MINUTES OF THE CONSERVATION COLLIER LAND ACQUISITION
ADVISORY COMMITTEE MEETING
Naples, Florida, September 18, 2020
LET IT BE REMEMBERED, the Conservation Collier Outreach Subcommittee in and for
the County of Collier, having conducted business herein, met on this date at 10:00 A.M. in
REGULAR SESSION at Golden Gate Community Park, 3300 Santa Bar' , Blvd, Natural
Resources Building Naples, Florida with the following

The meeting was held via Zoom and personal attendance in the Board Room.
Chairman Seef called the meeting to order at 10:00 A.M. Roll call was taken and a quorum was
established.
1. Acceptance of Agenda
The Subcommittee accepted the Agenda as presented.
2. Review of Minutes—November 6,2019
The Subcommittee reviewed and approved the minutes of the November 6, 2019 meeting as
presented.

a) Referendum Education Strategies—Presented by Staff(Summ que)
Ms. Araque provided the document "Referendum Education '14't s for Outreach
Subcommittee Input" for information purposes. She noted ,I I.?t'i of County Commissioners

determining re-establishing the funding for Conserva on . • Tier land acquisitions. The goal is to
provide platforms to inform voters so they may make .1%* . ormed decision when casting their vote.
ii. Advertising (this item was discussed first)
Ms. Araque reported in addition to the w.. ' e istribution of information will also include
use of social media(i.e. Facebook) an► .:e at the preserves.
During Subcommittee discussio 1 owing was noted:
• It would be beneficial ute information to area Homeowner Condominium
Associations.
• Additional med..Q t should include local newspapers and magazines.
• The League Wo . -n Voters have already developed their voters guide which includes
informati• o e referendum.
• There are •e omen's and Men's Cultural Association who convene locally which

irdi . caution needs to be exercised as the activities cannot be seen as

• Instagram and Twitter are other venues which may want to be considered for
distribution of information.
• The County's Communications Department will be assisting in the activity.
Ms. Sherry left the meeting at 10:30 a.m. due to prior commitments

Gladys Delgadillo Florida Wildlife Federation noted consideration should be given to
utilizing Collier TV as a potential for circulating information.

Ms. Araque provided a handout on the content proposed for a separate website from the
existing Conservation Collier page noting the information will be forwarded to the consultant
designing the site. The format will be "Frequently Asked Questions"with the programs
mission, history, funding sources and use of funds, acquisition criteria, ballot language, etc.
incorporated into the content.
During Subcommittee discussion, the following was noted:
• Consideration should be given to providing an ongoing process whereby a person may
ask a question and the answer provided to them, and/or added to the website if
necessary.
• The area of focus should include the programs protection of water resources, how the
program is the citizen's voice in the future of the County, the difference between
Conservation Collier properties and others preservation lands in t C my (i.e. the
program's sites are generally located in urban areas with public e , etc.), the self
sustaining management of the preserves and a historical over ie�t e use of the funds
dedicated to the activity.

• The ballot language should be placed at the top ain page and the content should

of polling places, etc.
Ms. Araque noted:

iii. Public Meeti
Mr. Ar o d a public information meeting will be convened as another avenue to inform
the p . . e he referendum. The format utilized will be similar to the one the County used for
the on—- t sales tax.
During Subcommittee discussion, the following was noted:
• A third-party consultant will be engaged to present the information at the meeting with
Staff present to answer any questions.
• Input from today's meeting will be used as the basis to develop the presentation and
enhanced as necessary.
• The event will be a"hybrid" style meeting held in the BCC Boardroom by the middle of
October.
• The gathering will be publicized in order to increase the likelihood of attendance by
interested parties.
