I. Roll Call: Advisory Board Members Present: George Douglas, Susan Crum, James Bixler, Maurice Gutierrez, Robert Messmer, Chad Wills and Sandra Arafet MSTU Staff Present: Debrah Forester, CRA Director; Tami Scott, Project Manager; Ellen Summers, Principal Redevelopment Specialist; and Shirley Garcia, Operations Coordinator. II. Adoption of Agenda: Ms. Forester noted there was an error on the next meeting date, it stated as November 3rd, it is supposed to be November 4. Sandra Arafet made a motion to accept the Agenda as amended, second by George Douglas. Motion passed unanimously. III. Adoption of Minutes: Meeting Minutes for the July 8 regular meeting and the September 16 Special Meeting were presented. Sandra Arafet made a motion to accept the minutes as written for July 8 regular meeting, Susan Crum seconded. Motion passed unanimously. George Douglas made a motion to accept the September 16 Special Meeting minutes as written seconded by Sandra Arafet. Passed Unanimously. IV. Landscape Report: A. Update on Landscaping —Aaron Gross, Ground Zero Landscaping— Aaron Gross gave his landscaping report, which indicated: The landscaping is doing well, they did some removals on Median 18, 19 and 20. Tami Scott and Jim Bixler are working with the Botanical Gardens to get some plants that will do well in those areas, his team fixed a lateral irrigation break that is located on median 11. They replaced irrigation heads from medians 18-20, when they removed some plant material the roots broke some irrigation lines but they repaired it. They removed some plant material around the pagoda area. They are continuing to prune and asked if they are interested in re -mulching in November. Ms. Scott is focusing on median 18, 19 and 20 to do a little replanting to give it a fresh look temporarily until they do their major renovations later. Sandra Arafet asked how the bridge planters are doing with the rain. Aaron Gross responded that Tami Scott and Jim Bixler put in some new plants in the planters. Ms. Scott reported she is experimenting with the type of plants due to the direct sun because the V, I 14-IV 23410?w Bayshore Gateway Triangle CRA .Bayshore Beautification MSTU Haldeman Creek MSTU planters on the bridge gets so hot it is very difficult to keep plants fresh, they do need hand watering to keep them alive and fresh. Ms. Scott has plans on changing out the pots for the Holiday. The Committee thanked them for all their hard work. V. Community / Business Presentations A. Hamilton Ave and Danford St. Project, Parks and Recs- Ms. Forester introduced Barry Williams, Director from Parks and Recreation Department and Michael Cherbini Project Manager. Mr. Williams went through a presentation regarding the project and collaboration with the Botanical Gardens. Mr. Williams said their plans are at 100% design and ready to go out to bid for construction. He meet with some of the residents on Danford St to discuss the project. The residents were concerned with installing streetlights, they didn't want to light up Danford and encourage people to walk to Bayview Park at night even though the park is closed at dusk some folks continue to access the park. Mr. Cherbini is working with the Stormwater Department to address stormwater issues while continuing to move forward on the project. There were several questions regarding boat trailer parking and traffic calming options. Maurice Gutierrez complimented Mr. Williams about trying to address the traffic calming issues they have on the street, he was curious about speed bumps why some roads can have it but they have not been able to get that installed anywhere in the area. Mr. Williams said they will work with the Transportation Project Manager to determine what type of traffic calming device will work best after they do an analysis on the street. Sandra Arafet thanked Mr. Williams for meeting with the residents on Danford, she was unable to attend but she did request some soft lighting on the street because it is too dark and asked if there is a compromise on the type of lights. She also mentioned her concern regarding speeding on the street, noting vehicles knocking over residents' mailboxes due to speeding. Mr. Williams will continue to communicate with the residents and may have a walking tour of the site with them. VI. Old Business: A. Thomasson Drive Update- Tami Scott, Project Manager updated the community on the Thomasson Drive project, the project is right on schedule and it is broken up into 3 phases. B. Christmas Decoration quotes — Ms. Forester discussed the decoration quotes that were submitted, the lowest bidder was Trimmers for $11,000. The decorations should go up around November 15 and be removed by January 15, 2021. There will be red, white and green lights this year. In addition to the work Trimmers will be completed, Ms. Scott noted a lighted bromeliad Christmas tree in median 19 on a wooden platform in front of the planters as well as additional hanging baskets at the pagoda, and holiday pots on the bridge and holiday banners installed at strategic locations. 2 VII. December 2, 2020 meeting date change to December 9, due to Holiday: The consensus from the Committee was to move the date to December 9th Staff Reports: a. CRA Directors Report: Ms. Forester highlighted some of the projects within the area, the Mini -Triangle is scheduled to close on November 13; Del's Acquisition staff is continuing the due diligence and is conducting a Phase 2 environmental study and they may install a monitoring well if necessary. ROOF — staff assisted with a donation of another County owned property on Francis Avenue that will allow the organization to move forward on building a home in the area. Ms. Forester complimented Road Maintenance for their work and cooperation for both resurfacing Becca and Pine and for filling in the pothole on the Washington Alley way. Staff is working on branding scope of work and staff is meeting to discuss the shuttle and community outreach via the coasters and posters that were discussed earlier this year. b. Project Manager Report: Tami Scott highlighted a few of the projects on her report: • Fire Suppression Phase III. The bids have been completed and the Contractor Andrew Site Work has been selected as the lowest bidder, this is another partnership with the City of Naples and needs to be completed by April 30, 2021 staff anticipates work starting December I". Staff will have a kick off meeting with the property owners for those streets including in this project. The CRA parking lot will begin around the same time on that construction so there will be two construction projects at the same time in the same area. • The Bayshore renovations will be in the future so Ms. Scott and Jim Bixler have been going in and planting on the Bridge doing a low-cost fix that is visually appealing but temporary until the Bayshore Renovation can begin. They have been working with Chad Washburn from the Garden to try some experimental plantings in the area. c. Private Development Update: Ellen Summers, provided updates on the new developments submitted into the County. Brookside Marina has come in to do a PUD rezone, proposing a commercial PUD boat rental and memberships, add 311 wet and dry slips, Camden Landing, PUD amendment and Growth Management Plan amendment is still going on but they are planning on coming to the CRA meeting soon. Steve Main asked who gives the density bonus units and what do they have to give for those density bonus units. Ms. Summers says she will come back to the next meeting with those answers with the developer. Ms. Forester wanted to remind the board that they are working with Johnson Engineering to put some verbiage in the code to receive or ask for something for those density units either monetary or other improvements. Sabal Bay PUD will be going before the 3 V, I ZYV 2341O ?w Bayshore Gateway Triangle CRA .Bayshore Beautification MSTU Haldeman Creek MSTU Planning Commissioner on October 15�h for the expansion of the boundary and the additional 230 units. The Hookah Lounge on corner of Andrews and US41, she has spoken with the owner and he has plans to start construction as soon as the building permits are issued. The Trio property on the point of US41 and Thomasson Drive, this is still a preliminary project and maybe by the next meeting there will be some rendering to show everyone. A. Maintenance report: The maintenance report was provided for review; Ms. Forester thanked Shirley Garcia and Ellen Summers for completing inventory on all the light poles with banner arms and decorative sign poles and installing numbers to identify each pole. If anyone has any type of complaint, they could look at the poles and report what pole number and what the issue is. B. Financials: The financial reports were presented with the Capital Projects in Fund 160 and Fund 163 covers operating. IX. Correspondence and Communications: A. Neighborhood Informational Meeting — Sabal Bay Public Hearing at the Planning Commission is scheduled for October 15tn X. Public Comments: Al Schantzen wanted to know if they could think about putting in a doggy bag waste station for irresponsible dog owners so there is less mess in the CRA Parking lot. He also wanted to thank Tami Scott for all her hard work on the bridge. XI. Staff Comments: None XIL Advisory Committee Comments: Maurice Gutierrez wanted to find out if we could paint the bicycle lanes in white since the green was so expensive and other roadways have done it especially if it saves the taxpayer money. He asked if we need to make a formal vote on next meeting or bring it back up since he feels they didn't get a choice on it before and when the MSTU improves Bayshore Drive we could go back and repaint Thomasson Drive at the same time to be consistent. Sandra Arafet asked how much it costs to paint it white, what would be the difference. Ms. Scott said the line item to paint the entire Bike Lane green is $566,000. She did not have quote yet on just painting the small portion under the bike symbol green. Susan Crum made a motion to go with white paint on the bike lane, Second by Robert Messmer. Passed 6-1. Susan Crum wanted to say how beautiful it looks on the bridge and the changes makes a difference, she thanked Tami Scott and Jim Bixler for all their hard work out on the street. Maurice Gutierrez wanted to thank Debrah Forester for all her hard work and influence on getting the road on Becca Ave and Pine Street repaved. XIII. MINI -TRIANGLE — 5.27 ACRE CATALYST SITE On April 26, 2016, approved a Real Estate Purchase Agreement with Real Estate Partners International, for $6,372,959. Cell tower lease has been terminated and the tower has been demolished through a cost sharing with REPI. Extension to Closing Date resulted in $25,000 additional non-refundable deposit and $2,118,000 additional deposit into escrow that can be used to purchase Del's property or other uses as authorized by the Board. Developer assigned the agreement to Metropolitan Naples, LLC. Closing scheduled for November 13, 2020. Developer's Agreement was approved by the BCC on October 27, 2020. 2. DEL'S PROPERTY ACQUISITION Due to additional due diligence requirements, closing date was extended to November 23, 2020. Review is complete and staff is proceeding to closing which is tentative scheduled November 20, 2020. Once CRA takes ownership, tenants will be given 60 days to vacate the property. Demolition of storefront buildings will be next step. 3. PUBLIC ART PLAN 4. 17 AC BOARDWALK Request for Proposal (RFP) is being drafted to include boardwalk and other park amenities and evaluate stormwater capacity. Due to cost of entire project RFP is required. The process for selection of consultant will take several months. COASTERS/SHUTTLE SERVICE — Staff is coordinating with Transit to initiate the survey. Anticipate starting it November 20 just before Thanksgiving. 7. LAND USE REGULATIONS — Property Owner meeting held on October 29. BGTCRA Advisory Board Special meeting scheduled for November 12 @ 5 p.m. Item 8b i Bayshore Gateway Triangle CRA • Bayshore Beautification MSTU Haldeman Creek MSTU PROJECT UPDATES Tami Scott, November 4, 2020 Fire Suppression System- Phase 3: Phase 3 fire suppression contract is going before the Board of County Commissioners, on November 10, 2020, this project included Areca Ave., Coco Ave, Basin Street, Canal Sheet and Captains Cove. The CRA is jointly constructing this project with the City of Naples. The City of Naples retained the services of Johnson Engineering, Inc. Johnson Engineering is the engineer of record and has provided Construction Documents and Specifications for the project. The BGTCRA received an award of $300,000 fi•om the FY2018- 2019 U.S. Housing and Urban Development (HUD) Community Development Block Grant (CDBG) program. The Board approved the subrecipient agreement for that award at its June 25, 2019 meeting (Agenda Item 9 16B). The Board also previously approved an Interlocal agreement with the City of Naples on September 10, 2019. That agreement outlines the County and City's responsibilities as to the project. The CRA is utilizing the HUD CDBG funds identified above, which is the extent of its monetary contribution, and the City is responsible for remitting the balance of the construction cost.
