EXECUTIVE SUMMARY
Recommendation to authorize expenditures exceeding the $50,000 competitive threshold in Collier
County Procurement Ordinance 2013-69, as amended, for Robert Half International, Inc., and
Premier Staffing, to continue to provide temporary personnel services for Coronavirus Aid, Relief,
and Economic Security ("CARES") Act administrative assistance.
OBJECTIVE: To support the Collier County CARES relief funding program in the processing of
electronic submission of CARES application requests.
CONSIDERATION: The President of the United States signed the CARES Act into law on March 27,
2020. The CARES Act includes a $150 billion Coronavirus Relief Fund to provide payments to state,
local, and tribal governments navigating the impact of the COVID-19 outbreak. On Wednesday, June 16,
2020, Governor Ron DeSantis announced Florida's plan to distribute $1.275 billion in CARES Act funds
to counties with a population below 500,000, including $67,162,425 to Collier County, of which
$16,790,608 is a direct appropriation.
At its June 23, 2020 meeting, the Board approved an agreement with the Florida Division of Emergency
Management to receive the appropriation and authorized the County Manager or designee to execute any
sub -award agreements and payment requests necessary to distribute reimbursement for expenses to
eligible parties.
To meet the immediate demand for the CARES application process, hiring temporary administrative staff
is necessary. In FY20, the Community & Human Services Division was working with two temporary
personnel agencies to process and review on-line applications: Robert Half International, Inc., and
Premier Staffing. Approval of this request will allow the Division to use temporary personnel from those
agencies during the re -opening of the CARES application portal and allow the Division to retain
personnel through the December 30, 2020 expenditure deadline.
Section 8, subsection 11 of Collier County Procurement Ordinance No. 2013-69, as amended, provides
that personnel and recruitment services may be eligible for exemption from the competitive process based
upon the determination of the County Manager or designee Procurement Services Director, that approval
of such an exemption is in the best interest of the County. Section 3 of the Ordinance further requires that
purchases in this category exceeding $50,000 in annual expenditures be approved by the Board. The
required exemption forms approved by Procurement Services are attached.
FISCAL IMPACT: Estimated expenditures for each of these services in FY21 are estimated at $100,000
for each of the temporary personnel agencies and are available within the Human Services Grant Fund
(707), Project 33699.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote
for Board approval. -SRT
GROWTH MANAGEMENT IMPACT: There is no Growth Management impact.
