EXECUTIVE SUMMARY
Recommendation to approve the electronic submittal of the 2019/2020 Federal Highway
Administration Flexible Funds Grant Award (Section 5307) in the amount of $500,000 in the
Transit Award Management System for the purchase of a thirty-foot (30 ft.) fixed-route bus and
authorize the necessary Budget Amendment.
OBJECTIVE: To obtain grant funds to make day-to-day operations more efficient and provide enhanced
customer experience.
CONSIDERATIONS: On July 14, 2020, the Board of County Commissioners (Board) approved the
submittal of a grant application for the purchase of a thirty-foot (30 ft.) fixed-route bus to replace a bus
that has met its useful life. The grant requires a twenty percent (20%) match of the total project cost, the
total project cost is $625,000. Collier County has requested and received approval from the Florida
Department of Transportation (FDOT) to use transportation development credits in the amount of
$125,000 as a soft match for the grant.
On September 15, 2020, County staff received notification of award from the Federal Transit
Administration (FTA). Following Board approval, execution of the grant is processed through the FTA
Transit Award Management System (TrAMS) by the Collier County Public Services Department Head,
who serves as the Board of County Commissioners’ appointed designee.
FISCAL IMPACT: A Budget Amendment is required in the amount of $500,000 to recognize federal
grant revenue within Collier Area Transit (CAT) Grant Fund (424) Project 33720. Collier County has
received approval from FDOT for the use of transportation development credits in the amount of
$125,000 as a twenty percent (20%) soft match to the Capital Grant Program. The purchase of the bus
will not increase the overall current Fleet size used for operations. Ongoing maintenance for the vehicle is
provided by the Fleet Management Division and is paid for by existing FTA 5307 grant funding.
GROWTH MANAGEMENT IMPACT: This Item supports the goals and objectives of the
Transportation Element of the Growth Management Plan.
LEGAL CONSIDERATIONS: This item is approved for form and legality and requires a majority vote
for Board action. - JAB

This project is for the purchase of one heavy duty 30 ft fixed route bus to replace a bus that has met its useful life. The useful life of the fixed route bus is 10 years or
350,000 miles. The total amount of the transfer is $500,000. Transportation Development Credits from FDOT in the amount of $125,000 will be used as a soft match for
the grant. Collier County will follow all 3rd party procurement policies as defined in C4220.1F (Third Party Contracting Guidance). Collier County will ensure that

Dear Ms. Arnold:
This letter responds to Collier Area Transit's request on June 3, 2020 to the Florida Department
of Transportation for $125,000.00 in Transportation Development Credits (TDCs) to be used as
“soft match” for Collier Area Transit's State Fiscal Year 2019/2020 Section 5307 capital grant
application to the Federal Transit Administration (FTA). This grant will be used for purhcase of
one (1) fixed route 30' bus.
The Department concurs with Collier Area Transit's request by authorizing the $125,000.00,
according to the enclosed Department memorandum of June 30, 2020 from Gerard O’Rourke,
State Freight and Logistics Administrator.
The following two actions are very important for Collier Area Transit staff to carry out:
1. The amount and the use of these TDCs, the Department’s Financial Management Project
Number and the page in the State Transportation Improvement Plan (STIP) where this
project is listed should be included in Collier Area Transit's FTA Section 5307 grant
application project budget sheets, and
2. Please send a copy of this letter and Mr. O’Rourke’s authorization memorandum to the
FTA Project Manager for Collier Area Transit.

This is in response to the memorandum dated June 4, 2020, requesting the Department’s authority to grant a
request by Collier Area Transit to use state toll revenue credits in the amount of $125,000 as soft match for
the pending capital portion of their FTA Section 5307 grant application. In accordance with Title 23 United
States Code Section 120(i)(1) and the State of Florida’s adopted policy regarding the use of toll revenue credits
for public transit capital and planning projects, we concur with your determination of eligibility and hereby
authorize Collier Area Transit to use $125,000 of Florida toll revenue credits as soft match for these FTA
projects.
Use of the toll revenue credits as soft match will effectively allow for FTA funding of capital projects at a 100%
federal share. When providing a copy of this authorization to Collier Area Transit please ask them to reference
the use of this credit in their project budget sheets of their FTA application and send a copy of this
authorization letter to their FTA Project Manager. Also include the item number reference where these
projects are included in the STIP. FDOT will work with the Federal Highway Administration to ensure that the
use of the toll revenue credits is properly accounted and recorded.
