Services Advisory Board in and for the County of Collier, having conducted

Kelly llighhnd spoke about Petland and stated that she had pulled the public records
and Petland had violations at their first inspection. She wanted to know if the
Commissioners would be advised of the situation.

Vl. Director's Report
Dercy thanked Marjorie Bloom, Srnh Beeckler Devis and Dr. Michrel Gordon for
their willingness to continue serving on the Board.
Ms. Andrede advised that the Standards of Care Ordinance was postponed in April
and May because of COVID and that DAS is looking to schedule the workshop in
October.
Ms. Andrede mentioned the Sunshine Law and reminded the Board not to have pre- or
post-meeling discussions in order to avoid the appearance of improprieq.
Steve Crroell advised Senh Brcckler-Devis that DAS and HSN are partnen and are
nol in conIlict.
Dr. Gordon asked if the Trustees will be retuming to DAS. Ilrrcy advised that she
had anticipated the end ofJuly, but is now hoping for August but she will be rcviewing
with the Sheriffs Department monthly. Ms. Ardrrdc stated lhat she is working on

Merio Velle spoke on behalf of the Humane Society Naples and stated thar Serrh
Beeckler-Davis has the full support ofthe Humane Society and that he wants to work
collaboratively with DAS for the best interest of the animals.
Derey Andredc stated that DAS has remained open through the COVID epidemic and
has not modified its hours. She also advised that ACOS r€main on the road. As of
today, all services are rcstorcd except for holds on friendly animals. Most of the
friendly stray animals have been reunited with their owners prior to being picked up by
ACOs. This policy does not apply to pregnant stray cats. Ms. Andndc encouraged
everyone to check the DAS website rcgularly for updates. She also advised that staff
are wearing masks in all oommon areas of the facility.
Dercy advised that the previous Board meeting had become heated and apologized to
Sereh Beeckler-Drvis for not intervening. Drn Rheeumc apologized for any hurt
feelings that happened but stated that he received multiple emails on the subject. He
also stated thal Mrry Beker summed it up at the last meeting. We just need to have a
working rclationship between DAS and HSN. Mr. Rheeume advised that he had
spoken with Steve Crrnell and that Srreh will abstain from voting when necessary.

creative solutions during this time. Dr. Gordoo asked if that included owner
surrenders and was advised thal it does, and that DAS has been practicing managed
admissions even before COVID with the goal being to keep animals in the home.
Jim Rich asked if DAS is doing in-house surgeries and was advised that it is on a
limited basis due to the lack of a Vet Tech.
Merjorie Bloom asked if volunteers can clean kennels and Drrc? explained that there
are county policies that prevent volunteers from performing the work ofpaid
employees.
VIl. New Business
A. Working Group
Steve Cernell stated that DAS' high live release rate is because of Derca and the staff
at DAS, along with rcscue groups including HSN and tlut HSN has resources to help
DAS. He also stated that in the future, DAS will have resources that HSN can use,
Mr. Crrnell stated that the work groups will include four to five people from DAS
including a Board member and the same would be true for IISN.
Marjorie Btoom asked how this affects the new facility for DAS. Mr. Caroell
replied that didn'l know yet, but that it is something on the agenda.
Jim Rich stated that he hoped that other rescue groups are being included in the work
group as they should have some input.
Drniel Rherumc mentioned that last year, there was a discussion about a mobile vet
clinic and Sereh Becckler-Drvis offered to partrer with DAS and he advisd ttnt it
might be a good starting point for the work group.
B. Resolutions 200G26 and 2fi)7-54
Drrcy Andrede advised that the Board of County Commissioners approved the Trust
Fund to be used for DAS only, but she was interested in revising both Resolutions to
include the ability to apply for grants and for the donation of property. Ms" Andrede
advised that DAS receives a lot of great donarions that can't be used at the shelter and
that ACOs are on the road trying to provide assistance to pet owners, but they cannot
give any donated items to them.

VIII. Old Business
A. Shelter Update
Drrcy Andrrde advised the Board that a design firm will be voted on by the end ofthe
month. Once that is done, a contract will be negotiated and then brought to the Board of
County Commissioners lbr approval.
Senh Breckler-Devis asked what the Advisory Board's role is in this process. Dercy
explained that the Board will receive representations and updates but will not have a role
in determining where things will go.
IX. Advisory Boerd Member Comments
Serrh Beeckler-Devis thanked Dercy Andnde and Stcve CerDeU for their apologies
and said that the previous meeting felt very combative. Ms. Breckler-Devis also stated
that HSN has already seen one puppy liom Petland that is sick and retbrred two others to
DAS.
Jrmes Spert mention€d that he missed a couple of mectings and that it was good to be
back.
Jim Rich stated that For the Love of Cats has had a great relationship with HSN for over
20 years but has b€en receiving a lot ofnegative information.
Dan R"berume apologized for the disconnect at the last meeting bur suted that he was
simply passing on information &at he received fiom others and that he wants the best for
the animals.
Mery Brker advised that she believes that we need to work together and is looking
forward to joint ventures.
Marjorie Bloom stated that she hopes the Board of County Commissionen will hear
about Petland. Drrcl Andrede stated that DAS received the first complaint yesterday
about purchasing a puppy.

4. Remove barriers to optimal community cat management. Expanding the role of retum-to-
field and community cat management support programs in Collier County is critical to CCDAS'
goal of improving the live release rate for cats. The TNR Memorandum of Understanding
established in support of a pilot program for TNR demonstrated that TNR plays an important
role in humane community cat management in Collier County; however, at this time, the MOU
has become an administrative barrier to maximizing the contribution of TNR to humane
community animal control and nuisance mitigation. Replacing the existing MOU with a policy
that enhances use of TNR as an altemative to high euthanasia rates of cats will allow the
necessary step tlrat CCDAS must take to move forward with its life-saving goals for cats:
redirect healthy thriving stray adult cats to programs that provide sterilization, vaccination, and
retum to the location where they were found.
Collier County Animal Control Ordinance Chapter 14, Article II
Sec. 14-28. - Definitions.
The following words, terms and phrases, when used in this Ordinance, shall have the
meanings ascribed to them in this section, except where the context clearly indicates a different
meaning:
Community cat shall means any un-owned free-roaming cat that has been sterilized,
vaccinated against rabies, ear-tipped or ear-notched, implanted with an RFID, and retumed to
field and may be cared for by one (1) or more residents of the immediate area who is/are known
or unknown.
Community cat caregiver means any person who provides food, water, shelter, and/or cares
for one (l) or more community cat(s) but who does not own, harbor, keep, or have custody,
control, or charge of such cats.
Ear-notched means a "v" has been cut from the tip of the left ear of a cat.
Ear-tipped means the tip ofthe left ear ofa cat has been cut in a straight line.
Trap-neuter-vaccinate-retum (TNVR) shall mean a program whereby a free-roaming cat is
humanely happed, spayed or neutered, vaccinated against the threat of rabies, implanted with an
RFID, ear-notched or ear-tipped; and retumed to their original point ofpick-up or other suitable
location as part of a community cat management program.
Sec. l4-44. - Community cats.
1. Collier County recognizes that there are community cat caregivers and acknowledges that
community cats living in colonies may be tolerated living outdoors, provided such cats are
properly cared for in accordance with the following requirements:
A. All community cats living in colonies shall be cared for on the private property of the
community cat caregiver or with the permission of the property owner or property
manager.
B. Community cat caregivers shall provide certain necessities on a regular and ongoing
basis, including, but not limited to, proper nutrition and medical care, as needed.
C. Free-roaming cats living in colonies shall be sterilized, ear-tipped, and vaccinated for
rabies. Community cats living in colonies shall be exempt from rabies registration license

requirements of Section Eight ($ 14-33) and the stray animal provisions of Section
Sixteen ($ 14-41).
D. Food shall be provided in the proper quantity for the number ofcats being managed and
is to be supplied no less than once per day. Food must be placed in lbeding containers
that are maintained and secure.
E. Water must be clean, potable, and free from debris and algae.
F. Shelter, ifprovided, shall be unobtrusive, safe, and of the proper size for the community
cat(s).
G. Healthy commrmity cats that have been impourded by the Division may be immediately
retumed-to-field, released to a community cat caregiver, or, if considered sufficiently
socialized, adopted. Community cats who have been impounded more than once may be
considered a community nuisance and may be euthanized at the discretion ofthe Division.
Notwithstanding the foregoing, whenever an impounded community cat is visibly injwed
or diseased, is determined to be a nuisance, appears to be suffering, or upon the advice of
a veterinarian, then the Division may euthanize the community cat pursuant to the stray
animal provisions of Section Sixteen ($ 14-41). Animal services has the right to
immediately seize and humanely destroy any Community Cat that poses a public health
or safety concem by virtue of disease (rabies or other epizootic events), aggressive
temperament resulting in unprovoked attacks on humans, or any other reason conceming
public health and safety.
2. Management programs to reduce the uncontrolled reproduction of community cats shall be
implemented by the Director to provide for the sterilization and retum-to-field of all healthy
community cats entering animal services.
A. All community cats entering animal services shall be counted toward intake and, upon
retum-to-field, shall be counted as a live-release.
B. All community cats entering animal services shall be examined for temperament to
evaluate their ability to survive in an outdoor environment with or without assistance
from a community cat caregiver.
C. Community cats shall be sterilized, ear-tipped, vaccinated to include rabies vaccination,
implanted with a radio frequency identification devise (RFID) (microchip) and retumed
to the original point of pick-up by a Pet Placement Partner, vohmteer, or an Animal
Control Officer. However, any community cat may be euthanized upon the Discretion of
the Director in accordance with Section Nineteen ($ 1444), l.G, above.

Fully Implement a Community Cat Management Program/Return to Field
Retum to Field (RTF) is defined as the sterilizatioq ear tip and rabies vaccination ofa ca!
'found' outside, friendly or feral, brought to the shelter by a Good Samaritan, of good body
weight with a healthy coat that is returned to their home location the day after surgery. This is
distinguished from TNVR which is a program for cats that are not at risk of entering the shelter.
The recommendation is that if an outdoor cat enters the shelter day 1, he would have surgery day
2 and be retumed to his outdoor home on day 3.
RTF is considered standard Best Practice today and the enormous amount of associated data is

conclusive. In a 201 8 Million Cat Challenge survey of 131 shelters that decreased euthanasra
more than 50% between 2012 and 2017, Managed Intake and RTF ranked as the overwhelming
reasons. Also, in a 2014 study, Dr. Julie Levy, part ofthe University ofFlorida assessment tearn,
reported that shelters that did not implement RTF had a per capita intake 3.5-fold higher and per
capita euthanasia was 17.5-fold higher. From a cost standpoint, decreasing intake can provide
opportunities to reallocate resources.
RTF only benefits the community:
. Stops the exponential reproduction ofparticipating cats and their associated nuisance
behaviors when intact
o Increases community immunity against rabies
o Eliminates complaint calls
o Prevents or stabilizes cat colonies
. Decreases impact on wildlife (fewer cats, less predation)
Likewise, when implemented correctly, this program only benefits the shelter that will:
o Decrease cat intake at CDAS by up to 50oZ as more cats are put through the program
o Provide more space for cats that do enter the shelter so less risk of infectious disease
o Drastically reduce adoption competition
r Retum 100% of the eligible cat's home (considered the RTO program for cats)
o Provide more resources, staff, volunteers, space, etc. for dogs
o Less stress on staff, dogs and cats
. Result in a 90%o+ live release rate with the shortest length of stay
In 2018, 1,753 'stray' cats entered the CDAS shelter system. The majority would have been
eligible for the RTF program and could have been retumed to their outdoor home after
sterilization. This would have reduced overcrowding, exposure to infectious disease, the cost of
caring for sick cats, taking up adoption homes from cats who truly needed it and allowed staff to
utilize their time in other lifesaving uays.
During the visit, consultants noted that many ofthe 138 cats being housed in the shelter
originated as
'strays' and were kept for adoption ratler than retumed to their outdoor home. The was true of
the cats in the URI room who as well entered the shelter in a healthy state but becarne sick due to
overcrowding, stress and long lenglhs of stay. One cat in particular, Beauregard (A252424), a
12+lb, ear tipped community cat had been at the shelter since August 13th and instead ofbeing
retumed to his outdoor home was being held to treat a watery eye. It is unclear if he arrived at
the shelter with this condition; however, for 3 months he has been kept in a cage in the colony
room with limited interaction and enrichment. His eye condition, which is not life threatening, is
most likely chronic and will flare up during times of stress; therefore, keeping him at the shelter
until he is 'healthy' will not lead to the stafP s desired result. Beauregard should be retumed to
his outdoor home immediately where his eye issue will most likely resolve on its own.
Educating the community that keeping their cats inside is safest for them, however, we have to
understand that roughly 50% of cat owners do allow their cats access to the outdoors. We also
know that the retum to owner rate for cats at CDAS is 2% (which also happens to be the national
average), so holding them in the shelter for their owner to find is not producing the results

desired with rcunification. Retuming healthy outdoor cats to their neighborhood should be
considered the Retum to Ovmer program for outdoor cats. Leadership is encouraged to embrace
the community cat program and not keep eligible cals in the shelter.
Recommendations:
o All cats 'found' outside with good body weight and large enough for spay-neuter are
eligible for the RTF program - even the friendly oneso Retum all eligible cats to the area,/street where they were picked up
o Assign one lead Senior ACS or other staff member to oversee the flow of community cats
through the shelter to ensure that cats are not being overlooked and having extended
lengths of stay in the shelter
o Reserve relocation to bam/working cat programs for outdoor cats that do not have a
viable retum address (i.e. ifa feral cat was left in a carrier at a vet clinic).. Crcate community cat video similar to the one created by Pasco County Animal Services

Purpose: Collier County Domestic Animal Services' (DAS) mission is to ensure compliance with local and State
animal-related laws; to return strays to their owren and promote the adoption ofhomeless animals to new families;
and to work toward ending the community problem ofpet overpopulation. DAS is participxing in a progessive
Shelter-Neuter-Retum (SNR) program for Community Cats. Any healthy, stray and/or outdoor, cat that comes to
DAS may be a Community Cat candidate. These cats will be sterilized, vaccinated, ear-notched, implanted with an
RFID and retumed to the area that they originated. Healthy outdoor cats are home, and they are doing well in their
environment. Even though you may not think so, several neighbors may be feeding and/or caring for this cat. Trap
and remove is a program that has been used for several decades, and it hasn't worked. TNR programs have been
statistically proven to reduce the number of feral cats, the complaints relded to outdoor cats, and the number of
animals euthanized in local shelters.
Delinitions:
. Community Cat: shall mean any un-owned free-roaming cat that has been sterilize4 vaccinated against
rabies, ear+ipped or ear-notchd implanted with an RFID, and retumed to field and may be carcd for by
one ( I ) or more residents ofthe immediate area who is/are known or unknown.
o Radio frequency identification device (RFID): commonly referred to as a Microchip. means a device that
is implanted underneath the skin ofa dog, cat or other animal that when scanned produces a unique number
that identifies the animal and its owner, if properly registered. When presen! an RFID with registration
information shall be considered the primary indication ofownership.
. Ear-notched: means a "v" has been cut fiom the tip ofthe left ear ofa cat.
o Ear-tipped: means the tip ofthe left ear ofa cat has been cut in a straighl line.

. Supervisor: for the purposes ofthis Work Rule, includes Shelter Operations Manager, Senior Animal Care
Specialist, Training Coordinator, Animal Services Program Coordinator, Shelter Veterinarian and Director.
Practice: To reduce length of stay, as well as undue stress and exposure to potential disease or illness, DAS strives
to expedite all animals through the shelter flow as humanely and quickly as possible.
The following steps shall be taken when a Community Cat is determined to be a candidate for the program:
o The identi&ing staff member shall add the cat to the surgery schedule for the following day.
o If it is before 2pm, staff shall contact the clinic staff, in the event that they are able to sterilize the
cat the same day, especially if on a Friday.
. Staff must indicate Person ID P999994 (COMMLINITY CAT PROGRAM DOMESTIC ANIMAL
SERVICES) as the Outcome Person To - this notifies clinic staff that the cat will need to be processed as
a Community Cat.
o The staff member shall print a surgery sign, identiffing the cat m a surgical candidate.
o Staff will then send an e-mail to the Animal Services Program Coordinator, Shelter Operations Manager,
and Senior Animal Care Specialiss notiffing them ofthe surgery and the need to arrange transport.
Any cat that meets the below 'qualifications' are automatic candidates for the Community Cat Program and can be
indicated by any staff member:

Cats that are ear-tipped prior to impoundment may be immediately released by the officer in the location that the

need to arrange transport.
The following cats may be candidates for the Community Cat Program, but require Supervisor Approval:
