EXECUTIVE SUMMARY
Recommendation to approve and authorize the Chairman to execute a Camp Host Volunteer
Agreement for volunteers to temporarily reside on property at the Conservation Collier Pepper
Ranch Preserve.
OBJECTIVE: To approve a Camp Host Volunteer Agreement to allow volunteers to temporarily reside
at the Conservation Collier Pepper Ranch Preserve to volunteer with campground activities and to assist
with grounds and program maintenance and security.
CONSIDERATIONS: On January 8, 2019, Agenda Item #16D, the Board of County Commissioners
approved the updated Pepper Ranch Preserve Final Management Plan (IMP). The plan stated "An RV
pad with full hook-up will be constructed and placed on a small improved area just south and west of the
gate to the south public access area. A campground host would be allowed to bring in an RV (recreational
vehicle or motorhome) and live there during the months that the preserve is open to the public in
exchange for minor duties that would include looking over the campground, grounds upkeep, and
possibly trail maintenance work." The associated costs of the RV pad construction were also included in
the IMP budget table at the time of approval.
Construction on an RV pad with full hook-up was completed in August 2020. The volunteer host will be
at the Pepper Ranch campground for a maximum of six (6) months starting in November of each year.
The preserve is open to the public Friday - Sunday during the months of November through June.
Staff advertised for the volunteer host position from July through September 2020 through the Collier
County Human Resources Division (governmentjobs.com), Parks and Recreation Volunteer Website, and
two (2) campground host position websites. Interviews were conducted in September and candidates were
selected. Staff will continue the process every year to fill the position for each upcoming open season.
Camp Host Volunteers are required to successfully complete a background screening and comply with all
Collier County Volunteer policies and procedures.
FISCAL IMPACT: An RV pad with full hook-up was constructed in 2020 at a total cost of $92,500.
Volunteer Hosts will reside at the preserve and will utilize utilities at no cost in exchange for volunteer
services.
LEGAL CONSIDERATIONS: This Item has been approved for form and legality and requires a
majority vote for Board approval. - CMG
GROWTH MANAGEMENT IMPACT: There is no Growth Management impact associated with this
Item.
RECOMMENDATION: For the Board of County Commissioners to approve and authorize the
Chairman to execute the attached Agreement for volunteer RV hosts to temporarily reside on property at
the Pepper Ranch Preserve during open seasons.
