EXECUTIVE SUMMARY
Recommendation to approve the electronic submittal of an FY19/20 grant application for the
Federal Highway Administration Flexible Funding in the amount of $250,000 for Americans with
Disabilities Act (ADA) improvements to existing bus stops throughout Collier County through the
Federal Transit Award Management System.
OBJECTIVE: To obtain grant funds to provide enhanced ADA accessibility for Collier Area Transit
(CAT) Passengers.
CONSIDERATIONS: During the November 8, 2019, Collier Metropolitan Planning Organization
(MPO) Board meeting, the MPO Board approved projects to spend down the Fiscal Year 2020 Surface
Transportation Urban Area Box funds. One of the projects approved was to make ADA improvements to
up to fifteen (15) bus stops throughout Collier County. Collier County was provided $250,000 in FY19/20
for this purpose. In order to utilize these funds for a transit project, a grant application must be created in
the Federal Transit Administration (FTA) Transit Award Management System (TrAMS). The application
has been prepared and attached for the Board of County Commissioners (Board) approval. Approval of
this Item will authorize its transmittal in TrAMS to FTA.
The grant requires a twenty percent (20%) match for transit projects. Collier County has requested and
received approval from the Florida Department of Transportation (FDOT) to use $62,500 in
transportation development credits as a soft match for the grant.
After review and approval from FTA, the grant application will be electronically executed in TrAMS by
the Public Services Department Head who was appointed by the Board to act as their designee. The
Public Transit & Neighborhood Enhancement Division (PTNE) and the Office of Management and
Budget (OMB) Grants Compliance staff will also use this system to manage the projects and submit all
required reports.
FISCAL IMPACT: The total project cost is $312,500 and the grant apportionment is $250,000. Upon
receipt of award, a Budget Amendment will be required to recognize grant funds when FTA awards the
grant to PTNE. Collier County has requested and received approval from FDOT for the use of
transportation development credits in the amount of $62,500 as a soft match to comply with the twenty
percent (20%) match requirement.
GROWTH MANAGEMENT IMPACT: Transit capital improvements supports the goals and
objectives of the Transportation Element of the Growth Management Plan.
LEGAL CONSIDERATIONS: This Item is approved for form and legality and requires a majority vote
for Board action. -JAB

application to the Federal Transit Administration (FTA). This grant will be used for ADA
improvements to up to five existing bus stop sites.

State Freight and Logistics Administrator.
The following two actions are very important for Collier Area Transit staff to carry out:
1. The amount and the use of these TDCs, the Department’s Financial Management Project
Number and the page in the State Transportation Improvement Plan (STIP) where this
project is listed should be included in Collier Area Transit's FTA Section 5307 grant

This is in response to the memorandum dated June 12, 2020, requesting the Department’s authority to grant a
request by Collier Area Transit to use state toll revenue credits in the amount of $62,500 as soft match for the
pending capital portion of their FTA Section 5307 grant application. In accordance with Title 23 United States
Code Section 120(i)(1) and the State of Florida’s adopted policy regarding the use of toll revenue credits for
public transit capital and planning projects, we concur with your determination of eligibility and hereby
authorize Collier Area Transit to use $62,500 of Florida toll revenue credits as soft match for these FTA
projects.
Use of the toll revenue credits as soft match will effectively allow for FTA funding of capital projects at a 100%
federal share. When providing a copy of this authorization to Collier Area Transit please ask them to reference
the use of this credit in their project budget sheets of their FTA application and send a copy of this
authorization letter to their FTA Project Manager. Also include the item number reference where these
projects are included in the STIP. FDOT will work with the Federal Highway Administration to ensure that the
use of the toll revenue credits is properly accounted and recorded.
