roundabout and move the flagpole on Del's property with a bench and the plaque for Del naming it Del's Corner. Sandra Arafet wanted to remind the committee that the Advisory Committee made a commitment a long time ago that they would place the flagpole in the center of the roundabout. Bob Messmer supported Ms. Arafet's comment and wants the flagpole in the center of the roundabout. Mr. Gutierrez stated unfortunately since they made the decision and 2 f:�, 6.,a�,,t7 14.1v -5 4,10?w Bayshore Gateway Triangle CRA .Bayshore Beautification MSTU Haldeman Creek MSTU wished they would have had some of those suggestions before making the decision on the location but unfortunately the Committee made a commitment to Mr. Ackerman and he will have to support the rest of the Committee's decision to keep it as it is. B. Sabal Bay PUD- Ellen Summers presented the 2 stipulations that County Transportation Staff proposed: the first stipulation related to traffic calming, to expire the earlier of. 2 years after buildout of Tract R9 or turnover to the HOA; the second stipulation related to Tract R9 being included within the Bayshore Beautification Municipal Service Taxing Unit (MSTU), also to expire 2 years after buildout of Tract R9. Staff recommends the Advisory Board make a recommendation on both of those stipulations or they could just leave them as written. Maurice Gutierrez noted the impacts this project will have on South Bayshore, he wished they would not have egress on to the road but if they do he really wants them to be included in the MSTU boundary to assist with some of the new improvements that the MSTU will have to make to accommodate the traffic. After discussion the motion was made by Maurice Gutierrez that they could support this project if they could amend both of those stipulations to leave in the Tract R9 in the MSTU boundary in perpetuity and remove any expirations that were written in stipulations 1 and 2. Sandra Arafet seconded the motion. Motion passed unanimously. VIII. New Business: A. Meeting Calendar 2021/ Joint Workshop- Ms. Forester provided the revised meeting calendar for the upcoming year and asked the committee to make a motion to approve the revisions with the new joint meeting date. Maurice Gutierrez made a motion to accept the revised calendar, Bob Messmer second the motion. Passed unanimously. IX. Staff Reports: a. CRA Directors Report: Ms. Forester highlighted some of the projects within the area, the Mini -Triangle is scheduled to close on November 12; Del's Acquisition closing is on the 201h and staff will give the tenants a 60 days notice to vacate the premise and will have to demolish those 2 buildings since they are not up to code. The public art plan was deferred until the second meeting in January. The 17 acre boardwalk is going out for bid for design and construction plans for the pathway to Sugden Park. Staff is developing a scope of work to hire a consultant to assist with developing a brand for the area. Coasters and posters are being printed regarding the Bayshore Shuttle service survey to be distributed for the holiday season. Project Manager Report: Tami Scott highlighted a few of the projects on her report: • Fire Suppression Phase III is going before the board on November 10th. This will be a quick project since this is grant funded. • The CRA parking lot may begin around the same time as Fire Suppression so there will be two construction projects at the same time in the same area. Fort Construction was the lowest bidder. • The Bridge area continues to have small improvements implemented to refresh the area in the short-term. Christmas decorations will be installed in November with a live bromeliad Christmas tree. The baskets are experimental because nothing has lasted in the planters on the bridge but it does need someone going out 3 times a week to hand water. Susan Crum volunteered to assist. Jim Bixler asked for volunteers to unsleeve the plants when they get delivered to assist with setting up the Christmas Tree. Sandra Arafet and Susan Crum both volunteered. Tami Scott will coordinate. • Ms. Scott mentioned the Landscape Contract will be going out to bid again with the new areas included in the contract. c. Private Development Update: Ellen Summers, provided updates on the new developments submitted into the County. d. Maintenance report: Ms. Forester provided the current maintenance report. She mentioned staff will have a new contract with a vendor to complete small projects if needed and a vendor to conduct paver repairs if needed. e. Financials: The financial reports were presented with the Capital Projects in Fund 160 and Fund 163 covers operating. X. Correspondence and Communications: a. Ms. Forester mentioned the Donna Fiala dedication at Eagle Lakes November 51h at loam. XI. Public Comments: Al Schantzen mentioned the flagpole for Ms. Scott to keep the insulation between the quarter plate and the aluminum pole and thanked everyone for keeping the flagpole in the middle of the roundabout. Advisory Committee Comments: Jim Bixler asked about the Pagoda and the entrance sign since Rebecca Maddox is doing the new project maybe the Committee could think about a new architectural design change for the entrance into Bayhsore Drive in the future. MINI -TRIANGLE — 5.27 ACRE CATALYST SITE The closing of the mini -triangle took place on November 13, 2020 (See Naples Daily News Article — Correspondence) 2. DEL'S PROPERTY ACQUISITION Closing scheduled for November 20, 2020. Notice to vacate by January 19, 2021 issued. Request to demolish the two front structures submitted to Collier County Facilitates. 3. PUBLIC ART PLAN —Scheduled for January 26, 2020 BCC Presentation. 4. 17 AC BOARDWALK Request for Proposal (RFP) is drafted and submitted to the Procurement Department to review and schedule for advertising. The request is for design services including the boardwalk and other park amenities and evaluate stormwater capacity. The process for selection of consultant will take several months. 5. BRANDING Paradise Advertising and Marketing, Inc. — New contract was approved by the BCC on October 13, 2020. Scope of work is being drafted. 6. COASTERS/SHUTTLE SERVICE — Coasters and Posters were distributed the week of November 23 and will continue through season. 7. LAND USE REGULATIONS — November 12 Special Meeting notes attached. Revision scheduled to be presented at the January 12 Advisory Board meeting. Scope of work is being drafted to expand Johnson Engineering work to include additional work and extend the length of the contract. Item 9b 5 �„ Bayshorc Gateway Triangle CRA .Bayshorc Beautification MSTU Haldeman Crcck MSTU PROJECT UPDATES Tnmi Scott, December 9, 2020 Fire Suppression System- Phase 3: Fire Suppression Phase 3 has been approved and the contract with Andrews Siteworks, LLC in the amount of $658,560.00 has been executed. This project included Areca Avenue, Coco Avenue, Basin Street, Canal Street and Captains Cove. CRA staff has issued a notification to the property owners we anticipate a started date of January 2020. The contract schedule requires a 150-day substantial completion and a 180-day final completion. The scope of work for this project is limited to the replacement of the existing waterlines and installation of fire hydrants, this project does not include any stormwater enhancements or roadway improvement under the Andrewes Sitework contract.
