Why is this important in Florida now
In 2017 the Transportation sector emitted more carbon emissions than the electric sector
The number of EVs is increasing and the cost of batteries is decreasing
Today there are over 48,000 EVs registered in Florida and by 2030 there are expected to be over 780,000
Today drivers of EVs are concerned about where they can get the charges they need
According to an analysis by the energy and environmental consulting firm M.J. Bradley & Associates, Florida could achieve a 70-80% reduction in emissions from light-duty greenhouse gas
(GHG) emissions, in conditions where nearly all vehicles are electric by 2050.

Three kinds of charging stations
Level 1 – 120 volt standard circuit – only for residential or overnight charging
Level 2 – 240 volt standard circuit – takes several hours to achieve a full charge – recommended for installation in county garages, etc.
Level 3 – 480 volt circuit – takes less than 30 minutes for a full charge – recommended for use on highways
Be sure that the connectors on the chargers are the standard round plugs (Tesla owners are given a converter from the long oval plug but other vendor’s vehicles cannot use them)

State Initiative
Use Volkswagon settlement funds to fund EV charging stations
SB7018 called for this activity; expecting to spend $25M
The first installment consists of 27 stations on I-75 and then proceeds to other major state roads
These will be EV-3 rapid charging stations
The Florida Department of Agriculture and Consumer Services’ Office of Energy is currently working on an Electric Vehicle (EV) Roadmap for the state. The roadmap will help identify EV
charging infrastructure impacts on the electric grid, solutions for any negative impacts, areas that lack EV charging infrastructure, best practices for siting EV charging stations,
and technical or regulatory barriers to expansion of EV charging infrastructure.

What can collier county do?
Install EV charging stations in public county locations including the Government Centers, Libraries, and Parks. These stations would need a 4-hr limit.
Change the LDC to require hotels, motels, and shopping centers to install charging stations.
Begin to acquire a county fleet of EVs for county business use.

I am requesting…
The BCC to direct staff to look into the possibility of installing EV chargers in public spaces controlled by the County
Direct staff to examine how to modify the LDC to require business with large parking areas such as hotels, motels, shopping centers to install EV
Direct staff to begin the purchase of EVs for county use
The payback will be a cleaner environment, lower carbon emissions and a reduction in impacts resulting in Climate Change
