K.5 09/22/2020 EXECUTIVE SUMMARY Recommendation to reappoint two members to the Immokalee Beautification MSTU Advisory Committee. OBJECTIVE: To reappoint two members to the Immokalee Beautification MSTU Advisory Committee to four-year terms expiring on September 23, 2024. CONSIDERATIONS: This five member committee was created by Ord. No. 85-65, amended by Ord. Nos. 90-8 and 92-40, to assist the Board of County Commissioners in the business affairs of the Immokalee Beautification Taxing District, and prepare and recommend an itemized budget to carry out the business of the district for each fiscal year. Membership represents the population of the area within the Immokalee Beautification District. Ord. No. 2002-52 was adopted on 10/22/02 changing membership as follows: 4 members shall be permanent residents within the MSTU and 1 member may be an owner of residential or commercial property within the MSTU or may be an appointed representative of a business located within the MSTU and an elector of Collier County. Terms are 4 years. A list of the current membership is included in the backup. There are two seats on this advisory committee which expire on September 23, 2020. COMMITTEE RECOMMENDATION: At its meeting on August 26, 2020, the committee voted unanimously to recommend that Mr. Barnhart and Ms. Garcia each be reappointed to their seats on the advisory committee, to four-year terms which shall expire on September 23, 2024. A recommendation memo is included in the backup. FISCAL IMPACT: None. GROWTH MANAGEMENT IMPACT: None. RECOMMENDATION: That the Board of County Commissioners adopts the Committee Recommendation, and authorizes the Chair to execute the attached resolution confirming the appointment. K.5.c RESOLUTION NO.2020 — A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF COLLIER COUNTY, FLORIDA, REAPPOINTING BERNARDO BARNHART AND NORMA GARCIA TO THE IMMOKALEE BEAUTIFICATION ADVISORY COMMITTEE. WHEREAS, Collier County Ordinance No. 2002-52 established the Immokalee Beautification Advisory Committee to advise the Board of County Commissioners (Board) on matters pertaining to the Immokalee Beautification Municipal Service Taxing Unit (MSTU); and WHEREAS, Ordinance No. 2002-52 provides that the Advisory Committee shall be composed of five members; four members shall be permanent residents of the MSTU and electors of Collier County; one member may be an owner of residential or commercial property within the MSTU or an appointed representative of a business located within the MSTU and elector of Collier County; and WHEREAS, there are two seats on this Advisory Committee expiring on September 23, 2020; and WHEREAS, the Board previously provided public notice soliciting applications from interested parties; and WHEREAS, the Immokalee Beautification Advisory Committee has provided the Board with its recommendation for reappointment. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that BERNARDO BARNHART, representing a business within the MSTU, and NORMA GARCIA, a resident of the MSTU, are each hereby reappointed to their respective seats on the Immokalee Beautification Advisory Committee, to serve four-year terms expiring on September 23, 2024.
