Call to Order Chairman Branco called the meeting to order at 2:02 PM. A quorum of four was present. II. Approval of Minutes – February 20, 2020 Ms. Dammert moved to approve the minutes of the February 20, 2020 Lely Golf Estates Beautification M.S.T.U. meeting as presented. Second by Ms. Jorgensen. Carried unanimously 4 - 0. Chairman Branco expressed his appreciation to Director Arnold and the Staff for organizing a virtual meeting for the Lely Golf Estates Beautification MSTU. V. Chairman’s Report – Tony Branco A. Community Assessment Chair Branco reported he conducted drive throughs and shared the following observations: Fallen Palm fronds need to be removed. Medians on St. Andrews and Forest Hills Boulevards should be trimmed. Pebble Beach Boulevard has been maintained. Front entrance plantings look good. McGee & Associates Summary Report “R” (repeat) item status: three (3) landscape items are two years old; three (3) are eighteen months old; ten (10) exceed twelve months and two (2) are six months or more. Mr. Schumacher reported status of landscape replenishment will be updated during Mr. McGee’s summary review presentation noting significant progress has been made. B. Traffic Monitoring Signage Chairman Branco updated Committee and Staff on his research into radar speed signage options to calm traffic on St. Andrews Boulevard. Specifications and a price quote were presented. 26.A.2 Packet Pg. 1057 Attachment: Lely Golf MSTU Meeting Agenda & Backup - July 23, 2020 (13076 : Lely Golf Estates Beautification MSTU - July 23, 2020) MINUTES June 25, 2020 LELY GOLF ESTATES MSTU 2/6 Traffic Logix SafePace 100 offers a compact, lightweight, solar powered speed sign with battery backup. Sign dimensions are 29” (h), 23” (w) and 3.5” (d). Digits are 11” (h) by 5.6” (w), 98 LEDs per digit. A “strobe light” activation feature is available. The black and white color option would be compatible with current signage. Two signs are recommended for the roadway. Each sign is $2,599.00 plus a $125.00 freight charge. Cost of mounting posts and installation would be funded by the MSTU. Mr. Schumacher reported a County portable speed read out is in the queue for placement on a Lely roadway mid-late August. Ms. Dammert motioned to approve the purchase of two (2) SafePace 100 speed monitoring radar signs from Traffic Logix at a cost not-to-exceed $6,000.00. Second by Ms. Jorgensen. Carried unanimously 4-0. C. Crosswalk Enhancement Paver installation for crosswalks at two (2) intersections on St. Andrews Blvd. (Warren St and Wildflower Way), is complete. During Committee discussion the following was addressed: Utilization of the paver material with brick faux finish for Lely crosswalk installation. Possible locations include: 1. St. Andrews Boulevard by the Presbyterian Church 2. Pebble Beach Boulevard, 3. Forest Hills/St. Andrews Boulevard intersection 4. Forest Hills/Augusta Boulevard intersection. The product has been used by the City of Naples and in other County locations with satisfactory durability performance. The Road Maintenance Division may assume responsibility for the projects. Mr. Schumacher will investigate details from the Warren and Wildflower crosswalks, to report at the July meeting. VI. Contractor Reports A. Landscape Architect’s Report – McGee & Associates (M&A) Mr. McGee summarized the “Lely Golf Estates Landscape Observation Report FY19-20” dated June 2, 2020. All Locations “Strike throughs” indicate jobs are complete and will be removed from next month’s report. Yellow highlighting indicates items needing to be addressed to avoid plant damage or potential safety issues. Saint Andrews Boulevard Median & US41 in bound R/W South Superb Landscape Services (Superb) will prune and/or remove Paurotis fronds and stems behind the sidewalk edge. Superb will research and apply recommended pesticide to Spider Lily plants. Saint Andrews Boulevard Medians #’s 1 and 2 Superb will remove dead/diseased Crinum Lilies. Superb will review and adjust strapping of trees by the Lely Presbyterian church. Median #3 Superb will confirm if the Queen Crape Myrtle tree with damaged trunk was replaced. Road Maintenance has been notified of required curb repair. McGee & Associates will re-evaluate recommendation to expand the Plumbago bed. Median #6 Alexander Palm tree planting is complete. Forest Hills Boulevard Refurbishment tree plantings are complete. Median #12 One (1) Crape Myrtle planted. Superb will prune regenerated Crape Myrtle damaged by auto accident; Mr. McGee will evaluate condition. East curb section south of light pole broken; repair responsibility of Road Maintenance Department. Forest Hills Cart Crossing and Lake Superb will review condition of Perennial Peanut and provide count for replacements. Pebble Beach Boulevard Median #16 Three (3) Christmas Palms to be installed by Superb. Median #18 Mr. Schumacher will verify replanting of Washingtonia Palm. Median #19 Superb will apply repellant to Perennial Peanut to deter rabbit activity; alternate plants will be considered. Pebble Beach Blvd. Golf Cart Crossing Mr. Gorden will consult with Mr. Kindelan about replacements for diseased Spider Lilies on the southeast corner. Thorncrest Lane cul-de-sac 320 Two (2) Sabal Palms were planted. Briarcliff Ln. cul-de-sac #22 One (1) Sabal Palm was planted. Doral Circle E R/W &West R/W & Rattlesnake Hammock Road Missing stone veneer in three (3) locations on the roadside face bridge wall will be replaced by Superb. Median #23 Hardwood trees and shrubs have been trimmed. Foxtail Palm seed stalks have been pruned. Warren Street Pump Station Superb will weed around filters. Fertilization 8-0-12-180 fertilizer was applied prior to June 1, 2020. Water Usage May 2020 Reuse Water Use for Warren Street of 222,890 gallons was typical; Valley Stream’s water use data was recorded as 9,740 potable gallons. B. Landscape Maintenance Report – Superb Landscape Services (Superb) Mr. Gorden reported the “slip joint” leak in the irrigation system at Warren Street was repaired. VII. Project Managers Report – Dan Schumacher A. Budget Report Mr. Schumacher summarized the “Lely MSTU Fund Budget 152 dated June 25, 2020” for information purposes and provided an overview of the budget noting: FY-20 Ad Valorem property tax revenue budget is $286,300.00, an increase of 5.93% over FY19. The Millage rate is 2.0000 mils. Total revenue FY-20 is $694,987.69 including investment interest, transfers and contributions (minus a 5% reserve of $14,500). Current Operating Expense Budget is $257,392.00 of which Commitments total $72,294.60; $141,842.68 is expended. Uncommitted Operating Expense funds available are $42,254.72. Purchase Orders “rolled over” to the FY-20 Budget reflect balances as follows: Line 36, Improvements General Lykins-Signtek for renovation of the Lely Gateway Monument Refurbishment in the amount of $47,062.00. Lykins-Signtek in the amount of $5,848.00, of which $3,571.73 is expended, for street and traffic sign replacements. Florida Irrigation Supply Inc. (FIS) for HydroPoint Controls to upgrade the irrigation system in the amount of $755.69. Hart’s Electrical in the amount of $3,630.00, of which $600.53 is expended, for HydroPoint ground rods installation. The FY-19 fund transfer from Capital Outlay Funds to Operating Expense was credited back in the FY-20 budget. Capital Outlay Fund, Line 56, reserved to fund capital projects, available balance is $168,950.00. Reserves for Insurance and Catastrophic/Hurricane funds total $150,000.00. A request to consolidate the two categories into a single “fixed” dollar amount entitled Reserves for Insurance has been submitted to the County Budget Office for the FY-20 budget; the request is not yet resolved. Lighting Inspection Report The Lely M.S.T.U. Lighting Inspection summary dated June 4, 2020 indicated six (6) outages. Graybar Electric provide a quote in the amount of $550.00 per unit for Lumec LED lamp replacement. Light replacements as well as stock inventory will be ordered. On receipt, Hart’s Electric will install the lenses. Mr. Schumacher will confirm the quote conforms to the County contract. Faded State and County flags at the St. Andrews Boulevard entrance will be replaced in July 2020. C. Plant and Tree Replacements This topic was discussed under Item VI-A, Landscape Architect’s Report. D. Street &Traffic Signs The Doral Circle double sided street sign installation is complete. Installation by Lykins-Signtek of two (2) crosswalk signs and multiple remaining street signs will be scheduled for July. E. Non-Potable Water Signs Nine (9) potable water signs, without posts, at a cost of $49.00 will be ordered. Mr. Schumacher will research signpost options and update the Committee at the July meeting. VIII. Ongoing Business A. Refurbishment of St. Andrews Entryway Monuments Mr. Schumacher calculated the load structure of the proposed Entryway Monuments. Consultation with an engineer from RDA, the structural engineer firm under contract with the County, rendered an opinion that the proposed monument design structure did not require reinforcement to ensure compliance with wind mitigation standards. Based on the opinion, a request to approve the Monuments design as presented, was submitted to Diane Compagnone, Sign Review Specialist for Collier County. Lykins-Signtek is on board to proceed with the project once design approval has been secured. Mr. Schumacher will inform Chairman Branco of application progress and update the Committee on the status of the ruling at the proposed July 2020 meeting. IX. New Business None X. Hurricane debris storage and removal has caused about 60 dwarf Bougainvillea plants to be removed and/or damaged to the point of replacement.
