EXECUTIVE SUMMARY
Recommendation to approve a resolution authorizing the conveyance of a parcel of land (Parcel
358FDOT) situated on the west side of SR 951 at its intersection with Manatee Road to the State of
Florida Department of Transportation.
OBJECTIVE: To convey to the State of Florida Department of Transportation the land needed from
Collier County for the construction of improvements to SR 951.
CONSIDERATIONS: The State of Florida Department of Transportation (FDOT) has requested the
conveyance of a 38,284 square feet parcel of land (Parcel 358FDOT), owned by Collier County and
located on the west side of SR 951 at its intersection with Manatee Road. The subject land was acquired
by the County as two separate parcels during 1989 and 1990 for the SR 951 road-widening project. FDOT
now needs the unused portions of the two parcels, which together constitute Parcel 358FDOT, for
construction of additional roadway and related improvements. FDOT’s project improvements will widen
SR 951 from four lanes to six lanes between Henderson Creek Drive and a point approximately 1,300 feet
south of Manatee Drive.
The Transportation Division’s Review Appraiser, Harry Henderson SRA, estimates the market value of
Parcel 358FDOT to be $375,000. FDOT’s project improvements will result in improved traffic flow and
safety for this segment of SR 951 at no direct cost to the County. Parcel 358FDOT will be put to public
use for transportation and stormwater management purposes. Historically, FDOT has not required
payment from the County for conveyances of land and other real property interests to the County, nor has
the County required payment for conveyances to FDOT. Staff accordingly recommends the donation of
this parcel.
FISCAL IMPACT: Donation of Parcel 358FDOT will result in the County foregoing monetary
payment in return for non-monetary future benefits derived from construction of the project
improvements by FDOT, who will pay all recording and other related costs.
GROWTH MANAGEMENT IMPACT: This recommendation is consistent with the Long-Range
Transportation Plan and the Collier County Growth Management Plan.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to
form and legality, and requires a majority vote for Board approval. -JAK
RECOMMENDATION:
Adopt the attached Resolution;
Authorize the Board’s Chairman to execute the deed set forth in Exhibit “A” to the Resolution on
behalf of the Board at no additional cost to the State of Florida Department of Transportation; and
Authorize the Board’s Chairman to execute any such other closing documents needed to effectuate
transfer, after approval by the Office of the County Attorney.

Overview
The Florida Department of Transportation (FDOT) has identified the need for additional
drainage pond capacity associated with planned improvements to SR 951 (Collier Blvd, south of
Rt 41) in Collier County. A tract of Collier County owned land located on the west side of SR
951 has been identified by FDOT as ideal for a pond location. These lands were acquired by The
County at the time of the past widening of this roadway. FDOT is requesting that Collier County
donate these lands to them for a future pond site.

have a combined unencumbered land area of approximately 38,284 sf.
Valuation
The following sales/market expressions were analyzed for the purpose of developing a current
market value estimate for the subject lands:

size to the subject tract. To varying degrees, all are superior to the subject with respect to
locational appeal/development potential. A value of $375,000 (the low end of the price range
above) is judged to be a reasonable market value estimate for the subject lands.
