EXECUTIVE SUMMARY
Recommendation to authorize a budget amendment for the Facilities Management Division
in the amount of $14,000,000 to fund two (2) Infrastructure Sales Surtax Projects under the
following categories: HVAC, Roofing, and Capital Equipment Replacement at Sheriff's
and County Facilities and EMS Substations. (Projects 50214 and 55212)
OBJECTIVE: To provide the necessary funding for the New Chiller Plant - Building K project
under the HVAC, Roofing, and Capital Equipment Replacement at Sheriff's and County
Facilities category and the EMS 74 Golden Gate Estates project under the EMS Substations
category as well as to authorize the necessary budget amendment.
CONSIDERATIONS: Voters approved an additional penny sales tax in November 2018.
Collection of the surtax began on January 1, 2019. Projects outlined in Exhibit A within County
Ordinance 2018-21 are eligible to receive funding from the Surtax. Projects must also be
compliant with Section 212.055(2), Florida Statutes. In Exhibit A, there are 3 main categories of
projects identified: Transportation Projects, Facilities & Capital Replacements, and Community
Priorities. The following two (2) projects fall within the Facilities & Capital Replacement
category under line item HVAC, Roofing and Capital Equipment Replacements at Sheriff's &
County Facilities and have been validated by the Infrastructure Surtax Citizen's Oversight
Committee.
On September 2nd, 2020, the Infrastructure Surtax Citizen's Oversight Committee validated the
funding of $11,500,000 for the New Chiller Plant -Building K (Project 50214) agenda item 8.13.1.
The design and construction of the New Chiller Plant - Building K will provide the latest in
mechanical equipment and technology for the Main Campus with an additional 900-tons of
capacity to meet the new building loads, occupant demands, and future growth. In addition, this
will provide cost-effective solutions for safety, reliability, flexibility, and redundancy that is
incumbent on a campus -wide Chiller Plant. The estimated annual savings for operating the New
Chiller Plant - Building K will exceed $360,000 per year. Additionally, the county is pursuing
grant funding from FPL which is anticipated to be more than $500,000.
On September 2nd, 2020, the Infrastructure Surtax Citizen's Oversight Committee validated the
funding of $2,500,000 for the EMS 74 Golden Gate Estates Station (Project 55212) agenda item
8.13.2. This project encompasses the design and construction of a new EMS station that meets the
current Annual Update and Inventory Report (AUIR) requirements for the Golden Gate Estates
area. The new EMS station will enhance cooperation with local Fire districts through a jointly
funded facility and coordinated operation. This project will add EMS coverage to the Golden
Gate Estates area in order to maintain the current level of advanced life support (AILS) response
travel time to 8 minutes or less in urban areas and 12 minutes or less in rural areas 90% of the
time.
FISCAL IMPACT: A budget amendment is necessary to allocate funding from Reserves
within the Infrastructure Sales Tax Fund (318) to each of the following projects:
• $11,500,000 - New Chiller Plant -Building K (50214)
• $ 2,500,000 - EMS 74 Golden Gate Estates Station (55212)

LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is
approved as to form and legality, and requires majority vote for approval. -JAK
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated
with this Executive Summary.
