Collier County Planning Commission Edwin Fryer, Chairman To whom it may concern, I am an instructor at Florida Gulf Coast University and have conducted research on a myriad of amphibian and reptile populations in southwest Florida since for the past seven years. For my master's thesis work, I surveyed a population of federally threatened Eastern Indigo Snakes (Drymarchon couperi) at the Rookery Bay National Estuarine Research Reserve. This non- venomous snake species is declining rapidly across its range due to habitat loss and fragmentation;thus, has received state and federal levels of protection. Eastern Indigo Snakes are particularly difficult to assess as their population dwindles and this species has low detection rates. A low detection rate means that although a species can be found in an area, you are unlikely to see or detect that species at any given time. For species with low detection rates, observing other factors that are necessary for these species to persist(i.e., critical habitat, refuge availability, prey availability)may be crucial to their longevity. Recently, I was able to walk a property set for possible development behind the Isles of Collier neighborhood. From my short observations, I believe this property has a high probability that Eastern Indigo Snakes may still reside here. Eastern Indigo Snakes prefer upland pine/scrub lands adjacent to freshwater bodies. This habitat type is found in abundance along this property. Tied to this landscape are ecosystem engineers that create burrow systems that not only benefit Eastern Indigo Snakes, but a plethora of other species as well. Previous surveys have noted several Gopher Tortoises(Gopherus polyphemus; another state protected species) and their burrow systems on the property in question. Eastern Indigo Snakes and approximately 300 other native species have been documented utilizing these burrow systems. Additionally,many species that serve as a prey base for Eastern Indigo Snakes were also documented along this property. The accumulation of these factors—critical habitat, refuge availability,prey availability, and many others—provide a strong likelihood that Eastern Indigo Snakes may reside on this property. This property is also adjacent to preserved lands such as the Rookery Bay National Estuarine Research Reserve and may serve an important role in species landscape distribution and connectivity. I would highly suggest a more thorough examination of this property to determine other threatened or endangered species' presence.
