I. Call to Order
Chairman Branco called the meeting to order at 2:04 PM. A quorum of four was present.
II. Attendance

IV. Approval of Minutes – June 25, 2020
Ms. Dammert moved to approve the minutes of the June 25, 2020 Lely Golf Estates Beautification
M.S.T.U. meeting as presented. Second by Ms. Slebodnik. Carried unanimously 4 - 0.
V. Chairman’s Report – Tony Branco
A. Community Assessment
Chair Branco shared the following observations from his drive through:
Overall, the community looks good.
The Doral entrance needs some attention and new plants.
A tall shrub at Pebble Beach Boulevard golf cart crossing was trimmed by golf course
maintenance staff.
A solar panel hit by a palm frond at golf course estates was repositioned to face south.
Retaining wall repair on St. Andrews Boulevard is complete; mulch and pea gravel for paver
joints application scheduled week ending August 1, 2020.
McGee & Associates Summary Report demonstrated landscape refurbishment progress.
“R” (repeat) item status: one (1) landscape items are two years old; three (3) are eighteen
months old; three (3) exceed twelve months and one (1) is six months or more.
The Committee requested items eighteen months and older be addressed by the August 2020
meeting.
Mr. Schumacher noted significant improvements have been made as referenced in a revised status
of the landscape summary report dated July 20, 2020.

B. Wastewater Pump Refurbishment – Saint Andrews Boulevard
Chair Branco distributed a “Neighborhood Notice” from the Collier County Public Utilities
Department, Engineering and Project Management Division, dated July 17, 2020 outlining the
Wastewater Pump Station 300.06 Rehabilitation at Saint Andrews Boulevard project located in the
median of Saint Andrews Boulevard stating:
“The project will rehabilitate 35-year-old infrastructure that has reached the end of its useful life.
The rehabilitation of this wastewater system will bring the pump station into compliance with new
standards meant to enhance safety and reliability. We do not anticipate any sewer service
interruptions during this project.
The scope of work includes:
• Installation of a remote diesel generator to prevent sewer overflows during power outages.
• Coating the interior of the wet well structure to protect the concrete walls from corrosion.
• Replacing the existing wastewater submersible pumps with more efficient and reliable pumps.
• Replacing the deteriorating riser pipes inside the wet well with corrosion-proof high-density
polyethylene (HDPE).
• Removing the difficult to maintain, nonstandard valves and control housing and replacing it with
new standard valves and above ground HDPE pipe.
• Replacing the existing electrical components with a standard control panel to meet current
standards and codes.
• Restoration and landscaping in accordance with community input.
This project was approved by the Board of County Commissioners on July 14, 2020. Construction is
anticipated to start in two months.”
Chair Branco requested Mr. McGee recommend landscaping for the median. Mr. Schumacher will
forward the design and plant recommendations to the Public Utilities Department (PUD).
Ms. Lowry arrived. A quorum of five was present.
C. Bench – Forest Hills and Augusta Boulevards
The Committee agreed to withdraw consideration for a bench installation in the Forest Hill Blvd.
Right of Way (RPW) at Augusta Boulevard to accommodate children waiting for the school bus.
VI. Contractor Reports
A. Landscape Architect’s Report – McGee & Associates (M&A)
Mr. McGee summarized the “Lely Golf Estates Landscape Observation Report FY19-20” dated
July 6th and 20th, 2020.
All Locations
“Strike throughs” indicate jobs are complete and will be removed from next month’s report.
Many issues have been addressed; remaining items are plant replacements.

Warren Street Pump Station
Superb Landscape will clean the area of debris and weeds week ending August 1st.
Water Usage
June 2020 Reuse Water Use for Warren Street of 123,545 gallons; potable water 340 gallons. Valley
Stream’s water use data was recorded as 9,840 potable gallons. Usage was deemed normal.
Mr. Schumacher will determine scope of work, secure quotes from Superb Landscaping for various
items and submit proposal to the Committee at the August meeting as follows:
Replace Ilex tree Median #5 Saint Andrews Blvd.
Install Alexander Palms Median # 16 Pebble Beach Blvd.
Perennial Peanut installation Median #19 Pebble Beach Blvd.
Perennial Peanut installation Forest Hills Crossing.
Annual Plant replacement of Pentas and Pursulane at Doral Circle.
B. Landscape Maintenance Report – Superb Landscape Services (Superb)
St. Andrews Boulevard: Median #1 was cleaned up; Median #2 will be maintained week
ending August 2nd; Median #3 tree stakes were tightened.
Flax Lilies and Bougainvilleas were trimmed.
Jatropha and Ixora were pruned on Doral Circle.
Mr. Gorden will:
Provide quantity count for Perennial Peanut on the tips on Pebble Beach Boulevard; lower
sprinkler heads to 6”, apply herbicide and install black plastic ground covering to median tip
areas at time of installation.
Reapply polymer sand fill to paver joints at the St. Andrews retainer wall.
Evaluate / re-apply polymer sand application on pavers at Doral entrance.
VII. Project Manager’s Report – Dan Schumacher
A. Budget Report
Mr. Schumacher summarized the “Lely MSTU Fund Budget 152 dated July 23, 2020” for
information purposes and provided an overview of the budget noting:
FY-20 Ad Valorem property tax revenue budget is $286,300.00, an increase of 5.93% over
FY19. The Millage rate is 2.0000 mils.

Total revenue FY-20 is $694,987.69 including investment interest, transfers, and
contributions (minus a 5% reserve of $14,500).
Current Operating Expense Budget is $257,392.00 of which Commitments total $64,569.29;
$154,007.49 is expended.
Uncommitted Operating Expense funds available are $38,615.22.
Purchase Orders “rolled over” to the FY-20 Budget reflect balances as follows:
Line 36, Improvements General
Lykins-Signtek for renovation of the Lely Gateway Monument Refurbishment in the amount
of $47,062.00.
Lykins-Signtek in the amount of $5,848.00, of which $4,321.73 is expended, for street and
traffic sign replacements.
Florida Irrigation Supply Inc. (FIS) for HydroPoint Controls to upgrade the irrigation system
in the amount of $755.69.
Hart’s Electrical in the amount of $3,630.00, of which $600.53 is expended, for HydroPoint
ground rods installation.
The FY-19 fund transfer from Capital Outlay Funds to Operating Expense was credited back
in the FY-20 budget.
Capital Outlay Fund, Line 56, reserved to fund capital projects, available balance is
$168,950.00.
Reserves for Insurance and Catastrophic/Hurricane funds total $150,000.00. A request to
consolidate the two categories into a single “fixed” dollar amount entitled Reserves for
Insurance has been submitted to the County Budget Office for the FY-20 budget; the request
is not yet resolved.
Items highlighted in Red indicate closed out Purchase Orders.
Total available balance, less committed expenses, is $358,459.51.
A budget amendment to transfer funds from Capital Outlay to Landscape Incidentals to finance
Median Restoration may be required. Mr. Schumacher will inform Committee members of the
request, subject to Board of County Commissioner (BCC) approval, if a shortfall occurs.
B. Lighting Inspection Report
The Lely M.S.T.U. Lighting Inspection summary dated July 6, 2020 indicated six (6) outages.
Ms. Slebodnik emailed light outage observations to Mr. Schumacher. He will confirm outages and
ensure the lighting report is accurate.
Hart’s will be directed to replace the sign tube lights on St Andrews Blvd and Doral Circle.
Lumec LED retrofit lamp replacements have been ordered. Upon receipt of shipment, Hart’s Electric
will install them.
C. Plant and Tree Replacements
This topic was discussed under Item VI-A, Landscape Architect’s Report.
D. Street &Traffic Signs
Fifteen traffic, speed limit and crosswalk signs were installed by Lykins-Signtek.
East side “exit” double sided street sign missing on Doral Circle will be replaced.

Curbs
Mr. Schumacher requested Mr. McGee tabulate an inventory list of damaged curbs in the district for
submission to the Road Maintenance Division. Repair work will be scheduled during routine
roadway maintenance.
E. Non-Potable Water Signs
Nine (9) non-potable water signs, without posts, at a cost of $49.00 were ordered.
Mr. Schumacher will purchase signpost and schedule installation.
VIII. Ongoing Business
A. Refurbishment of St. Andrews Entryway Monuments
Mr. Schumacher has tabulated the load calculations for the proposed Entryway Monuments.
Additionally, a P.E. licensed structural engineer with Bridging Solutions, under contract with the
County, was consulted and an informal opinion of the proposed monument design modifications was
provided. The opinion recommends that the incremental architectural enhancements would not be
expected to increase the likelihood of the walls being blown down in a hurricane.
Based on the opinion, a spread sheet analysis and request to approve the Monuments design as
presented, was submitted to Diane Compagnone, Sign Review Specialist for Collier County.
Mr. Schumacher will share the results on the status of the ruling with the Committee. The project is
“on hold” pending a decision by the County.
IX. New Business
A. LED Radar Speed Signs
Chairman Branco updated Committee and Staff on his research into radar speed signage options
to calm traffic on St. Andrews Boulevard. Specifications and a price quote were presented.
Traffic Logix SafePace 100 offers a compact, lightweight, solar powered speed sign with
battery backup.
Sign dimensions are 29” (h), 23” (w) and 3.5” (d).
Digits are 11” (h) by 5.6” (w), 98 LEDs per digit.
A “strobe light” activation feature is available.
The black and white color option would be compatible with current signage.
Two signs are recommended for the roadway. Each sign is $2,599.00 plus a $125.00 freight
charge; data collection is $400.00 per sign.
Cost of mounting posts and installation would be funded by the MSTU.
Ms. Dammert Motioned to approve the purchase of two (2) SafePace 100 speed monitoring
radar signs from Traffic Logix at a cost not-to-exceed $7,000.00. Second by Ms. Lowry.
Carried unanimously 5 - 0.
Ms. Arnold arrived.
B. Thermoplastic Crosswalks – Paver Style
Mr. Schumacher requested a quote (RFQ) for thermoplastic paver installation with brick faux finish
for crosswalks at two (2) intersections on St. Andrews and Pebble Beach Boulevards.

Chair Branco suggested Mr. Schumacher research potential financial benefit for mobilization and
material costs if multiple intersections from US 41 to Forest Hills and St. Andrews Boulevards were
done simultaneously presenting a homogenous appearance for the community.
The Road and Bridge Division may assume responsibility for project execution.
Mr. Schumacher will update the Committee on the quote status at the August 2020 meeting.
X. Committee Member Comments
1. Tuscany Villa Landscaping
Italian Cypress planted to camouflage Tuscany Villa’s diesel generator by the newsstand on St.
Andrews Boulevard is dying.
Mr. McGee expressed concern with the choice of Italian Cypress prior to installation noting it is prone
to mites and poses a maintenance issue. He recommended Podocarpus, Mast Tree or Syzgium
Paniculatum “Myrtifolia” as specified in his summary report dated 12.5.19 as alternative product.
Ms. Arnold noted in January 2019 that Tuscany Villa is private property, the planting was permitted
and approved by Collier County. Tuscany Villa is not an M.S.T.U.’s asset and involvement in the
project is out of their jurisdiction.
The Committee will consider avenues to file a complaint to have Tuscany Villa replace the Italian
Cypress.
2. Residential Property Damage
Ms. Slebodnik reported Superb Landscape personnel damaged her mailbox and failed to report the
incident. The invoice for $140.00, paid by Ms. Slebodnik, will be submitted to Superb Landscape by
Staff for reimbursement.
