EXECUTIVE SUMMARY
Recommendation to appoint a member to the Collier County Citizen Corps.
OBJECTIVE: To appoint a member to the Collier County Citizen Corps, representing the Collier
County Fire Chiefs Association.
CONSIDERATIONS: This nine member committee was established by Ordinance No. 02-56, as
amended, to advise the Board of County Commissioners on all hazards preparedness and other related
issues; to act as a coordinating agency for activities that support an all hazards approach to threats and
hazards that pose the greatest risk to Collier County; to assist in the recruitment of volunteers by
publicizing and expanding existing community programs; to assist in achieving and maintaining
accreditation through the Emergency Management Accreditation Program; to facilitate communication
between Collier County & State & Federal agencies on all hazards activities, as well as to enable Collier
County to identify outside resources such as grants, training opportunities and equipment. The committee
members represent various community organizations. Each member shall be considered a liaison between
their respective organization and the committee, and shall be recommended by their organization to the
Board of County Commissioners for consideration for appointment to the committee for a four year term.

There are currently four vacant seats on this committee. Chief Tabatha Butcher, representing the Collier
County Fire and EMS Chiefs Association, has recommended that Chief Chris Byrne be appointed as the
association's liaison to this committee.

COMMITTEE RECOMMENDATION: That the Board of County Commissioners appoint Chief Chris
Byrne, representing the Collier County Fire Chiefs Association, to a four-year term expiring on
November 5, 2024. Recommendation emails are included in the backup.

GROWTH MANAGEMENT IMPACT: None.
RECOMMENDATION: That the Board of County Commissioners adopts the Committee
Recommendation, and authorizes the Chair to execute the attached resolution confirming the
appointment.

Over the past several months we suspended the meetings of the BCC's approved Citizen Corp Advisory Committee to
BES/EM.
Former Chief Cunningham from North Collier was our previous Fire Service/CCFCA representative is now with CCSO.
I know Jaime is still engaged with CERT on a state and regional basis and he is very much welcome to continue to attend
and participate.
Please, we need a representative from CCFCA, that will be officially confirmed by the BCC at a later date.
Our next couple of meetings, will continue to be remote and meetings will resume quarterly.
Please poll CCFCA for a volunteer or designee, preferably at the Chiefs level.
The primary mission of the Citizen Corp is to serve as the BCC's advisory committee for EM and local mitigation funding
issues.
It also provides us a communication conduits for various projects and activities.

RESOLUTION NO.2020 -
A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF
COLLIER COUNTY, FLORIDA, APPOINTING CHRIS BYRNE TO THE
COLLIER COUNTY CITIZEN CORPS.
WHEREAS, Collier County Ordinance No. 2002-56, as amended, established the Collier
County Citizen Corps as an Advisory Committee to advise the Board of County Commissioners
(Board) on a wide range of hazards preparedness and other related issues; and
WHEREAS, Ordinance No. 2002-56, as amended, provides that this Advisory
Committee shall consist of nine voting members representing the Community Emergency
Response Team, Collier County Medical Reserve Corps, Collier County Fire Chiefs Association,
Civil Air Patrol, Coast Guard Auxiliary, American Red Cross, Salvation Army, Retired Senior
Volunteer Program, and Collier County Business/Industry; and
WHEREAS, there are currently four vacancies on this committee; and
WHEREAS, the Collier County Fire Chiefs Association has provided the Board with its
recommendation for appointment of their liaison.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that CHRIS BYRNE, representing
the Fire Chiefs Association, is hereby appointed to the Collier County Citizen Corps to a four-
year term expiring on November 5, 2024.
