Landscape Maintenance Report – Mainscape Landscaping Company Mr. Schumacher introduced Jeff Dulaney, Branch Manager and Gregory Goddard, Irrigation Operations Manager, Mainscape Landscaping.  Grounds Maintenance service commenced the last week in June.  Coronado Parkway initial clean-out and herbicide application is complete.  Hunter Boulevard initial clean-out will be finished by the end of July.  Maintenance for Tropicana and Sunshine Boulevards is ongoing.  Irrigation initial repairs to valves and heads have been completed. VII. Landscape Architect’s Report – McGee & Associates Mr. McGee summarized the “Landscape Observation Report: July 2nd and 21st, 2020” noting items highlighted in yellow should be addressed as soon as possible. Recommendation Additional time and/or labor, outside the scope of the contract, should be awarded to Mainscape to facilitate clean-up of medians including:  Debris removal.  Hand weeding to preserve plant material.  Pruning of Bougainvilleas.  Trimming of Sabal Palms. Irrigation Mr. Schumacher reported:  Staff responded to an erratic valve message signaled by the HydroPoint Irrigation System on Coronado Parkway and Hunter Boulevard. A repair was made to three wires with insecure connections.  Water usage was within normal parameters on all roadways. Paver Cleaning Mr. McGee communicated on behalf of Ms. Lulich, Road Maintenance Div, Manager-Landscape Operations, roadway pavers on Golden Gate Parkway will be pressure cleaned. VIII. Project Manager’s Report A. Budget Report Mr. Schumacher summarized the “Golden Gate MSTU Fund Budget 153 dated July 21, 2020” for information purposes and provided an overview of the budget noting:  FY20 Ad Valorem property tax revenue budget is $443,200.00, an increase of 9% over FY19. The Millage rate is 0.5000 mils.  Total revenue FY20 is $989,209.50 including investment interest, transfers and contributions (minus a 5% reserve of $22,600).  Current Operating Expense Budget is $313,309.50 of which Commitments total $163,105.71; Expenditures $86,843.53.  Uncommitted Operating Expense funds available are $63,360.26.  Mainscape Landscaping’s commitments for ground services total $110,000.00.  Landscape Incidentals budget, Line 19, is $30,000.00 of which $29,000 is committed.  A Purchase Order for Green Effex in the amount of $3,577.28 will remain active pending receipt of final invoices. 18.A.2 Packet Pg. 224 Attachment: Golden Gate MSTU Meeting Agenda & Backup - September 15, 2020 (13701 : Golden Gate Beautification MSTU - September 15, MINUTES (via ZOOM remote access) July 21, 2020 GOLDEN GATE MSTU 3/5  Improvements General Fund, Line 35, reserved to fund capital projects or multi-year landscape contract deficit, available balance is $580,000.00.  Total available balance, less committed expenses, is $674,369.61. Mr. Schumacher will prepare Purchase Orders for FY-21 over the next six weeks. A budget amendment to transfer funds from Capital Outlay to Landscape Incidentals to finance the Median Restoration project will be processed if necessary. B. Multi-Year Contract - Grounds Maintenance Invitation to Bid (ITB) package (Landscape & Irrigation) A 3-year contract with two (2) 1-year renewal options was awarded to Mainscape Inc. and approved by the Board of County Commissioners (BCC) for the Golden Gate MSTU. Notice-to-Proceed was issued June 15, 2020. C. Mulch Southeast Spreading Company has applied thirteen and one-half (13-1/2) pallets of mulch to Tropicana Boulevard, depleting the stock held over from the cancelled Green Effex contract cancelled in September 2019. Mulch for the other three MSTU roadways (Coronado, Hunter, & Sunshine) will be ordered in later 2020 upon completion of initial maintenance and/or refurbishment by Mainscape. D. Light Pole Replacement Hart’s Electrical replaced a pole lamp outage on Sunshine Boulevard with a Lumec LED fixture. Additionally, an automobile accident on Hunter Parkway demolished an FPL light pole and an Alexander Palm. The Alexander Palm will be replaced by the MSTU and an insurance claim filed at that time. E. Welcome Sign – Golden Gate Pkwy (East) Mr. Schumacher will request Mainscape clean the sign and sign light – after the MSTU roadways landscaping has returned to a normal maintenance condition. The flag lights will also be cleaned. Ms. Spencer will research feasibility of cleaning the above referenced items personally. F. Welcome Sign – Collier Blvd (South) Mr. Schumacher reported:  The MSTU would like to install a new replacement “Welcome to Golden Gate” sign on the west right-of-way (ROW) by the canal bridge.   Irrigation heads have been located in the vicinity to irrigate landscaping around the sign.  A disconnected FPL power meter is also there and available to be reactivated by the MSTU to light the sign.  Sign and Right-of-Way permits are required prior to installation. Chair Spencer Motioned to approve funding for the sign permitting process. Second by Ms. Rogan. Bridge Painting Mr. Schumacher reported:  A bridge inventory list and diagram for seventeen (17) bridges in the Golden Gate community was received from the Road Maintenance Division.  The project would pertain to smaller bridges on secondary roads.  Approval of the project by the by the M.S.T.U. Advisory Committee would be contingent on an agreement with the county Road Maintenance Division to assume future maintenance of the painted surfaces.  A Request for Quote (RFQ) will be sought for the work to the visible surfaces if the response from the Road Maintenance Division is favorable. Mr. Schumacher will update the Committee on the project status at the August 2020 meeting. During Committee discussion the following was addressed:  Plans for the Golden Gate pedestrian canal bridge(s) – will the original bridge(s) be removed and/or new structures built?  Replacement plans for the Santa Barbara Boulevard and Golden Gate Parkway canal bridge may be available from Growth Management Division. Mr. Schumacher will research the status of both bridges and report his findings to the Committee at the August 2020 meeting. H. Leaning FPL Light Poles Mr. Schumacher submitted an inventory of leaning concrete light poles on Coronado Parkway and Hunter Boulevard to Florida Power & Light (FPL) and requested the poles be straightened. IX. Old Business Mr. McGee reported a light pole lamp on Median #1 was consistently shining during daylight hours. Mr. Schumacher will authorize Hart’s Electric to evaluate the condition and repair as required. X. New Business None XI. Public and Board Comments Mr. Jefferson reported FPL will repair/replace flickering LED pole lights on Golden Gate Parkway from 55th Street to Santa Barbara Boulevard. XII. If the turf is too close then it is recommended to remove one or two strips of turf with a sod cutter so to expand the plant bed and create a open mulch area between the plants and turf. In some locations this type of turf removal may result in a turf area that is too small to mow between the back of curb and the plants. It is recommended that these small turf areas be removed entirely and the areas be mulched. There will also be areas between planting beds that will become smaller turf areas and it may be better to remove these small turf areas and expand the plantings from the existing beds to cover these areas where the turf is removed thus tying the planting beds together.
