EXECUTIVE SUMMARY
Recommendation to approve and adopt the FY21 fee schedules established in the annual rate
resolution for residential and commercial collection and disposal of solid waste and recycling at
Collier County Solid Waste Facilities, including the landfill, transfer station, and recycling drop-off
centers. The FY21 rate resolution implements a 2.9% tonnage rate increase at the landfill and
transfer station, with no other fiscal impacts to previous board adopted resolutions.
OBJECTIVE: To adopt the FY21 recommended fee schedules established in the annual rate resolution
to support the collection and disposal needs for Collier County and provide best service values.
CONSIDERATIONS: On September 8, 2020, Agenda Item 17.1), the Board approved Resolutions No.
20-146 (District 1) and No. 20-147 (District II), which incorporated a 2.0% increase to the residential
assessment. For District I the residential annual assessment is $221.85 per unit and it is $214.07 per unit
in District II; an average increase of $4.27 per unit from last fiscal year. The residential assessment
provides the following best value service levels; a garbage and recycling container for use at the assessed
address, twice a week collection of garbage, once a week collection of recycling, yard waste, and bulky
items, and on demand collection of electronics, tires, and household appliances.
Consistent with previous annual rate resolutions, tonnage rates at the landfill and transfer station will
increase by 2.9% (an average rate increase of $2.00 per ton). This fee structure approach allows for free
collection from residents at the County's recycling drop-off centers. These centers provide proper
disposal of hazardous and recyclable materials, thereby safeguarding our fragile environment and
preserving our County's pristine paradise.
There are no other notable fiscal impacts. These rates were reviewed by the Board during the FY2021
budget workshop June 18, 2020 and provide the revenue necessary to support the cost associated to
collect, process, recycle, and/or dispose of the wide range of waste generated in the county, including
municipal solid waste, biomass (yard waste), construction and demolition materials, white goods, bulky
material, tires, electronics, household hazardous wastes, and recyclable materials such as paint, cardboard,
scrap metal, glass, and plastics. Furthermore, the rates incorporate sustainable and long-term strategic
planning to maintain a revenue -based cash flow that aligns with the Integrated Solid Waste Management
Strategy's Guiding Principles to sustain environmental and growth management, airspace preservation,
operational excellence, and best service values.
While the rate approach remains consistent, with a 2% increase to the residential assessments and a 2.9%
increase to tip fees, the FY21 Rate Resolution has undergone formatting improvements to allow for flow
and ease of use. The FY20 Schedule B "The Commercial Collection and Disposal Fees" rates have been
relocated to the appropriate commercial rate sections of Schedule F and G "Commercial Collection
Rates". The current Schedule B "County Community Benefits" now highlights notable programs that
enhance, beautify, and help protect our County's natural resources.
FISCAL IMPACT: The proposed landfill tipping fees and recycling center fees will provide estimated
FY21 revenues of $24,238,100 (Collier County Landfill $21,745,600; Immokalee Transfer Station
$2,280,000; recycling drop-off centers $212,500); for the Solid Waste Disposal Fund (470). The
mandatory solid waste collection and disposal assessments will provide estimated FY21 revenues of
$29,097,000 for the Mandatory Trash Collection Fund (473).
GROWTH MANAGEMENT IMPACT: This rate resolution is in compliance with the Growth
Management Plan, which provides for increased recycling and reuse of the solid waste stream.

LEGAL CONSIDERATIONS: This item has been reviewed by the County Attorney, is approved as to
form and legality, and requires majority vote for Board approval. -JAK
RECOMMENDATIONS: To approve the annual rate resolution to establish the fees, rates, and charges
for the use of Collier County Solid Waste Facilities, including landfill tipping fees, recycling drop-off
center fees, and residential multi -family and commercial waste collection fees for FY21, and authorize the
Chair to execute the Resolution.

RESOLUTION SUPERSEDING RESOLUTION 2019-183 AND
ESTABLISHING THE FEES, RATES AND CHARGES FOR USE
OF COLLIER COUNTY SOLID W STE FACILITIES
PURSUANT TO COLLIER COUNTY ORDINANCE NO.84 — 31.
WHEREAS, Collier County has the responsibility and power to provide for the operation
of solid waste management facilities to meet the needs of all areas of the County under the authority
of Florida Statutes, Section 403.706; and
WHEREAS, said statutory authority grants the Board of County Commissioners the power
to prescribe, fix, establish and collect fees, rentals or other charges for the use of the established
solid waste disposal system, and to pledge such revenues as security for the payment of bonds
issued under said statutory authority for the construction of a solid waste disposal facility; and
WHEREAS, Florida Statutes, Section 125.01(k)(1) and (2) grants the Board of County
Commissioners the power to provide and regulate waste collection and disposal; and
WHEREAS, The Board of County Commissioners, through its adoption of County
Ordinance No. 84-31, as amended, has implemented the user fee system for Solid Waste to all
public and private users; and
WHEREAS, these rates reflect budget guidance and provide the appropriate fees
necessary to collect, process, recycle, and/or dispose of the County's generated waste in
accordance with all Ordinances.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF COLLIER COUNTY, FLORIDA, THAT:
SECTION 1: Resolution No. 2019 - 183 is hereby superseded in its entirety.

RESIDENTIAL COLLECTION AND DISPOSAL FEES
Solid Waste Collection, Disposal and Administrative Fees:
Fiscal Year 2021 Assessment for curbside collection for municipal solid waste (MSW),
recyclables, electronic materials, bulk, and yard waste. Each Residential Unit is provided an initial
standard cart and a recycling cart at no charge to the unit owner. All carts must remain with the
Residential Unit regardless of change of unit ownership.

Additional Services:
• Customers requesting an additional roll carts will pay an amount equal to the franchisee's
cost, plus a $12.14 delivery fee.
• Replacement of standard or recycle roll carts, due to normal wear, will be provided by the
franchisee. Unserviceable carts must be presented for exchange.
• Replacement of standard or recycle roll carts, due to loss or negligence of the residential
unit, will be paid by the customer in an amount equal to the franchisee's actual cost for the
cart, plus an $12.14 delivery fee.
• Each customer is entitled to one change of cart size at no additional cost. A delivery charge
of $12.14 will be paid by the customer for additional changes in cart size.
• Collier County replaces standard or recycle roll carts that are stolen.
• 96-gallon bear -resistance standard roll carts are currently available for purchase on a first
served basis at a subsidized cost of $115. These carts are owned by the
residents after purchased and therefor any losses such as theft or damaged outside of the
manufacture warranty will be the responsibility of the residents.
Multi -Family Dwellings:
Defined per Ordinance 2015-38: A group of three or more Dwelling Units within a single
building, attached side -by -side or one above another, wherein each Dwelling Unit may be
individually owned or leased on land which is under common or single ownership.
• Multi -Family dwelling residences that do not receive residential curbside waste collection
qualify for commercial service fees, refer to Schedule F & G for commercial waste
collection and disposal fees. Recycling services for those multi -family residences that
receive commercial waste collection are also subject to the following rate below.
• Recycling services for clubhouses in areas where residential curbside collection is received
shall be charged at the multi -family recycling rate as identified below.

COUNTY COMMUNITY BENEFITS
Notable programs that enhance, beautify, and help protect our County's natural resources. All
material is subject to inspection. Fees are governed by their respective Board direction,
Ordinance, and/or Contracted terms and conditions. Other programs as the Board may authorize
or direct.
Neighborhood Cleanups
Neighborhood Clean -Up provides an opportunity for neighborhoods to partake in beautification
activities by ridding their Community of waste and litter at no cost, pursuant to the Board of County
Commissioners direction, July 31,2001, Agenda 16C (3).
Artificial Reef Pro _gram
Materials that qualify for the Artificial Reef Program are subject to inspection. The Florida
Department of Environmental Protection (FDEP) will only allow clean concrete or rock, clean
steel boat hulls, other clean, heavy gauge steel products with a thickness of/4-inch or greater and
prefabricated structures that are a mixture of clean concrete and heavy gauge steel to be used as
artificial reefs in state waters. This eliminates fiberglass hulls, cars, tires, refrigerators, and many
of the other previously used materials as possible reef candidates.
Coastal Clean Up & Bay Days
Collier County participates in the International Coastal Cleanup along with over 900 other sites in
Florida. The mission is to remove the debris and collect information on the amount and sources of
the debris with a volunteer work force. For a complete program overview, visit the County's

Adopt — A — Road
The Collier County Adopt -A -Road Program is an environmental program of public/private
partnership that is dedicated to providing safe and clean roads through removal of roadside litter,
managed by the Growth Management Division. For a complete program overview, visit the

Household Hazardous Waste Program
Collier County owns and operates five Recycling Drop off Centers, located strategically
throughout Collier County for the collection and proper disposal of household hazardous waste
materials and other common recyclables. See Schedule D for a listing of materials.

Collier County provides public information outreach focusing on residential and commercial waste
and recycling programs and ordinances, proper disposal of household hazardous waste, and
