Agenda 07/14/2020 Item #16D20 (Resolution - In Support of Membership into WHO & AARP Programs)07/14/2020
EXECUTIVE SUMMARY
Recommendation to approve the Chairman to sign a Resolution and submit a letter of commitment
in support of the Leadership Council on Aging (LCA) seeking membership to the Association of
American Retired Persons (AARP) Network of Age-Friendly Communities.
OBJECTIVE: To work with community partners to help ensure all Collier County residents have the
ability to live a long, healthy, and full life.
CONSIDERATIONS: Launched in 2012, by the World Health Organization’s (WHO) Age-Friendly
Cities and Communities, AARP Network of the Age-Friendly States and Communities (Network) serves
as a catalyst to educate local leaders and encourage them to implement the types of changes that make
communities more livable for people of all ages, especiall y older adults. The Network encourages
communities to prepare for the rapid aging of the U.S. population by paying increased attention to the
environmental, economic, and social factors that influence the health and well-being of older adults.
In April 2019, Governor Ron DeSantis, Department of Elder Affairs Secretary Richard Prudom, and
AARP CEO, Joann Jenkins, announced Florida was the 4th State to join the AARP Network of the Age -
Friendly States and Communities. Cities and counties were urged by the De partment of Elder Affairs to
consider individual membership in the Network.
During the Community Health Improvement Planning Retreat, (CHIP) held in 2019, including members
of the local public health system with an older adult focus, it was decided that j oining the network would
become the main strategy/objective for the group. This will be led by the Leadership Coalition on Aging
(LCA), a coalition of ninety (90) community, government, and private organization representatives,
including FL Department of Health in Collier County, Collier Senior Resources, Naples Senior Center,
Community Foundation, AVOW, Barrington Terrace, Shifting Sands, Step Smart Collier, and Collier
County Senior Services.
This initiative will work in concert with and augment existing local actions and plans such as the Blue
Zones Project of Southwest Florida, and align with community-wide action plans and recent community
assessments such as with the FL Department of Health in Collier County, Collier County Community
Health Improvement Plan (CHIP).
Collier County is seeking to enroll in the Network. To enroll, the County is required to submit a
membership application, as well as a letter of commitment, which must be signed by the jurisdiction’s
highest elected official. Membership in the Network means that Collier County’s elected leadership has
made a commitment to actively work with residents and local advocates to make our county an age -
friendly place to live.
Once a part of the AARP Age-Friendly Network, it is the intent of LCA to: (1) Pursue the active
engagement of older adults in the planning process through outreach and inclusion by bringing events to
where older people live and recreate, (2) pursue outreach through churches, civic organizations, AARP,
providers of aging services and host events designed for older adults, (3) establish a plan of action that
responds to the needs identified by older people, (4) develop a means to measure our activities, reviewing
action plans and plan outcomes to determine we are meeting our goals, and (5) keep the public, especially
older adults, informed throughout the process.
The Letter of Commitment that is back up to this item has not been sent and will be transmitted if this
item is approved.

On behalf of Naples Senior Center, we are pleased to offer this letter of support
to the ongoing effort toward creating an inclusive livable community. Naples
Senior Center recognizes the importance of encouraging and implementing age-
friendly planning and polices that will promote independent and purposeful living,
support active, healthy lifestyles and sustain economic and social vitality.
Naples Senior Center sees great value in the AARP Age Friendly Network and is
excited to begin establishing Collier County as an Age Friendly County alongside
the State and other Florida communities. In preparing for the rapidly growing
aging population, Naples Senior Center is committed to fostering partnerships
among organizations to offer support systems and services that will allow all
ages and abilities to live full productive lives by improving accessibility to
transportation and housing; ensuring adequate medical services and preve ntive
services to allow older adults to remain healthy and age in place successfully;
providing activities that address all dimensions of wellness, as well as ensuring
social participation and inclusion within the community.
We are committed to providing the necessary support to allow our residents to
age with dignity. We look forward to working with local partners, the AARP of
Florida representative, volunteers and stakeholders to create a plan of action that
reflects the needs of our community. The plan will include improvements to the
ways the Collier County recognizes and meets the needs of older adults. Well-
designed, livable communities help sustain economic growth and make for
happier, healthier residents of all ages.
Naples Senior Center is proud to be thought of as the “central address for senior
services” in a community that values its older adults.
Thank you
Dr. Jaclynn Faffer
