SUMMERS, DIRECTOR BUREAU OF EMERGENCY SERVICES AND EMERGENCY MANAGEMENT 2020 Hurricane Season Forecast-NOAA ► NOANs Climate Prediction Center is forecasting ► A likely range of 13 to 19 named storms (winds of 39 mph or higher), ► Of which 6 to 10 could become hurricanes (winds of 74 mph or higher), ► Including 3 to 6 major hurricanes (category 3, 4 or 5; with winds of 111 mph or higher). ► NOAA provides these ranges with a 70% confidence. ► An average hurricane season produces 12 named storms, of which 6 become hurricanes, including 3 major hurricanes. Storm track and intensity and other factors could reduce the number. ► Listen to Radio, TV, and monitor social media for shelter updates. ► Shelter Staffing teams from County Employees, School District Employees, Red Cross, Sheriff and mutual aid law enforcement for security. ► Large COVID-19 response kits have been assembled for the Shelter Sites. Those kits include: Hospital Disinfectant, Procedure Masks, N95 Masks for workers, Bulk Hand Sanitizer, Cloth Mask, Information Posters, Floor Tape, and Contactless Thermometers. Evacuation Shelters and Pets IBM ► Response! ► Pet Friendly Shelters- Middle Schools Only. ► Our pet friendly sites are "self-service" and Im each pet owner must come fully prepared - crate and bedding, food, water, vaccination records, to fully care for their domestic dog or cat. ► Obey the posted rules for pet care. , ► Small animals with crates and all pet -care items may accompany a special needs client to Palmetto Ridge High School. Shelter Food Service Response! a, Shelter residents should come totally self- sufficient and prepared for a minimum 3 of days of food, bedding, medicines, baby supplies, etc. No cafeteria lines due to social distancing. Collier Schools will support feeding to the: extent possible under COVID-19 guidelines and available resources: Bag breakfast, box lunch, etc. §'10, r E 4 7/13/2020 ► Response and Recovery! ► Local State of Emergency: ► Consider an earlier implementation of a Local State of Emergency with or without evacuations. Associated activities may take longer with COVID -19 concerns. ► Ensure County employees have ample time to address family concerns and prepare for emergency roles and provide for shelter set- up! School schedule is an unknown variable. ► We will need at least 12-14 hours to set-up Palmetto Ridge High School and a minimum of 8 hours to set-up a general population shelter due to COVID-19. ► Tear -down or demobilization will take twice as long so a disinfecting treatment can be implemented in -place. 10 SA Emergency Operations Center Emergency Operations Center ► Preparedness thru Recovery and Mitigation: ► Deep cleaning efforts and air purification efforts being implemented at the EOC as well as other protocols. 36"' Ave Wildfire- EOC Activation allowed for good test to evaluate COVID-19 protection strategies in the EOC. .r- ,� ► Commodity Distribution- Greatly improved as a result of our COVID-19 experience moving over 700,000 pieces of PPE to 85 organizations in ' Collier County. ., PP, Huge thanks to Florida Division of Emergency i:` Management. Public Utilities Wastewater Standby Emergency Power Fueling capability is critical when increasing the quantity of emergency standby equipment . Four fuel trailers and six truck - mounted tanks purchased post -Irma c Maintenance contracts expanded Public Utilities Alternate Strategies for Power Outages ► Portable generators provide flexibility to relocate from station to station. ► Pumper trucks are used to pump down stations without power, releasing the wastewater to stations with emergency standby systems. 14.
