EXECUTIVE SUMMARY
Recommendation approve the after-the-fact electronic submittal of the Retired and Senior
Volunteer Program (RSVP) 2021-2024 application to the Corporation for National and Community
Services (CNCS) in the amount of $186,066 and allow the County Manager or his designee to serve
as the authorized representative for the grantor electronic submission system, eGrants, throughout
the grant period.
OBJECTIVE: To provide uninterrupted operation of Collier County RSVP.
CONSIDERATIONS: RSVP has been co-sponsored by Collier County since 1990. RSVP provides
volunteer opportunities and program support to individuals 55 and over throughout Collier County who
dedicate their time and experience to the community at nearly twenty locations throughout the County.
CNCS provides 70% of the financial support to maintain staff and volunteer support of the program. The
Collier County Community and Human Services Division will continue to administer this project.
The purpose of this application is to continue to provide volunteers to non-profit agencies through RSVP.
RSVP is a national volunteer agency designed to provide individuals age 55 years and older with the
opportunity to share their abilities, interests, and experience with their communities. Each year, more than
500,000 volunteers use their experience, skills, and talents through RSVP Projects in the United States,
District of Columbia, Puerto Rico, and the Virgin Islands.
If approved, this three-year grant would start on 7/1/2021 and end 6/30/2024 with a total grant award of
$186,066. The RSVP Grant has a local match requirement of 30% of the total budget. This requirement
will be partially met through an estimated cash match of $31,935 with the remaining balance of $47,808
provided through in-kind services, primarily from the use of County Park rooms for the volunteer-run
Bone Builders Program classes. Community businesses further support the program through donations for
volunteer recognition events. RSVP of Collier County has provided over 2,600 volu nteers who have
served over 1.6 million volunteer hours.
The following table provides a detailed breakdown of the estimated award amounts, required local match,
and in-kind budget for Year 1:

The funding opportunity was announced on July 1, 2020, with a submittal date of September 1, 2020. Due
to the Board of County Commissioners' summer recess, Collier County CMA #5330 authorizes the
County Manager to approve the submittal of grant applications with subsequent action at the next
regularly scheduled Board meeting to ratify the approval of an after -the-fact application. The County
Manager approved the grant application on August 21, 2020.
The application requires the County to designate an authorized representative to electronically sign and
submit the application, required reports, and amendments through the CNCS eGrants electronic system.
Based on the administrative requirements and required use of eGrants, this action approves the County
Manager or his designee to be the authorized representative. Actions requiring Board approval will
continue to be brought forward.
FISCAL IMPACT: There are no budget amendments associated with the application of this grant. If
awarded, CNCS would provide federal revenues in the amount of $186,066 and the County would

provide a required 30% match or $79,743 met through a combination of cash ($31,935) and in -kind
($47,808). The total grant budget would be $265,809 distributed on an annual basis over the three-year
period. The annual estimated net fiscal impact is $72,667 per year. CNCS will fund $65,022 and the
County will provide a cash match of $10,645 supported by the annual general fund transfer to CHS.
GROWTH MANAGEMENT IMPACT: There is no Growth Management impact.
LEGAL CONSIDERATIONS: The Board will have the opportunity to accept or reject the funds
if the grant is approved. Accordingly, this Office has no issue with respect to the legality of this
request, which is appropriate for Board action and requires a majority vote for Board action. -

Executive Summary
The Collier County Board of County Commissioners is the legal applicant and sponsor organization
for the Retired and Senior Volunteer Program (RSVP) of Collier County. RSVP of Collier County has
been providing volunteer service to the community since 1998 and has garnered community attention
and support since. Community support is demonstrated through regular in-kind donations of
community clubhouse space for the RSVP Bone Builders healthy futures class held multiple times per
week at 14 locations. Community organizations donate gifts such as gift cards, gift baskets, and tickets
to events used as recognition for volunteers at the annual events held by RSVP. The Board of County
Commissioners shows support through their willingness to commit match funds to RSVP, attendance
at RSVP recognition events, and issuance of an annual proclamation designating a week in mid-April
to celebrate and recognize the service of volunteers. The City of Naples also recognizes volunteer
service through the Mayor¿s Day of Service in early April.
Since the start of RSVP of Collier County, over 1900 volunteers have contributed 1.5 million hours of
service at 153 stations across Collier County. According to IndependentSector.org, this equates to
$38.2 million in volunteer service to our county in time, talent, and experience dedicated to making a
difference in our community.
County and community need changes regularly and must evolve with the demographics. Collier
County has experienced a 19 percent population increase since 2010 primarily comprised of families
and children leading to an increased community focus on education and food security Recent data
indicates 10.6% of the County¿s population lives in poverty, while 20.4% of children residing in Collier
County are struggling with food insecurity. An estimated 9.3% of the Collier County population are
Veterans.
Veterans will be the most prominent focus area for RSVP of Collier County. Due to the stigma
associated with Veteran mental health and the fact that 50% of Veterans returning from active duty
service in need of mental health services do not receive them (RAND National Defense Research
Institute, 2020), it is imperative that the Project Director connect Veteran volunteers to Veteran
programs to encourage successful outcomes for this unique population. Anticipated partnerships
include the Veteran Center of Collier County, Wounded Warriors, and Home Base Warrior Fitness,
along with the Veteran Transportation Network managed by the Veterans Administration providing
transportation to and from medical appointments.
Housing will also be a priority for RSVP of Collier County. The Project Director will work with the
Hunger and Homeless Coalition of Collier County to determine successful community homelessness

programs that will provide housing services or access to safe and affordable housing. RSVP Volunteers
will work with homeless people or those at risk of homelessness to connect them with community
services offering housing assistance and other crucial services. The Project Director will connect with
organizations, such as Habitat for Humanity, to provide connection services to housing programs and
transitional housing support. The Housing First method, an evidence-based practice, will assist with
program guidance and client success.
Collier County¿s overall food insecurity rate was 10% in 2019 prior to COVID-19, much lower than
the 2017 rate of 13%. Food focused programs have worked tirelessly to make these improvements and
reach further into the community. Sadly, COVID-19 has damaged the economy and caused many
individuals to lose their source of income due to layoffs and furloughs. This has led to food insecurity
for many causing an increase in demand at food pantries throughout Collier County. Harry Chapin
Food Bank estimates an 1800% increase from March-July of 2020.
RSVP of Collier County will address Healthy Futures- food insecurity through Volunteer programs
focused on sustainable food cultivation and food distribution agencies. Cultivate Abundance and
Harry Chapin Food Bank will be the primary stations for food security. Each of these stations provides
food distribution and food education for individuals and families throughout Collier County.
Volunteers will engage with the Stations listed to grow and distribute food and pack meals for patrons
visiting food banks.
RSVP of Collier County will also focus on community priorities like Healthy Futures, Education,
Healthcare and Disaster Preparedness. The Healthy Futures focus area will incorporate the evidence-
based Bone Builders program, Tai Chi for Arthritis, and access to healthcare through the PANIRA
Healthcare clinic for low income individuals and families. In the area of Education, there will be a
focus on mentoring/tutoring of school-aged children. In the area of disaster education and
preparedness the project will work closely with the Salvation Army to provide disaster preparedness
training to Seniors. The outcomes of these community priorities will be measured through proven
methods such as surveys and client participation counts.
RSVP of Collier County will focus Volunteer efforts on Veteran and Military Families, Healthy
Futures- access to food and Economic Opportunity- housing. These emerging community disparities
are impacting Collier County in several ways.
Food insecurity in Collier County is trending downward according to Harry Chapin Food Bank of
SWFL (2018) due to the efforts of food banks, school food programs, and community meal

distribution programs. COVID-19 has caused a severe increase in food insecurity throughout the
country, and Collier County is no exception. By engaging volunteers in food service stations, RSVP
can resume that downward trend to address food insecurity and provide community members with
greater access to food, even amid a pandemic.
Collier County is home to Veterans from all eras, but predominantly the Vietnam era. As young
Veterans enter the civilian world, they are struggling to navigate the Veteran Care network,
employment opportunities or do not have the knowledge to access Veteran specific services. RSVP of
Collier County will target these Veteran populations to encourage community engagement and assist
in system navigation for mental health, housing, employment, and physical health and fitness. The
Project Director will connect older Veterans with younger Veterans to encourage intergenerational
connections and improve system navigation through those already familiar with the services
available. Alongside the existing Veteran Volunteer Transportation Network, and programs such as
Wounded Warriors, Hope for Heroes, and Home Base SWFL Warrior Health and Fitness placing
volunteers in these stations will contribute to improving the lives of Veterans countywide.
A study completed in 2017 by the Urban Land Institute and Collier County indicates that 40% of the
population living here are spending more than 30% of their income on rent or ownership, making
housing unaffordable. Housing security and affordability is a priority in the Collier County 5-year
strategic plan of 2020-2025. Veterans, those living with a mental illness, senior citizens and families
are critical subsets of homelessness within Collier County.
Collier County Human Services Division provides direct and indirect services for economically
disadvantaged residents. The CHS Division, Services for Seniors Program has been the lead agency for
Senior Services in Collier County for forty-one (41) years. This program serves some of Collier
County¿s most vulnerable and served 239 individuals in 2019 through case management. 454 Senior
adults were served with prescription medication assistance and medical services. An additional 55,093
meals were served at locations throughout the county. Collier County has a segment of seniors with
critical needs, such as housing, social services, food security and healthcare.
Focus Area 1: Veterans and Military Families
Collier County is home to 27,717 veterans according to the 2018 Census. This population faces
challenges due to stigmatized mental health disorders related to service, reintegration into civilian
communities, and employment outside of the military. Veterans pose a unique set of challenges to the
community including homelessness, food insecurity, unemployment and lack of access to care. This
population may require help from those who have served and know how to navigate the complicated

civilian community and Veteran network of hospitals, community services, and disability income.
RSVP will address Veteran specific challenges through community organizations focused on
improving Veterans lives. The Project Director will work with the Naples Veteran Center to place
volunteers that can engage Veterans new to the area or who may be eligible for Veteran services.
Volunteers serving in the Veteran Transportation Network that provide transportation to Veterans for
medical appointments located throughout the state at Veteran hospitals and clinics will be a first line
of communication about RSVP and Veteran programs we partner with or have knowledge of.
Engaging Veterans in volunteer service has been shown to improve Veteran mental health and
Veterans helping Veterans is the most successful method of providing services to this population.
RSVP of Collier County intends to recruit Veteran volunteers through organizations such as the
Veteran Center of Naples, volunteer fairs held by popular Veteran organizations, and through Veteran
specific programs like Home Base. With increased Veteran volunteerism, RSVP is more likely to reach
other Veterans to provide services. Creating partnerships and volunteer opportunities with
organizations that serve Veterans will engage more individuals and build trust between Veterans and
RSVP of Collier County.
Services for Veterans that RSVP is seeking to offer include but are not limited to travel to and from
medical appointments at Veterans Administration healthcare centers, health centric programs like
Home Base Warrior Fitness, housing and employment assistance with Wounded Warriors. RSVP of
Collier County proposes to recruit 15 Veteran volunteers to serve at least 100 Veterans through these
programs. These volunteers will engage Veteran community members through employment
assistance, mental health referral services, and service connection to Veteran specific agencies geared
toward improving Veteran transitions from the military to civilian life.
Focus Area 2: Healthy Futures- Food Security
Prior to the COVID-19 outbreak, poverty and food insecurity were realities affecting nearly 40,000
individuals in Collier County, more than 10,000 of whom do not qualify for governmental assistance
yet struggle to make ends meet, nonetheless. 40% of Collier County residents are housing cost-
burdened and roughly one in every four households is at risk of a single financial emergency tipping
them into poverty. According to the 2018 Community Needs Assessment, median wages of available
jobs fell below the amount needed for self-sufficiency and the average annual pay falls below the
Florida state average, despite higher-than-average costs of living for Collier County. Further, the
seasonality of our economy creates inconsistent revenue streams, creating difficulties for many to
meet even basic needs and forcing families to forgo essentials like healthcare or nutritious food.

Collier County is home to over 38,000 people who are food insecure according to Map the Meal Gap
from Feeding America (2018). Children account for a third of this group. Due to COVID-19 many
families are unemployed or furloughed to maintain safe workspaces and children are out of school
which for many, may have been their only regular source of food. Unfortunately, this has led to a
significant rise in food insecurity issues throughout the County as it becomes increasingly challenging
for parents to feed their families or themselves.
Since COVID-19, the demand at food pantries has reached staggering numbers. These unprecedented
times have left a community that is home to the richest of the rich, and the poorest of the poor,
struggling to find balance. While many food pantries, meal delivery agencies and resource
organizations have tried their best to meet this demand, even they are overburdened with the demand.
One food pantry alone reported their mobile pantry distributed groceries to a record 24,612 households
between March and July 2020, representing and 1,800% increase in need over the same period the
year prior.
It is clear, food security and food shortage are significant concerns for Collier County as COVID-19
continues to impact the world. Feeding America estimates a 6.7% increase in food insecurity in Collier
County due to the pandemic. To address these concerns, Volunteers with RSVP will be placed at food
pantries, meal delivery agencies, and resource organizations to assist individuals facing food shortages.
By engaging volunteers in programs such as Cultivate Abundance, a local garden that provides fresh
locally grown produce to migrant farm workers, they can help to change this dynamic. Cultivate
Abundance maintains three gardens in Collier County. Volunteers will assist with gardening,
harvesting, and distributing food at the church where the main garden is located. RSVP will place 20
volunteers at stations in this focus area to serve 100 individuals.
Focus Area 3: Economic Opportunity- Housing
Homelessness is becoming more prevalent in Collier County due to high cost of living, chronic
unmanaged mental illness, and substance abuse disorders among many other factors. Collier County
is working with several community agencies to deliver a five-year strategic plan that incorporates safe
and affordable housing as a community priority. Collier County is home to more than 603 homeless
individuals on any given night (2020 Hunger and Homeless Coalition of Collier County Point in Time
Count). Of those 127 are diagnosed with a severe mental illness and an additional 155 are chronic
substance abusers (2020 Hunger and Homeless Coalition of Collier County). These factors increase
the cost burden to taxpayers for recidivism and recurrent emergency medical treatments. RSVP can
contribute to the affordable housing efforts described in the Collier County 5-year strategic plan.

RSVP of Collier County will deploy volunteers to agencies focused on housing support, Rapid
Rehousing, and Permanent Supportive Housing. These services will measure performance through
service connection; counting individuals connected with necessary services to find housing and
maintain it. Several organizations within Collier County provide programs to reduce and prevent
homelessness. The Hunger and Homeless Coalition of Collier County and Habitat for Humanity will
be key partners in providing housing support. By partnering with these agencies, volunteers will
connect homeless individuals with housing support services.
Housing First is an evidence-based practice being implemented at the Federal level by the United
States Interagency on Homelessness and is explained by the National Alliance to End Homelessness
(NAEH) as ¿a homeless assistance approach that prioritizes providing permanent housing to people
experiencing homelessness, thus ending their homelessness and serving as a platform from which
they can pursue personal goals and improve their quality of life.¿ Collier County¿s Volunteers will
work with homeless individuals that present to organizations involved in housing efforts, such as
United Way, to aid with the housing search and resource connection leading to successful housing
placement.
Use of print ads, social media, and networking directed at housing support Volunteers will be the
primary source of volunteer recruitment in this challenging focus area. Volunteers will be trained in
the Housing First approach by the Project Director and Volunteer Station, focusing on how providing
housing leads to other successful outcomes through substance abuse and/or mental health treatment,
employment, obtaining disability benefits or securing resources for food and transportation.
Prioritizing housing establishes a foundation for life improvement and allows individuals to make
informed decisions about their health and well-being. RSVP of Collier County will place 5 Volunteers
in the housing focus area to serve 10 individuals with connection to housing services.
Other Focus Areas:
Collier County supports many community organizations through volunteerism. Education, physical
fitness, and disaster services are other focus areas served through RSVP volunteer involvement. RSVP
will place a significant number of volunteers in these well-established and beloved programs.
To address Healthy Futures Access to Care, RSVP of Collier County will continue the highly
successful Bone Builder program throughout this grant cycle engaging 50 volunteers. This has been a
highly effective and desirable program led by RSVP Volunteers and held across the county in many
community centers and parks. Originally developed from the Strong Living Program at Tufts
University, Bone Builders uses low impact, low weight exercises to increase bone density and reverse

the effects of osteoporosis when followed diligently. An estimated 44 million men and women in the
US over age 50 have developed osteoporosis or low bone mass, according to the International
Osteoporosis Foundation. Regular attendance at Bone Builders classes can improve mobility, reduce
falls, and create a greater sense of self-confidence.
In 2019, 44 volunteers contributed 2572 hours teaching the Bone Builders class. RSVP of Collier
County currently partners with 14 community centers to provide the Bone Builders Program free of
charge. Bone Builders classes are held two to three times per week and average 960 classes per year.
This allows nearly 900 seniors to participate in the Bone Builders classes per year.
COVID-19 has temporarily stalled the Bone Builders program. Most community centers have been
closed since March 2020. This hasn¿t stopped the instructors, who have found ways to teach classes
online via Zoom using household items for weight and balance.
33% of County households speak a language other than English in the home. This can create barriers
for education volunteers who only speak English. Recruitment of multilingual individuals will be a
focus for RSVP of Collier County through targeted recruitment in community groups that promote
language learning and cultural development such as the Immokalee Interagency Council and the
Community Redevelopment Agency. Volunteers from RSVP of Collier County mentor and tutor
children regularly through several community organizations. These stations include The Boys and
Girls Club of Collier County (BGCCC), Literacy Volunteers of Collier County, PACE Center for Girls,
and Champions for Learning. RSVP will place 15 volunteers in education while serving 20 students.
Boys and Girls Club offers tutoring for elementary age children and mentoring for high school
students, allowing volunteers to choose the age group they would like to work with. Tutoring
volunteers work with small groups of 3-4 children to complete homework and reading comprehension
activities. The mentoring program matches volunteers with high school students to assist with college
and scholarship applications, resume building, and career development.
The Literacy Volunteers of Collier County has been a premier provider of literacy tutoring in Collier
County since 1984. Services offered include one-on-one tutoring, small group classes, interactive
English Language Learning Laboratory, and a Family Literacy program. RSVP volunteers prepare
lesson plans for each session and meet with student¿s one to two times per week for at least one hour.
One-on-one tutoring takes place at local libraries, community centers, church facilities, education and
social service centers, the LVCC offices or via the Zoom video conference platform providing
convenience and ease of access to both the tutor and student.
Champions for Learning offers a competitive scholarship program that focuses on High School

students and college preparation. Mentors meet with each assigned student to guide them in school
activities or homework, prepare college applications and financial aid applications. These mentors
offer post high school readiness and support. Champions for Learning also offer volunteer
opportunities that support education and learning such as fundraising, grant selection committee, and
teacher recognition events.
PACE Center for Girls is based in Immokalee, FL and provides young women an opportunity for a
better future through education, counseling, and advocacy. Girls ages 12-17 facing challenges due to
poverty, foster home placement, substance abuse, incarceration, and domestic violence among other
things, and are at least one year behind in school are eligible for Pace services. Pace provides a
nurturing, girl centered program through counseling and academics to improve school success and
reduce recidivism.
Disaster services are provided by many organizations throughout Collier County due to the risk of
hurricanes, wildfires, flooding and the most recent unprecedented disaster, COVID-19. Volunteers will
be offered disaster services training through the Salvation Army. RSVP will use 5 volunteers in this
focus area to be trained in disaster preparedness. Collier County is no stranger to disastrous effects of
weather and environment but is impacted by a major hurricane only once every 9.5 years on average.
It is beneficial to have continuous education for seniors to ensure they are prepared ahead of a disaster
and RSVP will track the number of individuals trained in disaster preparedness. The impacts of this
training will vary greatly depending on the need for disaster services each year.
United Way of Collier and the Keys offers the Volunteer Income Tax Assistance (VITA) Program to
assist individuals and families earning less than $56,000 annually to complete and file tax returns
typically resulting in a tax refund. RSVP of Collier County has placed 2 volunteers at this station.
RSVP works with the Station Supervisor to track the amount of tax refunds being returned to
individuals because they were able to file taxes through the VITA program.
The effects of COVID-19 will be felt for years even with a successful vaccination program. Challenges
include safety in public spaces, economic stability, and engagement of community organizations.
With limited interaction volunteers have been providing service in other ways. RSVP will work with
volunteers to continue safe practices and improve community outreach in an unprecedented time.
Other Community Priorities:
While RSVP of Collier County concentrates efforts on primary focus areas, many seniors and stations
benefit from RSVP volunteers outside of the CNCS focus areas or capacity building. Some
organizations are unable to report certain outcomes or reporting creates a burden, but these stations

and volunteers are important to improving the community. These stations include PANIRA
Healthcare Clinic, Habitat for Humanity and Naples Players.
PANIRA Healthcare Clinic offers low-cost quality healthcare to low-income, uninsured and
underinsured individuals. Volunteers provide reception, administrative and medical support services
and are often the first person a patient interacts with. Habitat for Humanity of Collier County is
dedicated to eliminating substandard housing locally and worldwide through constructing,
rehabilitating and preserving homes; by advocating for fair and just housing policies; and by providing
training and access to resources to help families improve their shelter conditions. Volunteers assist
with administrative support and the building of homes for low-income families. Naples Players offers
acting classes for those diagnosed with Autism Spectrum Disorder (ASD) and Sensory Processing
Disorder (SPD). Volunteers provide role-playing opportunities with the students to work on teamwork,
social skills, and communication through theater. RSVP of Collier County will place 20 volunteers in
other community priorities.
The RSVP Project Director will attend volunteer fairs, networking opportunities, and connect with
local social groups to recruit volunteers. Newspaper, internet and magazine advertisements will be
used to publicize RSVP of Collier County to larger groups throughout the county. Social media and the
Collier County RSVP website will also provide Volunteer opportunity listings to engage Seniors who
may not have access to other recruitment activities. The Project Director will host quarterly lunch
and learn seminars to enhance training opportunities and improve community knowledge of available
programs for Seniors. Volunteers will be encouraged to bring a friend to these events and can be
rewarded if their friend commits to volunteering with RSVP. Other exciting recruitment opportunities
include bring a friend game night where volunteers can participate in games like Bingo or Bunko.
RSVP will host Volunteer meet and greets where potential volunteers meet current volunteers to
discuss opportunities and program satisfaction and community centered events that link volunteers to
community members in a fun and exciting way such as a Halloween Bash or Spring Fling. The
Project Director will diversify recruitment efforts to improve outreach to people of all races, ethnicities,
sexual orientations, and individuals fluent in languages other than English. These recruitment efforts
will diversify the volunteers within Collier County and allow RSVP to serve more individuals within
the community. The Project Director will connect with the Collier County Black Affairs Advisory
Board and Immokalee Interagency Council to improve recruitment efforts among diverse individuals.

VolunteerMatch.org is one internet-based page specifically for volunteers seeking opportunities. All
available volunteer opportunities are listed regularly to broadcast openings. Upon recruitment,
volunteers are interviewed to determine their experience, eligibility, and ability to contribute to the
volunteer station. Volunteers are taken on a tour of their selected station(s) and meet the Station
Supervisor. The Project Director provides more information about training, the assignment and
expectations while volunteering. The Volunteer will be provided an RSVP Volunteer Handbook
outlining program expectations and their responsibilities upon station placement. The Volunteer,
Project Director and Station Supervisor are required to sign an assignment description form outlining
the position and responsibilities. The Station is responsible for providing job specific training and any
background checks needed. If a Volunteer or Station is not satisfied with the initial placement, a
volunteer can be reassigned to a new position or location.
Program Development
RSVP of Collier County¿s primary focus areas are Veterans and Military Families, Economic
Opportunity- Housing, and Healthy Futures- Food Security. Collier County has seen an increase in
families moving to the area increasing the need for connection to organizations focused on family
centric services. By focusing on these populations, RSVP of Collier County can broaden the stations
being offered to volunteers and incorporate more volunteers in critical needs outcomes. The RSVP
Project Director will work with the Advisory Council and community agencies to develop a program
that serves the needs of the community and the volunteers. The Advisory Council will provide insight
into the interests of volunteers and connections with community organizations that are able to
partner with RSVP of Collier County.
Veterans present challenges that are difficult to navigate without the knowledge of prior military
service. Veterans helping Veterans is the most beneficial and successful method of providing services
to Veterans. Many Veterans do not realize they are eligible for services or benefits from the Veterans
Administration. Connecting intergenerational Veterans can help with navigating the system through
experience. Recruiting through Veteran centered organizations like the Naples Veteran Center, RSVP
of Collier County is more likely to engage individuals who have a better understanding of Veteran
related issues. Veterans facing homelessness, mental health crisis, and community reintegration after
service are more likely to turn to those who understand their situation.
Challenges associated with housing include lack of affordable housing within Collier County, housing
stability after placement, and limited availability of housing assistance programs. RSVP Volunteers
placed in housing efforts will be recruited through direct contact methods. The Project Director will

network with the Naples Chamber of Commerce, Rotary Club, Seniors Blue Book, Housing Education
Lending Program, and Veteran service organizations to engage volunteers focused on reducing
homelessness in Collier County. RSVP of Collier County will incorporate Volunteers into programs
focused on providing affordable housing and community resources.
RSVP Volunteers will interact with individuals directly to provide resources that assist with rent
payments and subsidies that improve the likelihood of maintaining housing. Volunteers may be
expected to provide some case management type services for those experiencing or at risk of
homelessness. Those services may include connection to transitional housing, food resources, and
linkage to health services to improve client morale and maintain contact, as many homeless
individuals disappear when they are denied assistance or cannot gain access to long-term options.
Many of these organizations rely on Federal funding from HUD to provide rapid rehousing and tenant
based rental assistance causing service activities like number of individuals housed to become
duplicated. RSVP will track the number of individuals that have been connected to housing services
and community resources within those agencies to aid in determining outcomes. Service connection is
an integral part of long-term housing success.
Food insecurity can create embarrassment over one¿s financial inability to provide food and, greatly
impact the health of individuals who are not eating a balanced diet. Specific regions of Collier County
face higher rates of food insecurity than other areas. Immokalee is a prime example of impoverished
families struggling to find nutritious food on very low incomes. Immokalee is a farming community
located approximately 50 miles from the center of Naples. RSVP will target this area to improve
outcomes for migrant farmworkers facing food insecurity. The Project Director will continue
connecting with Immokalee based community organizations such as Cultivate Abundance to
determine what services are most culturally relevant to Immokalee residents. The Project Director will
connect with Cultivate Abundance, the Immokalee Interagency Council, and Pace Center for Girls to
promote RSVP Volunteer positions in multiple languages to encourage residents to support
volunteering in their community. Other areas of Collier County will also be impacted by food
distribution volunteers. Current stations like Harry Chapin Food Bank and St. Vincent de Paul will
focus on Collier County centrally located food distribution. RSVP of Collier County has 28 volunteers
in food distribution stations. Additional volunteers will be recruited through volunteer events and local
community magazine advertisements.
Other focus areas and community priorities are well developed and coordinated to continue service
once COVID has relented. Volunteers regularly ask for additional Bone Builders classes and

opportunities to serve in different capacities. RSVP of Collier County will maintain the participation in
these programs through volunteer recognition and engagement in events that allow volunteers to
share their experiences.
RSVP of Collier County has retained 26% of its current Volunteer base for ten years or more and seeks
to recruit 125 new volunteers this grant cycle. Long-term volunteer engagement is critical to the
success of the program. Volunteer Recognition is one aspect of retaining volunteers for longer periods.
Job satisfaction is an additional feature of keeping volunteers engaged. The Project Director will
continue hosting volunteer recognition events. Additional events will be provided to encourage
community members to visit with volunteers outside of service activities. Some of these events include
a Halloween Bash where community members and volunteers dress up and attend a dance party with
food and entertainment in a relaxed and fun atmosphere.
Volunteer health and safety is the priority of RSVP of Collier County. COVID-19 has created
challenges with retaining Volunteers, recruiting new Volunteers and meeting community outcomes
through other service opportunities. These challenges have increased the efforts of the Project Director
to find or create virtual volunteer opportunities, engage volunteers in other ways without direct
contact and networking with organizations to change the look of volunteering during a global
pandemic. RSVP of Collier County will monitor any health and safety concerns and ensure Volunteers
are able to return to service with personal protective equipment and safety measures in place to
protect the station, volunteers and community members. The Project Director will work with stations
to provide alternate volunteer opportunities until a safe return to service is possible during any disaster
or prolonged public health emergency.
The Project Director manages the RSVP of Collier County Volunteer Program through regular
communication with volunteers and volunteer stations. The Advisory Council also communicates
desired program attributes to the Project Director. The Advisory Council provides insight into what
opportunities volunteers are interested in pursuing and assists the Project Director in planning events,
reviews program information and budget, and provides input about program activities like
fundraising.
Volunteers are given an orientation by the Project Director that provides information about RSVP of
Collier County and job specific expectations. Volunteers are provided training by their Volunteer
Station to acquaint them with the station and job being performed. Other training opportunities are
offered by RSVP partners as they become available. It is imperative that RSVP Volunteers be trained

regularly. Each station will offer an initial volunteer training and continued training each year as
needed to continue volunteer service.
Volunteers will be under the supervision of the Station Supervisor during service activities. The Project
Director will communicate with Volunteers and Stations regularly through phone calls, email, and in
person interactions. This communication will allow the Project Director to direct Volunteer
advertisements to areas of need, engage Volunteers in new service opportunities, and encourage
Volunteers to share their experiences with potential volunteers.
Volunteers will undergo a National Service Criminal History Check (NSCHC) as required for station
jobs that involve work with children or elderly populations. The volunteer registration form also
requests information about prior convictions to protect the safety of the vulnerable clients we serve.
Volunteers may also be required to sign an agreement stating they will not disclose confidential
information about clients, stakeholders or other volunteers. HIPAA regulations apply to some
volunteer opportunities requiring volunteers to be trained in health information protection by the
station. RSVP of Collier County ensures all stations adhere to these requirements through regular
station visits and continuous volunteer training opportunities.
Volunteers and Stations will track and submit Volunteer hours as described in the Memorandum of
Understanding signed by the Station Supervisor. The Project Director will maintain a log of Volunteer
services hours electronically in Volunteer Reporter. Time tracking will be used to complete the semi-
annual progress report for CNCS. It will also be used to recognize Volunteers for time served
throughout the year. Surveys will be sent to Volunteers, stakeholders, program participants, and
Stations annually to gather responses about the services provided, the benefits each person has
received because of RSVP, and ways to improve RSVP of Collier County. These surveys also provide
valuable information about community needs and continued service opportunities.
Each year Volunteers will have a Welcome Back lunch that allows volunteers to gather, following
time spent away from the program due to summer activities and dual residency, and return to service
with new gear and renewed spirit. RSVP of Collier County also hosts a recognition luncheon in April
that recognizes Volunteers for all their hard work over the previous year. Volunteers are recognized
for the total amount of hours served, years served, and exceptional volunteerism that leads to
improved community outcomes and experiences. The Volunteer of the Quarter is featured in the
RSVP Quarterly Newsletter and given a special item to recognize their exceptional service. A volunteer
is selected each year to receive the Volunteer of the Year Award recognizing excellent service to the
community.

Organizational Capability
The Project Director will complete CNCS required progress reports, progress report supplements,
federal financial reports and applications in a timely manner. RSVP of Collier County has continually
submitted reports on time since the inception of the program. All requests from our CNCS Portfolio
Manager have been answered promptly. The Project Director immediately reviews and implements all
communications from CNCS as necessary.
RSVP of Collier County has been operating under CNCS and Collier County Government since 1998.
The Collier County Community and Human Services Division oversees grant activities and has a
demonstrated track record of sound programmatic and fiscal oversight specifically in grant
management. The most recent single audit revealed ¿no findings or management letter comments.¿
Currently, CHS successfully administers approximately ¿$21¿ million in federal and state grant funds.
The entire government entity is supported by professionals in Human Resources, Risk Management,
Office of Management and Budget, and Procurement. Each area is led by seasoned professionals with
appropriate professional degrees and certification credentials. The County Attorney¿s Office reviews all
documents for legality.
RSVP of Collier County demonstrates highly effective financial management through our written
and implemented policies and procedures, qualified and trained financial staff, effective
communications, cross training and self-assessments. To further ensure financial compliance of our
program, the local Office of Management and Budget provides oversight on all aspects of financial
grant management providing an additional layer of internal control over the application, budget,
procurement, financial transactions, draws, reports and grant closeout. Furthermore, we have a
finance department separate from the BCC that provide pre and post audit functions for all fiscal
components.
To ensure compliance with RSVP program requirements, staff receive internal training on
administrative processing and financial tracking. Staff also attend regional, state, and national
conferences that help develop skills and ideas that will progress all involved or impacted by RSVP of
Collier County. The Project Director and the Collier County Grant Compliance Unit examine physical
records and cross reference information in Volunteer Reporter to confirm and maintain accuracy. To
keep all RSVP programmatic information including statutes, regulations, and applicable OMB
circulars, the Project Director participates in all webinars and conference calls related to the program.
The RSVP Project Director and the project accountant regularly participate in RSVP sanctioned
training opportunities and federally sponsored trainings focused on compliance requirements, OMB

circular CFR part 200. Working with the fiscal department, the Project Director ensures responsible
and timely spending of grant funds through fiscal oversight and budgetary maintenance.
Collier County has established purchasing and procurement policies to oversee fund management
and expenditures. Supplies and capital assets such as facilities and equipment will be tracked,
distributed and used by staff, volunteers or volunteer station supervisors. Stations submit the in-kind
contribution form for any donations made to RSVP for program use. These forms are used to track
the generous donations made for annual recognition events and all volunteers are required to sign
accepting these items as proof that they are allowable, reasonable, and allocable. The in-kind
contribution forms are also used to document donations of goods or services to the program
throughout the year.
The day to day operation of RSVP of Collier County is managed by Christin Plummer, Project
Director and follows RSVP regulations and guidelines as established by CNCS and the Code of Federal
Regulations. Mrs. Plummer has two years of experience managing local, state and federal grant
funds. The Project Director is responsible for recruitment of volunteers and volunteer stations,
program development and expansion, grant compliance, preparing the annual budget, developing and
implementing policies, generating reports, developing public relations and communications, preparing
media materials, hosting volunteer recognition events, and serving on applicable community boards,
councils, and committees.
Under the direction of Kristi Sonntag, the Director of Community and Human Services and Financial
and Operational Support Manager, Maggie Lopez the department collectively holds 30 years of grants
administration experience. To fiscal responsibility, Blanca Aquino Luque, Accounting Supervisor,
performs all general accounting and budget services for RSVP of Collier County. Ms. Luque has over
15 years of experience in not-for-profit and government accounting and holds a CPA license.
The Collier County Board of County Commissioners (BCC) are strong supporters of RSVP of Collier
County. The Board consists of five elected officials who serve as the chief legislative body of the
County. The Board provides the space, administrative, financial and organizational support and
direction for RSVP of Collier County.
Under the Community and Human Services Division, RSVP of Collier County has established policies
and procedures that are incorporated into all aspects of our program. A policy and procedure manual
has been created and is maintained and reviewed annually by the RSVP Project Director, grant
accountant, and the management team. These policies and procedures follow the national RSVP
Operations Handbook and CFR 45: Part 2553, the RSVP Code of Federal Regulations.

The average cost of a volunteer in Florida for 2019 is $25.43 according to Independentsector.org,
averaging the wage of a non-management, non-agricultural employee. Collier County has estimated
that it will have 125 unduplicated volunteers for the FY 21-22 These volunteers will serve in the CNCS
designated focus areas. The non-federal share will be met through a combination of cash funding
from Collier County Board of County Commissioners and in-kind donations from Collier County
Government, local businesses, communities and individuals. Estimated in-kind donations in the
amount of $15,000 are currently based upon classroom space donations from Collier County BCC and
community facilities.
The RSVP Project Director devotes 85% of their time to program management. As previously
authorized by the Florida State Office, the other 15% of time is allocated to other Community and
Human Services grants activities.

Engaging Veterans in volunteer service has been shown to improve Veteran mental health and Veterans helping Veterans is the most successful
method of providing services to this population. Most Veterans are unique in their experiences and lifestyle. RSVP of Collier County intends to
recruit Veteran volunteers through organizations such as the Veteran Center of Naples, volunteer fairs held by popular Veteran organizations, and
through Veteran specific programs like Home Base. With increased Veteran volunteerism, RSVP is more likely to reach other Veterans to provide
services. Creating partnerships and volunteer opportunities with organizations that serve Veterans will engage more individuals and build trust
between Veterans and RSVP of Collier County.
Services for Veterans that RSVP is seeking to offer include but are not limited to travel to and from medical appointments at Veterans
Administration healthcare centers, health centric programs like Home Base Warrior Fitness, housing and employment assistance with Wounded
Warriors. RSVP of Collier County proposes to recruit 15 Veteran volunteers to serve at least 100 Veterans through these programs. These
volunteers will engage Veteran community members through employment assistance, mental health referral services, and service connection to
Veteran specific agencies geared toward improving Veteran transitions from the military to civilian life.
It is clear, food security and food shortage are significant concerns for Collier County as COVID-19 continues to impact the world. Feeding
America estimates a 6.7% increase in food insecurity in Collier County due to the pandemic. To address these concerns, Volunteers with RSVP will
be placed at food pantries, meal delivery agencies, and resource organizations to assist individuals facing food shortages. By engaging volunteers

change this dynamic. Cultivate Abundance maintains three gardens in Collier County. Volunteers will assist with gardening, harvesting, and
distributing food at the church where the main garden is located. RSVP of Collier County will assist food banks, the St. Matthews House shelter
and organizations that help individuals apply for SNAP benefits to provide services to community members needing food assistance. RSVP will
place 20 volunteers at stations in this focus area to serve 100 individuals.
RSVP of Collier County will deploy volunteers to agencies focused on Rapid Rehousing and Permanent Supportive Housing. These services will
measure performance through service connection; counting individuals connected with necessary services to find housing and maintain it. Several
organizations within Collier County provide programs to reduce and prevent homelessness. St. Matthews House, National Alliance on Mental
Illness, the Hunger and Homeless Coalition of Collier County, United Way of Collier County and the Collier County Housing Authority will be key
partners in providing housing support. By partnering with these agencies, volunteers will connect homeless individuals with housing support
services.
Housing First is an evidence-based practice being implemented at the Federal level by the United States Interagency on Homelessness and is
explained by the National Alliance to End Homelessness (NAEH) as “a homeless assistance approach that prioritizes providing permanent
housing to people experiencing homelessness, thus ending their homelessness and serving as a platform from which they can pursue personal
goals and improve their quality of life.” Collier County’s Volunteers will work with homeless individuals that present to organizations involved in
housing efforts, such as United Way, to aid with the housing search and resource connection leading to successful housing placement. Volunteers
will be trained in the Housing First approach by the Project Director and Volunteer Station, focusing on how providing housing leads to other

successful outcomes through substance abuse and/or mental health treatment, employment, obtaining disability benefits or securing resources for
food and transportation. Prioritizing housing establishes a foundation for life improvement and allows individuals to make informed decisions about
their health and well-being.
To address Healthy Futures Access to Care, RSVP of Collier County will continue the highly successful Bone Builder program throughout this grant
cycle engaging 50 volunteers. This has been a highly effective and desirable program led by RSVP Volunteers and held across the county in many
community centers and parks. The current volunteers and participants have expressed an interest in expanding these classes to other geographic
areas throughout the county to benefit all Collier Seniors. Originally developed from the Strong Living Program at Tufts University, Bone Builders
uses low impact, low weight exercises to increase bone density and reverse the effects of osteoporosis when followed diligently. An estimated 44
million men and women in the US over age 50 have developed osteoporosis or low bone mass, according to the International Osteoporosis
Foundation. That’s a staggering 55% of the population over age 50! Regular attendance at Bone Builders classes can improve mobility, reduce
falls, and create a greater sense of self-confidence.

Disaster services are provided by many organizations throughout Collier County due to the risk of hurricanes, wildfires, flooding and the most
recent unprecedented disaster, COVID-19. Volunteers will be offered disaster services training through the Salvation Army. RSVP will use 5
volunteers in this focus area to be trained in disaster preparedness. Volunteers will only be deployed to disaster recovery situations as they arise.
Collier County is no stranger to disastrous effects of weather and environment but is impacted by a major hurricane only once every 9.5 years on
average. It is beneficial to have continuous education for seniors to ensure they are prepared ahead of a disaster and RSVP will track the number
of individuals trained in disaster preparedness. The impacts of this training will vary greatly depending on the need for disaster services each year.
United Way of Collier and the Keys offers the Volunteer Income Tax Assistance (VITA) Program to assist individuals and families earning less than
$56,000 annually to complete and file tax returns typically resulting in a tax refund. RSVP of Collier County has placed 2 volunteers at this station.
RSVP works with the Station Supervisor to track the amount of tax refunds being returned to individuals because they were able to file taxes
through the VITA program.

Description:Volunteers will assist low-income individuals in preparing and submitting Federal tax returns during tax
season each year.
While RSVP of Collier County concentrates efforts on primary focus areas, many seniors and stations benefit from RSVP volunteers outside of the
CNCS focus areas or capacity building. Some organizations are unable to report certain outcomes or reporting creates a burden, but these stations
and volunteers are important to improving the community. These stations include PANIRA Healthcare Clinic, Habitat for Humanity and Naples
Players.
PANIRA Healthcare Clinic offers low-cost quality healthcare to low-income, uninsured and underinsured individuals. Volunteers provide
reception, administrative and medical support services and are often the first person a patient interacts with. Habitat for Humanity of Collier
County is dedicated to eliminating substandard housing locally and worldwide through constructing, rehabilitating and preserving homes; by
advocating for fair and just housing policies; and by providing training and access to resources to help families improve their shelter conditions.
Volunteers assist with administrative support and the building of homes for low-income families. Naples Players offers acting classes for those
diagnosed with Autism Spectrum Disorder (ASD) and Sensory Processing Disorder (SPD). Volunteers provide role-playing opportunities with the
students to work on teamwork, social skills, and communication through theater. RSVP of Collier County will place 15 volunteers in other
community priorities.
