EXECUTIVE SUMMARY
Recommendation to approve the submittal of an FY19/20 grant application for the Federal
Highway Administration Flexible Funding in the amount of $500,000 for the purchase of a thirty
foot (30 ft.) fixed-route bus through the Federal Transit Administration Transit Award
Management System.
OBJECTIVE: To obtain grant funds to make day to day operations more efficient and provide enhanced
customer experience.
CONSIDERATIONS: During the November 8, 2019, Collier Metropolitan Planning Organi zation
(MPO) Board meeting, the Board approved projects to spend down the Fiscal Year 2020 Surface
Transportation Urban Area Box funds. One of the projects approved was to purchase a thirty foot (30 ft.)
fixed-route bus to replace a bus that had met its useful life. Collier County was provided $500,000 in
FY19/20 to purchase a thirty foot (30 ft.) fixed-route bus. In order to utilize these funds for a transit
project, a grant application must be created in the Federal Transit Administration (FTA) Transit Award
Management System (TrAMS). The application has been prepared and attached for the Board of County
Commissioners (Board) approval. Approval of this Item will authorize its transmittal in TrAMS to FTA.
The grant requires a twenty percent (20%) match for transit projects. Collier County has requested
approval from the Florida Department of Transportation (FDOT) to use $125,000 in Transportation
Development Credits as a soft match for the grant.
After review and approval from FTA, the grant application will be electronically executed in TrAMS by
the Public Services Department Head who was appointed by the Board to act as their designee. The
Public Transit & Neighborhood Enhancement Division (PTNE) and the Office of Management and
Budget (OMB) Grants Compliance staff will also use this system to manage the projects and submit all
required reports.
FISCAL IMPACT: The total project cost is $625,000 and the grant apportionment is $500,000. Upon
receipt of award, a Budget Amendment will be required to recognize grant funds when FTA awards the
grant to PTNE. Collier County has requested the use of transportation development credits from FDOT in
the amount of $125,000 as a soft match to comply with the twenty percent (20%) match requirement. The
purchase of the bus will not increase the overall current Fleet size used for operations. Ongoing
maintenance for the vehicle is provided by the Fleet Management Division and is paid for by existing
FTA 5307 grant funding.
GROWTH MANAGEMENT IMPACT: There is no Growth Management impact associated with this
Item.
LEGAL CONSIDERATIONS: This Item is approved for form and legality and requires a majority vote

Project Description
This project is for the purchase of one heavy duty 30 ft fixed route bus to replace a bus that has met its
useful life. The useful life of the fixed route bus is 10 years or 350,000 miles. The total amount of the
transfer is $500,000. Transportation Development Credits from FDOT in the amount of $125,000 will
be used as a soft match for the grant. Collier County will follow all 3rd party procurement policies as
defined in C4220.1F (Third Party Contracting Guidance). Collier County will ensure that contractors
procured will not be on the FTA Suspension and Debarment list.
