Steve Rigsbee had an excused absence. CRA Staff Present: Debrah Forester,CRA Director; Tami Scott, Project Manager, Ellen Summers, Principal Redevelopment Specialist and Shirley Garcia, Operations Coordinator. II.Adoption of Agenda: Camille Kielty made a motion to adopt the agenda as written, Steve Main seconded the motion. Motion passed unanimously. III.Approval of Minutes: Steve Main made a motion to approve the minutes for the February 26th meeting, Al Schantzen seconded the motion. Motion passed unanimously. Steve Main made a motion to approve the minutes from March 3, 2020 as amended, Camille Kielty seconded the motion. Motion passed unanimously IV.Community / Business - Presentations V.Old Business: a.Reappointments for the Advisory Board- Ms. Forester provided the update on the reappointments approved by the BCC on May 26 for Steve Main, Camille Kielty and Larry Ingram and thanked them for their service on the Board. b.Mini Triangle update- Ms. Forester provided an update for the cell tower on Kirkwood and indicated the construction is complete. The last tenant T- Mobile is scheduled to relocate to the new tower by the end of July. FDOT is designing a resurfacing project along US41 and is limiting access points. Staff worked with FDOT regarding driveway closures that would impact the Mini-Triangle Site to assure the redevelopment project would not be impacted. The agreement with FDOT and the CRA Board was approved on June 9. c.Scattered Lots - Extension and SF Permits – Ms. Forester indicated an extension was requested as COVID has affected their project on the scattered lots. Three permits have been applied for on the lots before the June 30th deadline and they are meeting the architectural designs under the agreement. Mike Sherman asked when the homes must be completed. Ms. Forester stated they have about a year to have the first 3 homes built and 3 years to 5.A.2 Packet Pg. 75 Attachment: BGTCRA Agenda Packet 070920 (12999 : Bayshore Gateway Triangle CRA Advisory Board - July 9, 2020) have all 15 homes finished. Mr. Sherman wanted to ensure they fulfill their commitment since the lots were negotiated back to them. Karen Beatty was pleased they have a different design and one of the homes is already listed for sale. Al Schantzen was pleased the money was deposited in the CRA budget and wanted to clarify that the extension is on Phase I of their original agreement and would like them to be held accountable to complete the homes. Ms. Forester stated that if they do not meet their deadlines there is a monetary penalty that will be enforced. d.17 Acres Conceptual- Ms. Forester presented the design connection to Sugden Park through the 17 acres that was previously discussed. Depending on the sale of the Gateway Triangle, and the purchase of Dels property, staff would like to hire a consultant for the design and permitting for the connection to the park in the Fall. Mike Sherman asked if there was an estimated cost and Ms. Forester said it will cost around $1 million.Al Schantzen requested the bridge connection not be built high enough off the ground for people to live underneath. VI.New Business: a.ROOF Proposal – 2664 Francis Avenue – Ms. Forester gave a brief history of the purchase of the Francis lot and the costs associated with maintaining the property. A recent appraisal for the property estimated the value around $187,000. Sheryl Soukup, Executive Director for Residential Options of Florida (ROOF), provided a quick overview of the not-for-profit agency. ROOF was formed to empower individuals with intellectual and physical disabilities and creates an affordable and inclusive housing option to help these individuals become self-sufficient.All the properties get conveyed into a trust, therefore if someone leaves, the property will remain in the trust and stay affordable for others with developmental disabilities for generations to come. Maurice Gutierrez asked if there were any safety concerns on the location of the property since the property is located next to the stormwater pond. Ms. Soukup stated there are caretakers that would keep them safe if there were any safety concerns with the property. Steve Main asked who takes care of land maintenance, housing maintenance. Ms. Soukup said that ROOF takes care of all the yard maintenance unless the residents specifically asked for that responsibility. Dwight Oakley brought up the issue with the flood elevation and with the new FEMA flood plain change. Mr. Oakley was concerned that they would not be able to build what they wanted without a lot of changes to the property which is costly. The building elevation requirements may hinder their building plans and accessibility. Maurice Gutierrez asked how many homes they anticipated building on the lot. Ms. Soukup stated the plan is to build one home to serve three individuals and possibly a home for a caretaker depending on what they could build on the lot. Ms. Beatty asked if they were thinking about splitting the lot and building a couple of homes on it or even a duplex. Ms. Beatty also asked to clarify the name of the development, it is listed both as Independence Place 5.A.2 Packet Pg. 76 Attachment: BGTCRA Agenda Packet 070920 (12999 : Bayshore Gateway Triangle CRA Advisory Board - July 9, 2020) Bayshore and Independence Place Gateway and she recommended it be named Independence Place Gateway since it is located in the Gateway Triangle. Ms. Soukup apologized for the typo and stated it should be Independence Place Gateway and she will correct the document. Al Schantzen asked if the property was tax exempt, if so it would not benefit the entire CRA District, it would only benefit a few people. Mr. Schantzen would prefer to see staff list it for sale on the street instead of giving it away. Ms. Forester gave the procedural process if it went forward which includes having the CRA Board approve a 30-notice provision. Anyone else may provide an alternative proposal during that 30-day window. The CRA Board would then have the option to approve ROOF’s proposal, a new proposal, or decide to not approve any proposal. Mr. Oakley wanted to give the opportunity for ROOF to do their due diligence first on the property, to see if they could build what they want on it. Commissioner Taylor asked Ms. Forester to put the proposal on the first meeting in July for the BCC so ROOF would have enough time to secure the funding and meet their deadlines. Camille Kielty asked if there were any requests for consideration to purchase this vacant lot and Ms. Forester stated not that she was aware of any requests for purchasing this lot.However, it has never been advertised. The lot has been in our inventory as potential stormwater or future park use. Mr. Gutierrez made a motion to move forward with the proposal as presented with the caveat if ROOF could not use the property as they wanted to due to FEMA regulations that it would revert back to the CRA, seconded by Karen Beatty. 4 members voted in approval, 3 dissented, motion passed. b.Residential Grants Status Report 1.Site Improvement Grant – Bad Assets 3399 Canal St- Staff provided a brief summary of the residential improvements and the applicants request for the maximum allowable reimbursement of $8,000.Al Schantzen asked if the fence would go around all three lots he owns or just 2 lots. Steve Main asked if there was part of the improvement that was not completed would that nullify the reimbursement, Ms. Scott stated it would. The applicant indicated he has a fence permit for the property and that includes all three lots. Karen Beatty made a motion to approve the grant, seconded by Mike Sherman. 7 members voted in approval, one dissented. Motion passed. 2.Site Improvement Grant – Skip Radel 2723 Gulf view Dr.– Ms. Scott gave a summary of this grant application and the requested amount for reimbursement is $6,132.05. Dwight Oakley asked if the existing concrete just runs straight into the street but would need to be flared at the end of the driveway, the owners said the contractor would be working on that with the County. Steve Main made a motion to approve the grant, seconded by Karen Beatty. 6 members voted in favor, 2 dissented. Motion passed. 5.A.2 Packet Pg. 77 Attachment: BGTCRA Agenda Packet 070920 (12999 : Bayshore Gateway Triangle CRA Advisory Board - July 9, 2020) 3.Site Improvement Grant –Ozlyn Garden Villas Condo-Staff provided the summary of work being requested by the condo association which includes the parking lot and dumpster area. Ms. Forester clarified that the residential site improvement grant would not normally apply to a condo association so this would have to be acknowledged by the Board to allow the Condo Association to qualify for the funding. The applicant is requesting the maximum allowed for reimbursement: $8,000. After some discussion by the Board, Camille Kielty made a motion to approve the grant, seconded by Steve Main. 6 members voted in favor, 2 dissented. c.CBIG Status Report 1.CBIG Grant -Things I like by Catherine-The grant application was presented for exterior and interior improvements for the maximum reimbursement award in the amount of $50,000. Mr. Gutierrez acknowledge that this project is the type of project the CRA has wanted –creating an art gallery/retail space on Bayshore. After a brief discussion by the Board, Steve Main made a motion to approve the grant, seconded by Mike Sherman. Motion passed unanimously. d.Del’s Acquisition-Ms. Forester provided the update on the acquisition of Del’s, which was approved by the CRA Board,contingent of the sale of the Gateway Triangle property. There was some discussion on the positives of acquiring this property by the Board and the ability to control what goes into the site. VIII.Staff Report: a.Project Manager Report: Tami Scott highlighted a few of the projects on her report: Fire Suppression Phase II.The contractor started on April 20th, the new water lines are already in, the next step is to sod and concrete. Fire Suppression Phase III.The 100% drawings are completed,and we will be partnering with Stormwater on the project. The stormwater plans are scheduled to be completed (100% Plans) in July.Staff is in discussion about how to bid it out. Fire Suppression 4. Staff submitted for the grant and did not get approved for funding.Al Schantzen asked if the stormwater subcommittee can resume their meetings again to start focusing on stormwater again. Ms. Forester will reach out to Stormwater staff to request the meetings begin again. Thomasson Drive -The project started on May 6 and the surveys are completed. Wright Construction will start construction activities soon. The Sabal Shores Neighborhood Focus is almost completed with the pedestrian lighting still on the list. FPL changed out all the lights in the neighborhoods to LED lighting,so it is much brighter now. Staff will hold a meeting with Sabal Shores residents once we are back to meeting 5.A.2 Packet Pg. 78 Attachment: BGTCRA Agenda Packet 070920 (12999 : Bayshore Gateway Triangle CRA Advisory Board - July 9, 2020) in-person to ask if there is still a need for lights in the neighborhood or any other concerns. CRA parking lot project went out to bid and the bids are due June 17. The bigger private developments in the district are still on hold since Neighborhood Informational Meetings were suspended due to COVID. Al Schantzen asked if staff could keep an eye out for the Isles of Collier Preserve development since that was a hot topic on the Boards list of developments. Ms. Scott agreed to pay attention to that. There are 2 new projects:one is located on US41 in the Gulf Gate Plaza in the outparcel for Fifth Third Bank;the other is located on Pine Street and US41,for a doggy day care and man cave. b.Financial Report: Ms. Forester provided the current financial report. c.Maintenance Report:Ms. Forester provided the current maintenance report. IX.Other Agency’s: a.Collier County Code Enforcement:Staff added the May code report for the open and closed cases. Mr. Johnson attended to provide further details on any of the cases on the report. Al Schantzen mentioned that a tent went up behind Sawyers Marina on the vacant lot. Cpl. Sylee Gibson indicated the Sheriff’s Office is addressing that. b.Collier County Sheriff’s Office:Corporal Sylee Gibson was in attendance and gave a recap of the activities of the Sheriff’s Office dealing with the homeless trespassing on private property. X.Communications and Correspondence: a.Correspondence Neighborhood Letter signed –Staff provide the letter sent to the BCC regarding the Naples Marina and the concerns of the residents in the neighborhood. b.Naples Daily News-County Eyes Purchase of Legendary Del’s Property –A news article regarding the CRA’s interest in purchasing Del’s property. c.David Corban AIA Award –Staff provided the award information for a local Architect that has many projects in the CRA area. d.Local Restaurant List –Staff created a list of restaurants operating within the district with hours of operation, delivery options and menu items. e.360 Fund Raising effort –Staff attached an article of a fund-raising effort from 360 Market and partnered with Catholic Charities f.The New Naples Living –Staff attached an article highlighting the new residential cottages being built on Jeepers Drive. We are in the process of determining the amendments for the Plan s directive on heavy commercial and industrial uses. The Plan describes strategies to address the incompatibility of heavy commercial and industrial uses with residential and business uses permitted in the Redevelopment Area. The Plan suggests limiting heavier uses,imposing transition standards to mitigate between dissimilar uses,and evaluating incentives to encourage transitions away from heavy commercial and manufacturing/warehouse/storage uses.Specifically,the Plan states these action items: Amend the LDC to limit heavy commercial and manufacturing/warehouse/storage uses throughout the CRA area Limit heavier industrial and commercial uses in the Triangle area For an understanding of the properties and uses affected,enclosed are two maps that display: -Heavy Commercial per DOR Code:This map inventories uses that are designated per the Florida Department of Revenue as Repair Service Shops;Auto Sales, Repair, Etc.; and Warehousing, Distribution. This map also shows underlying zoning districts that allow heavy commercial uses: C-4 and C-5. -Open Storage/Display Parcels:This map highlights locations where outdoor sales/display or storage evident from aerial view.This map also shows C-4 and C-5 underlying zoning districts. In observance of new safety protocols and to ensure social distancing standards, timed ticketing is a part of our enhanced Garden experience for all guests. Starting June 18th,members may reserve a no-cost ticket online atnaplesgarden.org for entry times. The Garden is open 9 AM to 2 PM, last tickets available at 12 PM. Collier and Lee County residents may enjoy discounted admission to the Garden July 6 through October 1— adults are $10,while children are free. Timed tickets may be purchased on our website starting July 2nd. The Garden team has worked diligently behind the scenes to reopen so we can all once again enjoy acres of beautiful collections. Enhanced safety protocols will be a part of your Garden experience, and installation of equipment and training during this closure has Timed Entry:9 Am – Noon. Touchless water bottle filling stations. Hand sanitizer stations. Plexi-glass ticketing windows and intercoms. One-way walking paths.
