RESOLUTION NO.2020- 1 1 2 A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF COLLIER COUNTY, FLORIDA APPROVING THE SUBMISSION A GRANT APPLICATION TO THE BIG CYPRESS BASIN FOR REGIONAL PARTNERSHIP PROJECTS FOR FISCAL YEAR 2020-2021 AND COMMITTING TO PROVIDE THE REQUIRED LOCAL COST SHARE. WHEREAS, Collier County applies for annual grant funding from the South Florida Water Management District (SFWMD) Big Cypress Basin (BCB) to offset the construction cost for eligible capital improvement projects related to water quality improvements; and WHEREAS, as part of the grant eligibility requirements, SFWMD BCB requires projects to be "shovel ready" in the year they are funded and for Collier County to rank the projects; and WHEREAS, if funding is granted to the below ranked project, Collier County is committed to funding the construction project in the upcoming fiscal year; and WHEREAS, funding is requested for the following project: • Lake Trafford Water Quality Improvement Project Phase I NOW, THEREFORE BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF COLLIER COUNTY, FLORIDA, that: The following Capital Improvement Project is eligible for South Florida Water Management District Big Cypress Basin Regional Partnership grant funding in FY 2021: • Lake Trafford Water Quality Improvement Project Phase I This Resolution shall take effect immediately upon adoption. Project Information Project Description: Provide a concise description of the proposed project. Be specific with tasks. location(s), lengths and areas, quantity of work or items to complete. (Please attach additional documentation if more space is required) A key component of the Lake Trafford Water Quality Improvement is the creation of two (2) stormwater quality treatment areas that filter nutrients from stormwater prior to entering the Lake Trafford. Phase 1 creates an estimated 13.25 acre water treatment facility similar to the a Freedom Park Water Quality Treatment Facility in Naples, FL at the northeastern portion of i the Lake Trafford Slough along Carson Road. Proposed cascading littoral shelves will be constructed to filter nutrients prior to entering the Lake Trafford Slough and eventually Lake Trafford. A pumping station will be installed to pump water from the slough back into the water treatment facility during the dry months to ensure that filtering vegetation thrives and continues to provide water treatment. Design is scheduled to be complete by 4/1/2021 with construction anticipated to start 9/1/2021. Support for the Basin's Core Missions: Describe how the proposed project will address any relevant Basin priorities and/or local water resource priorities. In addition, note if the proposed project: • is consistent with the Big Cypress Basin's mission. Big Cypress Basin's Strategic Plan and the Lower West Coast Water Supply Plan. • is part of a state. regional or local goal or strategy, and if it is in a local plan, e.g.. Capital Improvement Plan. (Please attach additional documentation if more space is required) The Lake Trafford Water Quality Improvement Project Phase 1 implements WQ-5 of the Lake Trafford Management Plan (page 14) by developing a new water treatment facility to reduce pollutants from stormwater entering Lake Trafford. The project also meets BCB's core mission of natural systems/water quality through a partnership with Collier County government to "improve and maintain secondary and tertiary stormwater management systems" (Page 5 of BCB Strategic Plan 2018-2023) and "supporting local governments to implement stormwater improvement projects." (Page 10). The nutrient removal calculations were made to address Total Nitrogen, Total Phosphorus, and BOD (Biochemical Oxygen Demand or also called Biological Oxygen Demand). BOD is defined as the amount of dissolved oxygen that must be present in water ,for microorganisms to decompose the organic matter in the water, and is used as a measure of the degree of pollution. Nutrient removal calculations using the HH methodology are based upon standardized nutrient loadings for identified land uses. average annual rainfall (for this report the consultant used mean annual rainfall from 1997 to 2014), and the total available residence time of the water within a pond or lake. In October 2018, SFWMD published the Lake Trafford Management Plan identifying the need to reduce the amount of nutrients entering Lake Trafford by water quality treatment components such as stormwater treatment ponds, grassy swales, and baffle boxes. The Immokalee Stormwater Improvement Plan (ImmSIP) concluded that "water quality treatment pond system" was shown to provide an overall water quality improvement and reduction of nutrient loading to Lake Trafford by reducing Total Nitrogen at 42% (0.463 kg/year avg.). reducing Phosphorus at 76% (0.121 kg/year avg.) and reducing BOD removal at 100% (3.014 kg/year avg.).
