EXECUTIVE SUMMARY
Recommendation to approve and execute documents necessary for the conveyance of a Utility
Facilities Warranty Deed and Bill of Sale for potable water and sewer infrastructure on County
owned property located at the proposed Big Corkscrew Island Regional Park site to the Collier
County Water -Sewer District, at a cost not to exceed $100.
OBJECTIVE: On October 8, 2019, under Agenda Item IID, the Board of County Commissioners
(Board) approved Contract Number 19-7615 for the construction of the proposed Big Corkscrew Island
Regional Park, Phase 1. The construction of the Phase I facilities is now nearly complete and in
preparation for the final completion and obtaining the final Certificates of Occupancy, we must meet the
requirements of the District.
The District is the water and wastewater utility service provider in the Orangetree area and will be
providing water and wastewater utility service to the Big Corkscrew Island Regional Park site. Recording
of appropriate documents will be done by GMD once all District requirements have been met for
Preliminary Approval.
A location map is attached for reference.
FISCAL IMPACT: Funds in the amount of $100 for recording of the Utility Facilities Warranty Deed
and Bill of Sale are available in the project budgets and the source is Big Corkscrew Island Regional
Park, Fund 346, Project No, 80039.
GROWTH MANAGEMENT IMPACT: There are no Growth Management Impacts associated with
this action.
LEGAL CONSIDERATIONS: The conveyance documents have been reviewed and approved for form
and legality and requires a majority vote for Board action. - JAB
RECOMMENDATION: That the Board:
1. Approve and authorize the Chairman to execute the documents necessary for the conveyance
of the utility facilities, including the attached Utility Facility Warranty Deed and Bill of Sale,
and Owner's Affidavit.
2. Acting as Ex-Officio the Governing Board of the District to accept the attached Utility
Facility Warranty Deed and Bill of Sale; and
3. Direct the County Manager or his designee to proceed to follow all appropriate closing
procedures and to record the aforementioned documents in the Public Records of Collier
County, Florida.

Exhibit "A"
The items to be conveyed are located on property owned by the Board of County
Commissioners of Collier County, Florida as described in the Warranty Deed
recorded in OR3328 pages 2422 thru 2430 (Folio # 00209961005).
There is an existing 24-inch HDPE Water Main that runs to the property within the
existing Access Easement as recorded in Plat Book 36 Page 73 of the Public
Records of Collier County, Florida. The items to be conveyed provide water
service and fire protection to the Park and include fire hydrant assembly's, gate ZI
valves, air release valves, master meter assembly and 10-inch PVC water mains
that were connected to two existing 10-inch stubouts from the existing 24-inch D
water main. a

There is an existing 16-inch PVC Wastewater Force Main that runs to the property °0
within the existing Access Easement as recorded in Plat Book 36 Page 73 of the
Public Records of Collier County, Florida. The items to be conveyed provide
wastewater service to the Park and include wastewater manholes, 8 -inch PVC

gravity mains, 6-inch PVC services, master pump station and 4-inch PVC 00

wastewater force main that was tapped off the existing force main.
