Adjournment Collier County Bayshore/Gateway Triangle CRA Stormwater Subcommittee Meeting Minutes February 21, 2020 3:00 p.m. The meeting of the Bayshore/Gateway Triangle CRA Stormwater Subcommittee was called to order by Principal Planner Gino Santabarbara at 3:14 p.m. I. Introductions Gino Santabarbara, Principal Planner, Collier County Allen Schantzen, CRA Board Member, Sabal Shores Resident Maurice Gutierrez, CRA Board Member, Gulf Shores Resident Debrah Forester, CRA Director Kris LaClair, Resident Stable Shores Steve Ringsbee, CRA Board Member, Triangle Resident Brian Gay, Minute Taker Tami Scott, Project Manager CRA Bayshore IL Review of January 24", 2020 meeting minutes • Allen Schantzen requested a copy of the minutes from the previous meeting. • Gino Santabarbara reviewed the minutes. • Debrah Forester clarified that in the previous meeting, her question and Mr. Wiley's comments regarding the report were stand alone comments and should not be included under Coco Area Basin Sabal Shores. I was as follows: "Debra Forester - would need more input on the report, what has been done and has it helped to improve. Mr. Wiley said he cannot give input because he has only skimmed over the report. He would need to take a closer look." These should be listed before Item 1 under B. III. Open Issues • Debrah noticed that there was mud/dirt at two drainage areas at Bayshore. Gino suggested that Albert go to the meetings and elaborate on the maintenance plan. Maurice said that if anyone sees anything like that to follow up. Debrah mentioned that they can call 311 if something needing maintenance is seen. • Debrah asked if fire suppression #4, located on Van Buren and Shorter was/is a priority for this group. Ms. Scott said they have already applied for a CDGB grant for Barret, Shorter, and Van Buren west of Bayshore Dr. • Maurice asked about the Becca Ave pipe on the east end. He asked if it was used to separate garbage or drainage? Infrastructure for garbage separator would be ideal because of the food truck park. Gino said it works as long as the maintenance plan is implemented. IV. New business A. 2011 Bayshore Stormwater System Improvement Plan • Gino presented a powerpoint on the 2011 Stormwater System Improvement Plan by Q. Grady Minor & Assoc. 1. Level One System Improvements, consist of stormwater facilities which convey stormwater to a major outfall (Highlighted are more important): • North South Outfall Ditch south of Thomasson Dr. (South of Bayshore Dr. addressed) • North South Ditch north of Lake Avalon to Halderman Creek • Thomasson Dr. drainage from North -South ditch crossing Bayshore Dr. to approximately 100 ft. east of entrance to Botanical Garden. • Estimated 2011 Costs; $1.7M to $2M 2. Level Two System Improvements, consist of stormwater facilities which convey stormwater from Level Three facilities to Level One Systems. Since there are a very limited number of Level Two Systems, they were included in the Level Three Facilities. (Highlighted are more important) • Area 1. Streets within Weeks & Becca Ave. • Area 2. One of the companies is saying that it holds water and customers and delivery drivers are now refusing the use the alley to the business. I made a site visit and the street does Bowl in the center and has a drain with an outfall on the east side and the west side looks to flow into the swales. Is this on your radar or is there any historical data from this Alley that I need to know? Attached is a map. There is no maintenance action we can perform to help them. Richard Orth Stormwater Staff I would agree with that assessment. The alley needs to be reengineered from a transpiration and stormwater management perspective. Conveyance level 1; Thomasson Dr south, north/south outflow to Sable Bay Second set would be based on the area service as depicted on the storm water map: Area #1 Weeks Ave and Becca Ave. Area #6 Holly and Streets east of South Bayshore. Third would be based on a street by Street due to occasional nuisance flooding: Weeks Ave Becca Ave Holly Ave The reasoning for these selections were primarily based on: 2009 and 2011 Grady Minor Storm water reports.
