EXECUTIVE SUMMARY
Recommendation to approve a Utility Work Agreement with the Florida Department of
Transportation for the relocation of existing Collier County Water-Sewer District (“CCWSD”)
utilities prior to construction of FDOT’s Interstate 75 (I-75) at State Road 951 (SR 951),
Interchange project, along with the attached Resolution memorializing the Board’s approval and
authorizing the Chairman to sign the agreement.
OBJECTIVE: To enter into a Utility Work Agreement with the Florida Department of Transportation
(“FDOT”) to be reimbursed for the relocation of existing Collier County Water-Sewer District
(“CCWSD”) utilities prior to construction of FDOT’s Interstate 75 (I-75) at State Road 951 (SR 951),
Interchange project.
CONSIDERATIONS: FDOT informed the CCWSD of its I-75 & 951 Interchange Improvements
project (the “FDOT Project”), which will advertise for a design-build team later this year and is scheduled
to be awarded in late 2021. The FDOT Project includes constructing additional ramps at the I-75/951
interchange to allow traffic departing I-75 to proceed directly south on SR 951, also known as Collier
Boulevard, or traffic traveling north on Collier Boulevard to I-75 to bypass the Davis Boulevard / Collier
Boulevard intersection. The FDOT Project limits as shown in Attachment 1 start just north of the
northerly I-75 ramps and end at Business Circle South.
Within the FDOT Project limits, the CCWSD has extensive existing water and wastewater utility lines.
The existing water mains include a 48-inch pipe, a 36-inch pipe and two 20-inch pipes. The existing
wastewater force main is a 12-inch pipe. These large pipes underneath a major FDOT interchange
represent a significant risk to both sets of assets. A worst-case scenario would be a 48-inch water main
break causing a long-term shut down of I-75 and 951.
The scope of work for County Project No. 70229, “I-75 / Collier Blvd Utility Relocation Project,”
includes constructing a large transmission water main in the existing Florida Power and Light (“FPL”)
easement from the South County Regional Water Treatment Plant (“SCRWTP”) to the south end of the
Forest Glen Golf and Country Club. This new transmission water main will replace the existing 48-inch,
36-inch and 20-inch transmission water mains along Collier Boulevard. The FPL easement is located just
east of Collier Boulevard. The new transmission water main will need to be installed and placed into
service prior to the start of the FDOT Project.
County Project No. 70229 will also include the installation of a new water main on White Lake
Boulevard, which will connect to the large transmission water main in the FPL easement, the replacement
of the SCRWTP reverse osmosis raw water line located within the FPL easement and within to the Forest
Glen Golf and Country Club, and a new 20-inch water main from Davis Boulevard to Business Circle
South. After the completion of County Project 70229, a new 20-inch water main starting from Davis
Boulevard and traveling south down Collier Boulevard will remain in the Collier Boulevard right of way
to provide potable water to the existing developments along Collier Boulevard. After the construction of
the new transmission water mains, the existing 20-inch water main (Davis Boulevard to Business Circle
South) will be abandoned. The abandonment of this existing water main will be completed prior to the
FDOT Project.
The CCWSD is recommending the Board approve a Utility Work Agreement with FDOT that, in part,
requires FDOT to reimburse the County for costs associated with relocating the existing 20-inch water
main and removing the abandoned 36-inch water main from Davis Boulevard to Business Circle North to
avoid conflicts with the FDOT Project. This existing water mains are located within the County’s right of

way or in the County Utility Easement. Therefore, the CCWSD is eligible for reimbursement from
FDOT. The agreed upon reimbursement amount from FDOT (“FDOT Participating Amount”) of
$460,752 is the cost estimated prepared less an “extended service life” deduction based on the ages of the
pipelines relative to an expected service life of 100 years.
Finally, the existing 48-inch prestressed concrete cylinder pipe (“PCCP”) water main, existing 36-inch
water main (Davis Boulevard to south side of Forest Glen subdivision), and existing 20-inch water mains
will be abandoned after the new transmission mains are constructed in County Project 70229. The 48-
inch PCCP water main and 20-inch water mains will be removed (or filled with grout where removal is
not feasible) by FDOT’s highway contractor during the FDOT Project to avoid additional restoration
costs and disruptions of traffic that would be incurred if the pipes were removed during County Project
70229. Most of the existing 36-inch water main south of Davis Boulevard, expect for that portion
beneath the slip ramp connecting eastbound Davis Boulevard to southbound Collier Boulevard will be
removed by the County’s contractor completing the I-75/951 Utility Relocation Design-Build project
since most of this main is outside the roadway and in close proximity to the new 20-inch water main. The
36-inch water main under the slip ramp will be grouted. Also, a portion of the existing 12-inch force
main along the west side of Collier Boulevard at the I-75 interchange will be relocated by the FDOT’s
highway contractor during the FDOT Project. Public Utilities will bring back a separate Utility Work by
Highway Contractor Agreement incorporating this work into the FDOT Project.
FISCAL IMPACT: FDOT will reimburse the CCWSD in the amount of $460,752 to be deposited into
Water Capital Project Fund (412) under the I-75/CR 951 Utility Project (70229) This is a relocation
project, therefore, operating costs are not expected to change.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote
for Board approval. -SRT
GROWTH MANAGEMENT IMPACT: This project meets current Growth Management Plan
standards to ensure the adequacy and availability of viable public facilities.
RECOMMENDATION: To approve a Utility Work Agreement with the Florida Department of
Transportation and approve the attached Resolution memorializing the Board’s approval and authorizing
the Chairman to sign the agreement.
