EXECUTIVE SUMMARY
Recommendation to review and approve the Fiscal Year 2020/2021 Capital Improvement Plan
of the Big Cypress Basin, a part of the South Florida Water Management District (SFWMD).
OBJECTIVE: To continue coordination between the Big Cypress Basin and Collier County
Stormwater Management for the operation and maintenance of the watercourses and water control
structures located in Collier County.
CONSIDERATIONS: The first agreement made between Collier County and the Big Cypress Basin/
South Florida Water Management District (BCB/SFWMD) provided a mechanism for assigning operation
and maintenance responsibilities for portions of the canal system and the water control structures was on
February 19, 1991, Agreement C91-2158. Upon its expiration, the same parties entered into a subsequent
agreement on October 13, 2000. This agreement, agreement C-11759, has been amended three (3) times
since 2000 for various purposes including agreement duration extensions and operation and maintenance
responsibility adjustments. This agreement is currently valid until September 30, 2024.
Provisions in the current agreement address cooperative and shared system responsibilities including
planning, operation, maintenance, and capital improvements. Section 10 of the agreement specifies that
BCB capital improvements and capital improvement schedules shall be subject to review and approval
by both the Big Cypress Basin Board (BCB) and the Collier County Board of County
Commissioners (Board).
Attached is the fiscal year 2021 Big Cypress Basin Capital projects including planning budget amounts
and brief project descriptions.
FISCAL IMPACT: The BCB Fiscal Year 2021 Capital Projects Plan is specific to, and/or associated
with, canals and water control structures currently assigned to BCB by the agreement. The plan has no
fiscal impact on Collier County budget appropriations for County operated and maintained canals and
water control structures.
LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to
form and legality, and requires majority vote or approval. -JAK
GROWTH MANAGEMENT IMPACT: Planning, operation, maintenance, and capital improvements of
the entire canal system and all associated water control structures throughout Collier County is in
accordance with the goals, objectives, and policies of all applicable sections of the Stormwater Management
and the Conservation and Coastal Management elements of the Growth Management Plan.
RECOMMENDATION: To approve the Fiscal Year 2021 Capital Improvement Plan of the Big Cypress
Basin (BCB).

SCADA
Replacements $275,000
Project is to install new stage recorders along the Airport Road Canal (AR2), Collier Boulevard
(CR951N) and in Henderson Creek Canal (HC1). These stage recorders provide instantaneous
information on canal levels which provides better decision making for flood control. This is a multi-year
project and last year approximately $220K was spent on acquiring electronics for the new stage
recorders and completing survey and design; For FY21, those 3 sites will be installed as well as new
stage recorders at CORK1 DESOTO10 and GG6/7

As part the BCC approval of the Basin’s FY17 Capital Plan you requested that we work with County
staff to stand up a locally operated control room for structures within the primary and secondary
systems. This has been a multi-year funded effort with FY21 being the last component to ensure the
structures and SCADA systems can be viewed/operated from the County’s control room.
Cypress Canal

The existing structure is part of the original drainage system from the 1970’s and is due for replacement
and upgrade to improve flood control in the area. This work is being done in conjunction with the VBR
extension project. Permitting and design was completed in FY20; FY21 construction is to begin with
completion in FY23 Total construction cost estimate is $3.3M.

This is a multi-year project which will provide power to structures for easier gate operations and
improved flood control. FY20 funding included upgrading structures at CORK1, CR951-#1 and CR951-
#2 as well as land acquisition and design for CORK2 and FU5. FY21 construction will include
underground fuel tanks and generator building at the FU5 structure, and the CORK2 structure will be
equipped with full remote-control operations.
Canal
Improvements $1,000,000
This is a multi-year project to improve conveyance for flood control. FY 21 funding will be used for
design of possible conveyance improvements of the C-1, Miller, I-75 and Green canals. Last year we
completed modeling studies on those same canals for $600K
C-1 Canal
Control
Structure
$300,000
This stretch of canal connects the Golden Gate Main and Miller Canals and needs improvement to
convey water for better flood control. This project is for a new control structure near C-1 and Miller Canal
intersection which will allow for enhanced operational flexibility. Modeling was funded last year for
$500K. If the model shows benefit, we will begin design and permitting in FY21. Construction would
occur FY22-FY24 for an anticipated construction cost of $2.5M
Miller#3 Canal
Gate
Replacement
$250,000
MILLER3 structure is fully automated, with remote control functions and provides an outlet for flows
out of the Golden Gate Main system towards the south via Miller Canal. The structure helps maintain
canal stages in central Golden Gate Estates and regulates water levels to optimize groundwater
recharge in the dry season. The gates are in need of replacement to improve its operational efficiency.
