EXECUTIVE SUMMARY
Recommendation to approve and authorize the Chairman to execute a Resolution adopting the Pay
and Classification Plans for the County Manager's Agency and County Attorney's Office effective
October 1, 2020; to provide a general wage adjustment to eligible employees; and to approve the
creation of new classifications, modification and/or deletion of classifications, and assignment of
pay ranges from the proposed Pay and Classification Plans, from July 1, 2020 forward, using the
existing point -factor job evaluation system.
OBJECTIVE: To administer a system of compensation based on principles of public accountability,
external competitiveness, internal equity, relative complexity and responsibility between classifications,
market economic conditions, County financial policies, and appropriate federal, state and local laws.
CONSIDERATIONS: Attached to the proposed Resolution approving the pay and classification plans
for the County Manager's Agency and the County Attorney's Office, including a general wage
adjustment, are two exhibits: Exhibit 1 is the County Manager's Agency Pay and Classification Plan; and
Exhibit 2 is the County Attorney's Pay and Classification Plan. The proposed Resolution shall apply to
all regular full- and part-time employees under the administration of the County Manager and the County
Attorney, except those employees under contract or who are subject to a collective bargaining agreement.
Such employees shall continue to be paid and receive increases in accordance with the applicable contract
or governing collective bargaining agreement.
The effects of the COVID-19 pandemic can be seen in the Southwest Florida economy. While the region
still has a long road to recovery, there are some positive indicators. The unemployment rate for our
region fell below the State and National rates in June 2020. Other areas of improvement include
increased single-family home sales, increased single-family building permits and an increase in median
home prices. These increased prices continue to influence our area's high cost of living, which impacts
our ability to attract and most importantly, retain, high -quality employees.
Through analysis of local market data, the data of other Florida governmental agencies, and in
consideration of current budgetary constraints, the FY2021 Pay and Classification Plan, developed in
accordance with Board -approved Budget Policy, grants regular full-time and part-time employees a
general wage adjustment of $1,200, allowing for marginal differences for hourly rates due to system
rounding, or a 2% increase to base pay, whichever is greater, effective on October 1, 2020, and where
necessary, pro -rated based on full-time equivalency (FTE).
Individuals whose base pay is within $1,200 or 2% of the pay maximums will receive an increase to their
base rate up to the maximum of the range and will receive the remainder of the general wage adjustment
divided equally and payable during the remaining twenty-five pay periods starting on October 1, 2020 and
ending with the last check of fiscal year 2021. Individuals whose base pay is at the maximum of the pay
range will receive the general wage adjustment divided equally and payable during the remaining twenty-
five pay periods of FY 2021 starting on October 1, 2020, ending with the last check of fiscal year 2021.
Pay range minimums for all ranges in the County Manager's Agency will remain the same; pay range
maximums for grades 116 through 136 will be increased to improve the Agency's ability to recruit and
retain individuals in our professional and director level classifications, where the longevity in the same
position title is often greater. There will be no pay range adjustments for the County Attorney's Office.
Pursuant to Ordinance No. 13-40, the Board of County Commissioners has authorized the County
Manager to make additions, modifications and deletions to the Pay and Classification Plan. The proposed

Resolution seeks continued authorization from the Board to do so, as well as to assign pay ranges using
the existing point -factor job evaluation system from the pay ranges set forth in the proposed Pay and
Classification Plans, subject to a quarterly report to the Board. It also authorizes the County Manager and
County Attorney to hire or move employees within the pay plan and classification plan to promote the
recruitment and retention of a highly qualified and professional workforce.
FISCAL IMPACT: The results of these actions will have a fiscal impact to the County in salary
adjustments and have been accounted for in each department's FY21 budgets, consistent with the
parameters approved by the Board during the FY21 budget guidance presentation.
GROWTH MANAGEMENT IMPACT: There is no growth management impact associated with this
Executive Summary.
LEGAL CONSIDERATIONS: This item is approved as to form and legality and requires majority vote
for approval. - CMG
RECOMMENDATION: To approve and authorize the Chairman to execute the proposed Resolution
and general wage adjustment effective with the first pay period of FY21, which begins on October 1,
2020, and authorize changes from July 1, 2020 forward, including the creation of new classifications,
modification and/or deletion of classifications, and assignment of pay rates from within the approved Pay
and Classification Plans, subject to a quarterly report to the Board, if actions warrant.

A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS
APPROVING THE PAY AND CLASSIFICATION PLANS FOR THE COUNTY
MANAGER'S AGENCY AND COUNTY ATTORNEY'S. OFFICE, EFFECTIVE
OCTOBER 1, 2020, INCLUDING A GENERAL WAGE ADJUSTMENT OF 2% OR
$1,200, WHICHEVER IS GREATER, EFFECTIVE ON OCTOBER 1, 2020.
WHEREAS, it has been the policy of Collier County to establish and administer a
system of compensation based on principles of public accountability, external
competitiveness, internal equity, relative complexity and responsibility between
classifications, market economic conditions, County financial policies and appropriate
federal, state and local laws pertaining to compensation so as to contribute to an
environment conducive to employee motivation and productivity as is more fully set forth
in Ordinance No. 96-40, as amended by Ordinance No. 2001-50; and
WHEREAS, the Board of County Commissioners believes this policy may be
achieved through a combination of an annual pay and classification plan for employees
under the administration of the County Manager and the County Attorney, with approval
from time to time, and as appropriate, of general wage or Cost of Living adjustments;
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that:
1. The Pay and Classification Plan for employees under the administration of the
County Manager, a copy of which is attached hereto as Exhibit 1, is hereby
approved and adopted.
2. The Pay and Classification Plan for employees under the administration of the
County Attorney, a copy of which is attached hereto as Exhibit 2, is hereby
approved and adopted.
3. A general wage adjustment of 2% or $1,200, whichever is greater and prorated
based on FTE count, is added to the base pay rate for eligible regular full- and
part-time employees. Employees whose base pay is within 2% of the pay range
maximum for their position will receive an increase to their base rate up to the
maximum of the range, then will receive the remainder of the general wage
adjustment divided equally and payable during twenty-five pay periods starting
October 1, 2020 and ending with the last check of fiscal year 2021. Employees
whose base pay is at the maximum of the pay range for their position will
receive the general wage adjustment divided equally and payable during
twenty-five pay periods starting on October 1, 2020 and ending with the last
check of fiscal year 2021.
4. Pay range maximums for County Manager's Agency ranges 116 to 136 are
increased by 5% and are hereby approved.

5. Employees under the administration of the County Manager or County Attorney
