EXECUTIVE SUMMARY
Recommendation to approve the State Housing Initiatives Partnership (SHIP) Program Annual
Reports and authorize the Chairman to sign the Local Housing Incentives Certification to closeout
Fiscal Year 2016/2017, and interim Fiscal Years 2017/2018, 2018/2019 and 2019/2020 to ensure
compliance with program requirements.
OBJECTIVE: To comply with the SHIP Program's annual report submission requirements.
CONSIDERATIONS: Section 420.9075(10), Florida Statutes requires the unit of local gover nment
participants in the SHIP Program to submit an annual report signed by the county’s chief elected official.
The annual report shall certify that the local housing incentive strategies and the local housing incentive
plan have been implemented or are in the process of being implemented.
The SHIP fiscal year runs from July 1st to June 30th. Local governments have three (3) years to expend
program funds. The County must submit a “closeout” report outlining its affordable housing program and
accomplishments to the Florida Housing Finance Corporation (FHFC) by September 15, after the end of
the third (3rd) year, or when all funds for fiscal year allocation are spent (whichever occurs first). The
Fiscal Year 2016/2017 report is being presented as a closeout report since the grantor approved an
extension to expend all funding fully. Therefore, Fiscal Years 2017/2018, 2018/2019 and 2019/2020
reports are being presented as interim reports. FHFC granted an extension to the County for Fiscal Year
2017/2018 in April 2020, to allow the County to continue spending through December 30, 2020, as a
result of the Coronavirus Pandemic.
The annual reports and the certification form are due to FHFC by September 15, 2020. This year FHFC
requested that the 2016/2017 report be submitted upon completion prior to the deadline in order to resolve
an issue within the FHFC online reporting system that does not allow concurrent report submission. As
such, the 2016/2017 report was submitted on August 28, 2020. Once the 2017/2018 annual report and all
certification forms are executed and submitted to the FHFC, Collier County will be in compliance with
the reporting requirements of the SHIP Program.
FISCAL IMPACT: The annual reports have no new Fiscal impact. The funding source for this grant is
the Florida Housing Finance Corporation. Funds are budgeted in the SHIP Fund 791 Projects 33467,
33525, 33568, 33569, and 33613. Execution of this certification will ensure that Collier County continues
to participate in and receive future funding for the SHIP Program.
GROWTH MANAGEMENT: Execution of this certification and continued participation in the SHIP
Program will allow Collier County to enhance the development of affordable workforce housing in
accordance with the Housing Element of the Growth Management Plan of Collier County.
LEGAL CONSIDERATIONS: The certification is a form document provided and required by the
Florida Housing Finance Corporation. This item is approved for form and legality and requires a majority
vote for Board action. - JAB
