Provide a response to the following: 1.)detailed and specific explanation/rationale of the requested change(s)to the task(s)and/or
the additional days added(if requested); 2.)why this change was not included in the original contract; and,3.) describe the impact
if this change is not processed. Attach additional information from the Design Professional and/or Contractor if needed.
1. This change order is required to extend the contract time by 549 days and increase the contract amount
by $20,062. In the final design phases, the estimated construction duration was increased from 6 months
to 15 months. This is due to a proposed three-phase Maintainance of Traffic (MOT) construction
sequencing. The increased construction schedule will require additional time and have potentially
additional costs for post design services by the Engineers of Record. The original contract Post Design
Services budget was $32,000 ($30,000 for direct post-design tasks and $2,000 for reimbursable
expenses) for an estimated 6-month construction schedule. The additional budget amount will be utilized
only as needed during the construction process as specific issues arise.
The time extension requested is needed to keep the Engineer of Record available for consultation
throughout the entire construction period and to provide the required certification of this project to the
South Florida Water Management District.
2. The items described above were not expected since design refinements, which included a Maintenance
of Traffic phasing plan, altered the original detour approach. The full closure of the bridge and associated
detour would have adversely affected the response times of emergency services agencies and created
significant delays for the travelling public; therefore a staged construction concept was developed.
3. If not processed, the post design portion of the contract will run out of time and funds before completing
construction of the bridge. It is required that the Engineer of Record certifies the bridge construction after
final completion of the project.

Contract# 16-7010
PO#4500184772
Project#66066.13
Dear Mr. McCoy,
Our current contract for the above-named project is set to expire on 7/17/2020. As you know,
construction is currently planned to start this summer and last for fifteen(15)months, so in order
to have the Engineers of Record available during construction, we formally request the County
issue a time extension of 549 days. This would extend our contract date to 1/17/2022.
In addition, due to the longer construction duration, we request an additional Twenty Thousand
Sixty-Two Dollars ($20,062) be added to the Post Design Services budget which is billed on an
hourly as-needed basis.
Please contact me if you have any questions or require additional information.
Sincerely,
_Le":
